RESOLUTION NO. 12-2155
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARROYO GRANDE RECOMMENDING
THAT THE CITY COUNCIL APPROVE GENERAL PLAN
AMENDMENT NO. 12-002, ADOPTING THE 2012
BICYCLE AND TRAILS MASTER PLAN AND
INTEGRATING IT INTO THE CIRCULATION AND PARKS
AND RECREATION ELEMENTS OF THE GENERAL PLAN
WHEREAS, the City of Arroyo Grande has received a grant from the San Luis Obispo
County of Governments (SLOCOG) to prepare a Bicycle and Trails Master Plan; and
WHEREAS, the City of Arroyo Grande has retained the services of Omni-Means to
prepare the Bicycle and Trails Master Plan; and
WHEREAS, the City of Arroyo Grande has initiated General Plan Amendment 12-002 to
adopt the Bicycle and Trails Master Plan and integrate it into the City's General Plan; and
WHEREAS, the Planning Commission of the City of Arroyo Grande has reviewed the
Bicycle and Trails Master Plan at a duly noticed public hearing on June 19, 2012; and
WHEREAS, the Planning Commission finds that this project is consistent with the City's
General Plan, Development Code and the environmental documents associated therewith,
� and has reviewed the Draft Mitigated Negative Declaration under the provisions of the
California Environmental Quality Act (CEQA); and
WHEREAS, the Planning Commission finds, after due study, deliberation and public
hearing, the following circumstances exist:
1. The Bicycle and Trails Master Plan is consistent with Policy CT3-3 of the
Circulation Element, which states:
"Promote non-motorized bike and pedestrian circulation facilities to serve all
areas of the City and linking with regional systems, with priority coordination with
school, park, transit and major public facilities."
2. The Bicycle and Trails Master Plan is consistent with Objective PR4 of the Parks
and Recreation Element, which states:
"A network of recreational trails, bicycle /anes and bikeways should be
established for use by local residents and visitors to the Arroyo Grande Valley."

NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of
Arroyo Grande recommends that the City Council approve General Plan Amendment
12-002, adopting the Bicycle and Trails Master Plan and integrate it into the Circulation,
and Parks and Recreation Elements of the General Plan and adopt the Draft Mitigated
Negative Declaration and instruct the City Clerk to file a Notice of Determination.
On a motion by Commissioner Ruth, seconded by Commissioner Martin, and by the
following roll call vote, to wit:
AYES: Commissioners Ruth, Martin, Barneich, and Keen
NOES: None
ABSENT: Commissioner Sperow
the foregoing Resolution was adopted this 19th day of June, 2012.
