MEETING OF THE CITY COUNCIL
WEDNESDAY, JUNE 7, 1989

ARROYO GRANDE, CALIFORNIA
The City Council met at 7:30 P.M. with Mayor Mark M. Millis
presiding. Also present were Council Members A. K. "Pete" Dougall,
Doris Olsen and B'Ann Smith. Absent was Council Member Gene Moots.
The budget discussions began with Animal Control. City
Manager Chris Christiansen said that $150000 had been allocated to
San Luis Obispo County Department of Animal Regulation to run a
program in Arroyo Grande.
CHERIE DODDS of 849 Forest Glen Drive and SHEILA ECKERT of 250
Moore Lane, members of Action for Animal Rights, spoke in favor of
the City allocating funds to the County Animal Regulation
Department for a spay/neuter program for Arroyo Grande. After
discussion with the Council, Mayor Millis suggested that City Staff
look into what the City has done in the past, its current options
and what it could do in the future with regard to funding animal
control. He requested that Animal Regulation be discussed at the
meeting of June 14, 1989.
Other General Fund items considered by the Council were
Administration/Engineering, Street Equipment, Government Buildings,
Street Cleaning and Lighting, and Automotive Shop.
Mayor Millis requested that City vehicles be bought locally
if the price differential is not too great. Council Member Smith
requested Staff to investigate using reflectors to mark crosswalks.
Council Member Dougall suggested buying parts at Arroyo Grande auto
parts stores when equipment repairs are being done.
The Civic Center Fund and the Sewer Funds were reviewed.
Council Members decided to fund the following projects in the
Gas Tax Fund:

Tally Ho-227/Le Point
Allen-Mason/Garden
Allen-Mason/Traffic Way
Branch Mill-E. Cherry/Limits
S. Elm -Fair Oaks/Farroll

Traffic Way/W.Branch Intersection
City Cross Gutters

The Traffic Safety Fund was reviewed. In discussing the
Traffic Signalization Fund, it was decided that the entire $100,000
would go for the Traffic Way/West Branch Street\Wesley Avenue
intersection reconstruction.
The Park Development Fund, the Recreation Programs Fund and
the Parks and Recreation sections of the General Fund were
discussed. With regard to replacement of City sidewalk benches,
the Council suggested that local merchants share in the cost.
Parks and Recreation Director John Keisler requested that
Community Building Barbecue Structure/Landscape funds ($15,000) be
re -allocated to Rancho Grande Park improvements. Council Member

Dougall suggested that the barbecue be constructed by a service
club. Mayor Millis requested that Mr. Keisler consider setting up
a City program of Elderly Care.
Council Members 'discussed the Construction Tax Fund, the
Drainage Facility Fund, and the Sewer Facility Fund. Public Works
Director Paul Karp said the Sewer Fund is accumulating monies which
will be used in the future for large sewer projects.
There was discussion of the Capital Improvements Fund, with
no changes made at this time. Mayor Millis suggested that there
may be too much money going into the Capital Improvement Reserve
Fund and that money could be used for street improvements, for
example. Council Member Olsen said that the various accounts in
the fund should be increased further before cutting them off.
The Council adjourned at 9:44 P.M.
