1. CALL TO ORDER
Vice Chair Sperow called the Regular Planning Commission meeting to order at 6:00 p.m.
2. ROLL CALL
Planning Commission: Commissioners Lan George, Tom Goss, John Keen, Randy
Russom, and Vice Chair Lisa Sperow were present.
Staff Present: Community Development Director Teresa McClish, City Engineer
Matt Horn and Secretary Debbie Weichinger were present.
3. FLAG SALUTE
Commissioner Russom led the Flag Salute.

6. WRITTEN COMMUNICATIONS
The Commission received the following material after preparation of the agenda:
1. Memo from Teresa McClish to the Planning Commission, dated November 4, 2014
regarding Item 8.a., request for continuance to a date certain of December 2, 2014.
7. CONSENT AGENDA
Action: Commissioner Keen moved, and Commissioner Goss seconded the motion to approve
the June 17, 2014 minutes, as submitted. The motion passed on the following roll call vote:

Action: Commissioner Goss moved, and Commissioner Keen seconded the motion to approve
the October 21, 2014 minutes, as submitted. The motion passed on the following roll call vote:

Action: Approved the minutes of the Regular Planning Commission meetings of June 17, 2014
and October 21, 2014 as presented.

8. PUBLIC HEARINGS
8.a. CONSIDERATION OF AN ORDINANCE ADDING CHAPTER 16.86 TO TITLE 16 OF
THE ARROYO GRANDE MUNICIPAL CODE RELATING TO PERFORMANCE
STANDARDS FOR DEEMED APPROVED ALCOHOLIC BEVERAGE COMMERCIAL
SALES
Vice Chair Sperow referred to the staff report recommendation to continue to a date certain of
December 2, 2014 an ordinance adding Chapter 16.86 to Title 16 of the Arroyo Grande
Municipal Code relating to performance standards for deemed approved alcoholic beverage
commercial sales.
Director McClish stated staff is asking that this item be continued so staff can address concerns
of the business owners that are being affected.
Vice Chair Sperow opened the public hearing, and upon hearing no comments, she closed the
public hearing.
Action: Commissioner Goss moved to continue an ordinance adding Chapter 16.86 to Title 16
of the Arroyo Grande Municipal Code relating to performance standards for deemed approved
alcoholic beverage commercial sales, to date certain of December 2, 2014. Commissioner
Keen seconded, and the motion passed on the following roll call vote:
AYES: Goss, Keen, George, Russom, Sperow
NOES: None

10. NOTICE OF ADMINISTRATIVE DECISIONS SINCE OCTOBER 21, 2014
This is a notice of administrative decision for Minor Use Permits, including any approvals,
denials or referrals by the Community Development Director. An administrative decision must
be appealed or called up for review by the Planning Commission by a majority vote.

In answer to Commissioner Sperow's question, Director McClish noted that the event passed
before the appeal date ended and the applicant is advised to come in earlier during their next
annual event.

12. STAFF COMMUNICATIONS
Director McClish introduced the new City Engineer Matt Horn and stated he will be a valuable
resource for the Commission.
Ms. McClish reported that the Bridge Street Bridge Stakeholders will meet on November 19,
2014 and will be presented to the City Council in December 2014 for recommendations.
13. ADJOURNMENT
On motion by Commissioner Keen, seconded by Commissioner Goss and unanimously carried,
the meeting adjourned at 6:10 p.m.
