A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARROYO GRANDE AUTHORIZING PACIFICWEST
ENERGY SOLUTIONS, INC. TO SUBMIT ENERGY
CONSERVATION FUNDING APPLICATIONS ON BEHALF
OF THE CITY OF ARROYO GRANDE
WHEREAS, it is the desire of the City Council to continue to develop energy
conservation measures and potential alternate energy supply sources for the City of
Arroyo Grande; and
WHEREAS, it is also the desire of the City Council to maximize the savings that the
conservation measures provide for the City; and
WHEREAS, the City of Arroyo Grande has partnered with PacificWest Energy
Solutions, Inc. to complete an Investment Grade Audit of the municipal facilities to
determine where modernization of facilities and investment in solar photovoltaic
facilities would result in a reduction in energy needs and produce savings that can be
used to fund such improvements; and
WHEREAS, the City Council finds that projected costs of the proposed conservation
measures will be less than the anticipated costs that the City will incur in utility
consumption and operation, without those conservation measures; and
WHEREAS, the City of Arroyo Grande has authorized PacificWest Energy Solutions,
Inc. to apply for the following types of grants on the City's behalf: Energy Efficiency
and Conservation Block Grant (EECBG), Low- Interest Energy Financing Program,
State Energy Program, and California Energy Related Recovery Programs; and
WHEREAS, the California Energy Commission provides loans to schools, hospitals,
local governments, special districts, and public care institutions to finance energy
efficiency improvements.
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Arroyo
Grande authorizes PacificWest Energy Solutions, Inc. to apply for grants, rebates, and
an energy efficiency loan from the California Energy Commission.
BE IT FURTHER RESOLVED, the City Council of the City of Arroyo Grande desires to
enter into a collaboration partnership to create a larger and more effective financing
program and to extend, enhance, and /or compliment the extensive public goods energy
efficiency efforts in California. The public private partnership program will consist of
other local governments, public agencies, nonprofit and private firms to provide an
opportunity to leverage SEP dollars with public funds already dedicated to marketing
energy efficiency and providing incentives for retrofit measures.
