Pavao Executive Director Attachment e . . - •Q�o.-ma-/y3•�c//;L_ Ba. - - ____447:14— / �CrK�l/ v \` TAB 12 - CONSTRUCTION AND DESIGN DESCRIPTION Reg Section 10322(h)(10) The Courtland Street Apartment project consists of the new construction of a 36 unit general occupancy complex, located at Courtland Street in Arroyo Grande, California (Census Tract 119.02). The project architect is Carl Schneider, CSA Architects. The project sponsor is People's Self Help Housing Corporation (PSHHC). The Courtland Street Apartment project is located on a 1.6 acre lot, which is zoned mixed use. The project site is adjacent to Courtland Street, a neighboring single family home development, a rental housing development, and an empty parcel. The balance of the surrounding neighborhood includes a variety of one and two story single and multi-family dwelling units, as well as commercial space and retail stores. No demolition is required, since this is a vacant site. The Courtland site acquisition costs were paid for through the sale of a smaller site owned by PSHHC, located at 205 Barnett St (APN 006-174-009). This site was originally purchased with City CDBG funding, and provided affordable housing until the buildings' useful life expired and occupancy was terminated. At the City's encouragement, PSHHC sold this property to the VCA South County Animal Hospital. The proceeds of this sale were donated from PSHHC towards the purchase of the 1.6 acre site at the corner Grand Avenue & Courtland. The City of Arroyo Grande has approved the Conditional Use Permit for the project. PSHHC plans to begin construction in the spring of 2012 pending final financing commitments. PSHHC will own and operate the units as affordable housing in perpetuity, with management provided by its non-profit affiliate The Duncan Group. The project site plan consists of 4 residential buildings containing one, two and three-story flats and townhomes. In addition a fifth building will contain residential units as well as community space and offices. The project will consist of 4 one-bedroom units with 602 square feet, 16 two-bedroom units with 821 square feet, and 16 three-bedroom units with 1,200 and 1,276 square feet of living space. In addition, 2,678 square feet of community space will be provided on site. 55 automobile spaces will be provided along the south and west perimeter of the property. Access to the site will be from Courtland Street. Architecturally the project is designed to respect and emulate the small town character of the City of Arroyo Grande utilizing a bungalow/craftsman feel with wood siding and fascia and a blend of colors. A wide array of services is within easy walking distance of the Courtland Street Apartments, in Arroyo Grande, including groceries, schools, transportation, health services, employment centers, and entertainment. Transportation is accessible via bus stops within .09 mile of the site. Grover Beach Elementary School is located .58 miles from the property. A Vons supermarket and pharmacy is located .09 miles from the property. Sixteenth Street Park is located .13 miles from the property. A Community Health Center clinic is located .64 miles from the project site. Downtown Arroyo Grande is located about 1 mile east of the project site, and includes multiple restaurants and coffee shops, stores, and theatres.
