SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE 2019 STREET REPAIRS
PROJECT, PW 2019-01

SUMMARY OF ACTION:
Accept the 2019 Street Repairs Project and begin the one-year warranty period for any
defects that may arise.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The final contract and change orders resulted in a total of $936,607.92 to the City,
$919,661.80 for the direct contract amount and $16,946.12 for contingencies. The
contract is included as part of the FY 2019-20 Capital Improvement Program budget and
is funded through a combination of Local Sales Tax, Senate Bill 1, and Urban State
Highway Account (SHA) revenues. The recommended action will not impact staff
resources.
RECOMMENDATION:
It is recommended the City Council:
1. Accept the project improvements as constructed by Ferravanti Grading & Paving
in accordance with the plans and specifications for the 2019 Street Repairs Project,
PW 2019-01;
2. Direct staff to file a Notice of Completion; and
3. Authorize release of retention, thirty-five (35) days after the Notice of Completion
has been recorded, if no liens have been filed.
BACKGROUND:
On October 8, 2019, the Council awarded a construction contract to perform the 2019
Street Repairs Project to Ferravanti Grading & Paving in the amount of $936,275.90 and
authorized the City Manager to approve change orders in the amount of $93,627.59. The
contractor’s final construction cost for this project is $936,607.92.

The project consisted of digouts on West Branch Street and Traffic Way, and pavement
improvements on East Cherry Avenue directly off of Traffic Way.
ANALYSIS OF ISSUES:
The contractor has completed the work in accordance with the approved plans and
specifications within the contract time frame, under the available budget, and there are
not outstanding issues.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Accept the 2019 Street Repairs project;
2. Do not accept the project;
3. Accept the project but do not authorize release of retention; or
4. Provide direction to staff.
ADVANTAGES:
The project is complete and accepting the improvements will allow staff to close out the
project. The dig-outs and pavement improvements provide permanent repairs where the
pavement is failing, which helps to extend the pavement life and supports City
infrastructure.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is needed to accept the project.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
