PC Minutes 1993-12-071 1 1 ARROYO GRANDE PLANNING COMMISSION DECEMBER 7, 1993 The Arroyo Grande Planning Commission met in regular session with Chairman Carr presiding. Present are Commissioners Tappan, Reilly, Deviny, Hatchett, and Keen. Absent is Commissioner Soto. Planning Director Doreen Liberto - Blanck and Current Planner Scott Spierling are in attendance. ORAL COMMUNICATIONS - None PUBLIC HEARING - AMENDED CONDITIONAL USE PERMIT CASE NO. 93 -508, AMENDED VARIANCE CASE NO. 93 -175 FOR 1203 GRAND AVENUE. APPLICANT IS ROBERT BARRON Current Planner Spierling gave a brief presentation on this item, explaining the reasons the applicant was requesting amendments involving Condition 16 of the Conditional Use Permit and the Variance. Mr. Spierling then stated that Staff recommended approval. Chairman Carr opened the public hearing. Mark Vasquez, representing the applicant, spoke in favor of the project stating why the applicant desired approval of these amendments. Several questions were asked by the Commissioners, the main concern being that the possibility of a vault being installed had not been considered in Condition 16. It was agreed by the Commission that this inclusion was necessary. Mr. Vasquez said he was not opposed to this inclusion, but felt that the bonding should be adjusted accordingly. Current Planner Spierling proposed amended wording to Condition 16, which was unanimously agreed by the Commissioners. Chairman Carr then asked Mr. Vasquez if he was in agreement also and he answered in the affirmative. With no further comments from the audience, Chairman Carr closed the public hearing. After a discussion by the Commissioners, the following action was taken, including the changes to the wording on Condition 16 as proposed by Mr. Spierling, as follows: RESOLUTION NO. 93 -1448 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE AMENDING CONDITION OF APPROVAL NUMBER 16 FOR CONDITIONAL USE PERMIT CASE NO. 93 -508 APPLIED FOR BY ROBERT BARRON AT 1203 GRAND AVENUE; READOPT A NEGATIVE DECLARATION WITH MITIGATION MEASURES AND INSTRUCTION TIIAT THE SECRETARY FILE A NOTICE OF DETERMINATION On motion by Commissioner Tappan, seconded by Commissioner Hatchett, and by the following roll call vote, to wit: Arroyo Grande Planning Commission Page 2 December 7, 1993 .AYES: - Commissioners Tappan, Reilly, Deviny, Hatchett, Keen and Chairman Carr NOES: - None ABSENT: Commissioner Soto the foregoing Resolution was passed and adopted this 7th day of December 1993. Then the following action, including the same changes to Condition 16, was taken: RESOLUTION NO. 93 -1449 A RESOLUTION OF THE PLANNING COMMISSION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE AMENDING CONDITION OF APPROVAL NUMBER 16 FOR VARIANCE CASE NO. 93-175, APPLIED FOR BY ROBERT BARRON AT 1203 GRAND AVENUE On motion by Commissioner Tappan, seconded by Commissioner Keen, and by the following roll call vote, to wit: AYES: Commissioners Tappan, Reilly, Deviny, Hatchett, Keen and Chairman Carr NOES: None ABSENT: Commission Soto the foregoing Resolution was passed and adopted this 7th day of December 1993. NON - PUBLIC HEARING - SUBDIVISION MAP EXTENSION, CITY OF ARROYO GRANDE Planning Director Liberto - Blanck presented a summary on this item to the Commission and recommended adoption of the resolution. After a short discussion by the Commissioners, the following action was taken: RESOLUTION NO. 93 -1450 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE GRANTING A TWO YEAR TIME EXTENSION FOR PENDING TENTATIVE TRACT AND TENTATIVE PARCEL MAPS On motion by Commissioner Deviny, seconded by Commissioner Reilly, and by the following roll call vote, to wit: AYES: Commissioners Tappan, Reilly, Deviny, Hatchett, Keen and Chairman Carr NOES: None ABSENT: Commissioner Soto the foregoing Resolution was passed and adopted this 7th day of December 1993. 1 1 1 1 1 1 Arroyo Grande Planning Commission Page 3 December 7, 1993 PLANNING COMMISSION ITEMS AND COMMENTS Planning Director Liberto - Blanck discussed the drafts of the Conditional Use Permits and the General Plan pamphlets along with the letter from the Mayor that would be given to applicants. She apprised the Commission the reasons these were being done and informed them that other pamphlets were also being prepared. Ms. Liberto - Blanck requested comments and recommendations from the Commissioners. After discussion by the Commission, it was agreed to recommend minor changes to the letter. Chairman Carr stated he had a few recommendations on the pamphlets and would be in touch with Planning Director Liberto - Blanck. WRITTEN COMMUNICATIONS - None ADJOURNMENT There being no further business before the Commission, on a motion by Commissioner Tappan, seconded by Commissioner Reilly, and unanimously carried, the meeting was adjourned at 8:00 P.M. to their next regular meeting on December 21, 1993.
