NOVEMBER 2, 1993
The Arroyo Grande Planning Commission met in regular session with Vice Chairman Tappan
presiding. Present are Commissioners Reilly, Deviny, and Keen. Absent are Chairman Carr
and Commissioners Soto and Hatchett. Planning Director Doreen Liberto - Blanck and Current
Planner Scott Spierling are in attendance.
APPROVAL OF MINUTES On motion by Commissioner Keen, seconded by Commissioner
Reilly, and unanimously carried, the minutes of the regular meetings of October 5, 1993 and
October 19, 1993, with a minor correction, were approved.
ORAL COMMUNICATIONS - None
PUBLIC HEARING - AMEND THE DEVELOPMENT CODE TO CLARIFY TABLE 9-
07.030-A AND ADD A NEW SECTION IN CHAPTER 9 -07 EXPLAINING WHEN A
CONDITIONAL USE PERMIT IS NEEDED (REZONE CASE NO. 93-001), APPLICANT
IS THE CITY OF ARROYO GRANDE
Planning Director Liberto - Blanck explained to the Commissioners the ways she had implemented
their suggestions, and felt that this amended document would encourage people to ask Staff and
thereby obtain clarification regarding their concerns. She then suggested a change in the
proposed wording in Sections 9- 03.050 B and 9- 07.050, #2, the second line to read "determined
by the Planning Director based on the following..." in order to allow more flexibility.
Vice Chairman Tappan opened the public hearing. With no comments from the audience, Vice
Chairman Tappan closed the public hearing.
Commissioner Soto arrived at Council Chambers at 7:12 P.M.
Commissioners were in agreement that this amendment was clearer. Vice Chairman Tappan
complimented Planning Director Liberto - Blanck on her promptness in responding to this item.
After a discussion by the Commissioners, the following action was taken:
RESOLUTION NO. 93 -1439

INSTRUCT THE CITY CLERK TO FILE A NOTICE OF CATEGORICAL

On motion by Commissioner Reilly, seconded by Commissioner Deviny, and by the following
roll call vote, to wit:

PUBLIC HEARING - TWO LOT SUBDIVISION, TENTATIVE PARCEL MAP CASE NO.
93 -508, AT 495 GRAND AVENUE, APPLICANT IS JAMES WOODHALL
Current Planner Spierling presented an overview to the Commission on this item. He stated that
the applicant had some concerns with the conditions of approval regarding concrete replacement
and underground utilities. He indicated that after a discussion with the City Manager, Public
Works conditions 11 and 12 can be bonded for. A new mitigation has been recommended. He
then provided the Commissioners with a revised Resolution, which responded to the applicant's
concerns and pointed out the various changes and their impact on this proposed project. Current
Planner Spierling ended by stating that Staff recommended approval of this amended Resolution.
Vice Chairman Tappan opened the public hearing.
Mark Bell of Garing, Taylor and Associates, representing the applicant, said he felt that Current
Planner Spierling covered the issues of this item well. He then stated reasons why the applicant
needed to have the lot split and that they were in agreement with the conditions as set forth in
the amended Resolution, and requested approval.
Commissioner Soto spoke of his concern about the parking at Jiffy Lube if the lot is subdivided.
Vice Chairman Tappan also pointed out that there would be problems with a new development
on the other lot because of the access necessary for Jiffy Lube.
Current Planner Spierling showed the Commissioners the parking availability on the proposed
Jiffy Lube parcel on the overhead projector.
Commissioner Deviny questioned if the easement agreement would be recorded. After a
discussion on this point it was agreed that items 11 and 12 of the resolution would be amended
to make it clear that recordation of the easement agreement would be implemented.
With no further comments from the audience, Vice Chairman Tappan closed the public hearing.
Commissioner Reilly suggested the Jiffy Lube parcel should be made larger to accommodate for
sufficient drive through and parking, stating she had concerns about the proposed lot split.
Responding to a query by Commissioner Soto, Current Planner Spierling explained why the
Police Department had the ruling for one driveway per parcel at that location.
After a discussion by the Commissioners, the following action was taken including the changes
on items 11 and 12 to cover recordation of the easement in the joint maintenance agreement:

PLANNING COMMISSION ITEMS AND COMMENTS
Planning Director Liberto - Blanck said that Staff had received the Arroyo Grande Village
document prepared by Cal Poly students and presented copies to the Commissioners. She briefly
told them of a few good ideas within the document.
Commissioner Soto mentioned that he was pleased to see that the City took a stand regarding
the proposed County project near the high school. Vice Chairman Tappan said it was good to
know that the County is considering the concerns and input that Planning Director Liberto-
Blanck is presenting, and expressed his appreciation to her.

P.M. to their next regular meeting on November 16, 1993.
