OCTOBER 5, 1993
The Arroyo Grande Planning Commission met in regular session with Chairman Carr presiding.
Present are Commissioners Soto, Deviny, Hatchett, and Keen. Absent are Commissioners
Tappan and Reilly. Current Planner Scott Spierling is in attendance.
APPROVAL OF MINUTES
On motion by Commissioner Soto, seconded by Commissioner Deviny, and unanimously
carried, the minutes of the regular meeting of September 7, 1993, with minor changes, and the
minutes of September 21, 1993 were approved.

PUBLIC I - CONDITIONAL USE PERMIT CASE NO. 93 -512, 1056 SQUARE
FOOT SALES OFFICE FOR RANCHO GRANDE AT 520 PALOS SECOS (TRACT 1994,
LOT 15), APPLICANT IS OTTSE, INC.
Current Planner Spierling gave an overview on this item to the Commissioners, recommending
approval.
Chairman Carr opened the public hearing.
Pete Miller, representing Ottse, Inc., thanked Staff for their help and stated they were in
agreement with all the conditions.
With no further comments from the audience, Chairman Carr closed the public hearing.
After a discussion by the Commissioners, the following action was taken:
RESOLUTION NO. 93 -1435
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE RECOMMENDING THAT THE CITY COUNCIL
APPROVE CONDITIONAL USE PERMIT CASE NO. 93 -512, FOR A
SALES OFFICE FOR RANCHO GRANDE, APPLIED FOR BY OTTSE,
INC. AT 520 PALOS SECOS
On motion by Commissioner Soto, seconded by Commissioner Keen, and by the following roll
call vote, to wit:
AYES: Commissioners Soto, Deviny, Hatchett, Keen, and Chairman Carr
NOES: None
ABSENT: Commissioners Tappan and Reilly
the foregoing Resolution was passed and adopted this 5th day of October 1993.

NON - PUBLIC HEARING - REQUEST FOR INTERPRETATION - REQUIREMENT FOR
VIEWSI REVIEW AT 298 NORTH ELM STREET, APPLICANTS ARE MR. & MRS.
JOHN KEEN
Commissioner Keen stepped down for this item due to conflict of interest.
Current Planner Spierling made a presentation on this item, indicating that Staff recommended
approval.
Discussion was held by the Commissioners and, though it was agreed that the intent of the
resolution was appropriate, concern was voiced regarding future sites that would treat three
stories as two stories. Current Planner Spierling explained that height limitation is 30 feet or
two stories, whichever is less and that this definition was already in the Development Code, and
this should forestall any problems resulting from this interpretation.
Chairman Carr invited Mark Vasquez to speak. Mr. Vasquez, representing the Keens, said he
felt their concern over the 30 feet and the basement was valid, but in this case they were trying
to see if this is a single -story structure and, therefore, would not be required to go through a
viewshed review.
Commissioner Soto indicated that with this interpretation granny flats could be put on top of
garages, thereby impacting traffic.
After a discussion by the Commissioners, the following action was taken:

On motion by Commissioner Deviny, seconded by Commissioner Soto, and by the following roll
call vote, to wit:

ABSTAIN: Commissioner Keen
the foregoing Resolution was passed and adopted this 5th day of October 1993.

PLANNING COMMISSION ITEMS AND COMMENTS
Chairman Carr brought up the noise problem of the St. Patrick's Church fiesta on Sunday. He
reported to the Commission that the Chief of Police, though receiving many complaints, could
do nothing because there was nothing in the ordinance regarding daytime noise. When Current
Planner Spierling was asked if this type of function required anything from their department,
Mr. Spierling stated that a Temporary Use Permit was required, but to his knowledge the church
had not applied for one for this function. He further stated that when a Temporary Use Permit
was applied for, all departments in the City were then notified of the event. The Commissioners
felt this was important and recommended that the City Manager or City Council draft a letter
to Saint Patrick's Church and other organizations to indicate that they must obtain a Temporary
Use Permit for certain functions.
WRITTEN COMMUNICATIONS
The Commissioners briefly discussed items that had been presented to them and indicated the
information was interesting and helpful, especially the 1994 San Luis Obispo County Economic
Outlook booklet.
Regarding the notice of public hearing for tentative Tract 1789 in the County, Commissioner
Soto asked Staff to be sure that the County was aware of the proposed streets through this
property shown in the City's Long Range Planning Report.
ADJOURNMENT
There being no further business before the Commission, on a motion by Commissioner Keen;
seconded by Commissioner Hatchett, and unanimously carried, the meeting was adjourned at
8:20 P.M.
