MAY 18, 1993
The Arroyo Grande Planning Commission met in regular session with Chairman Soto presiding.
Present are Commissioners Tappan, Reilly, Deviny, and Hatchett; absent is Commissioner Carr
with one vacancy. Director Doreen Liberto -Blanck and Current Planner Scott Spierling are in
attendance.
ORAL COMMUNICATIONS
Michael Durkee of McCutchen, Doyle, Brown & Enersen approached the Commission,
summarizing his letter dated May 18, 1993, which he had distributed to the Commission and
Staff prior to the meeting. He is representing the Rancho Grande Project regarding an Extension
of Tentative Maps for OTTSE, Inc. Mr. Durkee requested the Commission to advise Staff to
put the extensions on the agenda for the next regular meeting in June, stating the end of June
was fast approaching and he wanted to avoid a potential problem.
CITY OF ARROYO GRANDE, NOISE ELEMENT OF THE GENERAL PLAN
Current Planner Spierling spoke briefly on this item, recommending approval to the City Council
by Resolution.
Chairman Soto opened the public hearing. With no comments from the audience, Chairman
Soto closed the public hearing.
After a brief discussion by the Commissioners, it was agreed to change the wording at the end
of paragraph 1 of 2.5 Intrusive Noise Sources to read as follows: ... "instruments, and common
maintenance equipment ", and the following action was taken:
RESOLUTION NO. 93 -1417
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE RECOMMENDING THAT THE CITY COUNCIL
ADOPT THE NOISE ELEMENT OF THE GENERAL PLAN, ADOPT THE
NEGATIVE DECLARATION AND INSTRUCT THE CITY CLERK TO
FILE A NOTICE OF DETERMINATION
On motion by Commissioner Tappan, seconded by Commissioner Deviny, and by the following
roll call vote, to wit:
AYES: Commissioners Tappan, Reilly, Deviny, Hatchett, and Chairman Soto
NOES: None
ABSENT: Commissioner Carr
the foregoing Resolution was passed and adopted this 18th day of May 1993.
CITY OF ARROYO GRANDE, HOUSING ELEMENT
Planning Director Liberto - Blanck advised the Commissioners that the State provided no
comments and recommended this information be passed onto the City Council by Resolution.
After a brief discussion the following action was taken:
RESOLUTION NO. 93 -1418
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE INFORMING THE CITY COUNCIL THAT THE
STATE PROVIDED NO COMMENTS ON THE NEGATIVE
DECLARATION ON THE HOUSING ELEMENT
On motion by Commissioner Tappan, seconded by Commissioner Hatchett, and by the following
roll call vote, to wit:
AYES: Commissioners Tappan, Reilly, Deviny, Hatchett, and Chairman Soto
NOES: None
ABSENT: Commissioner Carr
the foregoing Resolution was passed and adopted this 18th day of May 1993.

PLANNING DIRECTOR /PLANNING COMMISSION ITEMS AND COMMENTS
Planning Director Liberto - Blanck encouraged attendance at a reception for Clark Moore to be
held May 25, 1993, at 7:00 P.M. in Council Chambers.
Commissioners and Staff reported on each Committee of the Long Range Planning.
WRITTEN COMMUNICATIONS
Chairman Soto identified written communication received.
ADJOURNMENT
There being no further business before the Commission, on a motion by Commissioner Deviny,
seconded by Commissioner Hatchett, and unanimously carried, the meeting was adjourned at
8:10 P.M.
