PC Minutes 1993-03-164 2 8= (Pages 429 and 430 Void) ARROYO GRANDE PLANNING COMMISSION MARCH 16, 1993 The Arroyo Grande Planning Commission met in regular session with Chairman Soto presiding. Present are Commissioners Tappan, Reilly, Deviny, and Hatchett. Absent are Commissioners Carr and Moore. Current Planner Scott Spierling is in attendance. Chairman Soto explained that Clark Moore was not in attendance because of a recent heart attack. APPROVAL OF MINUTES On motion by Commissioner Tappan, seconded by Commissioner Hatchett, and unanimously carried, the minutes of the regular meetings of January 19, 1993, February 2, 1993 and February 16, 1993 were approved as prepared. ORAL COMMUNICATIONS - None PUBLIC HEARING - TENTATIVE TRACT 2109, VARIANCE CASE NO. 92 -171 FOR SUBDIVISION OF A 2.02 AREA SITE AT 1385 BRIGHTON AVENUE, APPLICANT: MERILEE PECK - NEWDOLL Chairman Soto stated this item was a continuance by the request of the applicant. Current Planner Spierling presented an overview, and gave an update of what had been accomplished since the last meeting. He briefly discussed areas such as; archaeology, noise, retaining wall stability and drainage improvements, aesthetics (Protection of Views), water resources, tree removal, and traffic. He stated the Staff Advisory Committee recommended approval of the resolutions. Chairman Soto opened the public hearing. Merilee Peck - Newdoll, applicant, spoke briefly requesting approval be granted. Mark Vasquez, applicant's representative, discussed the protection of views issue, stating he felt they had been considerate of this issue. Jim McGillis, surveyor representing applicant, presented a 1960 aerial contour map of the property to the Planning Commission, making comments regarding same, and requested approval of this item. Steve Cool, attorney, representing the owners of the property (Siegfried Badden) said they were pleased with this proposed use of the property and urged approval. Janyn Iacouelli, 1350 Brighton, Arroyo Grande, gave reasons she was concerned about the view from her home, questioning the photographs perhaps not giving a true picture. She said she was not asking for disapproval of the item, but wondered if the height could be lowered. Victor Mellquist, 1380 Brighton Avenue, Arroyo Grande stated that he was in favor of the project, in that it would improve the neighborhood. He further stated his concern about the traffic and made suggestions regarding stop sign installations. Mark Vasquez responded to Ms. Iacouelli's concern regarding her view. Chairman Soto asked her if that answered her concern and she responded in the affirmative. With no further comments from the audience, Chairman Soto closed the public hearing. Commissioner Tappan raised the question regarding the retaining walls and drainage. Jim McGillis briefly discussed several options and that he was working with the Public Works Director and felt confident they would reach a mutually beneficial solution. Further discussion was held by the commissioners on various aspects of this item such as restriction of single stories remaining single, removed trees being transplanted, etc. Arroyo Grande Planning Commission Page 2 March 16, 1993 RESOLUTION NO. 93 -1409 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE GRANTING A VARIANCE, CASE NO. 92 -171, APPLIED FOR BY MERILEE PECK - NEWDOLL AT 1385 BRIGHTON AVENUE, VARIANCE FROM THE REQUIREMENTS OF DEVELOPMENT CODE TABLE 9- 04.050 -A On motion by Commissioner Tappan, seconded by Commissioner Hatchett, and by the following roll call vote, to wit: AYES: Commissioners Tappan, Reilly, Deviny, Hatchett, and Chairman Soto NOES: None ABSENT: Commissioners Carr and Moore the foregoing Resolution was passed and adopted this 16th day of March 1993. RESOLUTION NO. 93 -1410 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE APPROVING TENTATIVE TRACT 2109, LOCATED AT 1385 BRIGHTON AVENUE, APPLIED FOR BY MERILEE PECK - NEWDOLL ADOPTING A NEGATIVE DECLARATION; AND INSTRUCTING THE SECRETARY TO FILE A NOTICE OF DETERMINATION On motion by Commissioner Tappan, seconded by Commissioner Hatchett, and by the following roll call vote, to wit: AYES: Commissioners Tappan, Reilly, Deviny, Hatchett and Chairman Soto NOES: None ABSENT: Commissioners Carr and Moore the foregoing Resolution was passed and adopted this 16th day of March 1993. On a motion by Commissioner Tappan, seconded by Commissioner Deviny, and unanimously carried, the Planning Commission referred consideration of stop sign placement on Brighton Avenue at Beta Court to the Traffic Commission. NON - PUBLIC HEARING Bryce Tingle, Assistant Planning Director of San Luis Obispo Planning and Building Department, gave a presentation to the Planning Commission in an overview of the County proposed Agriculture and Open Space Element. He gave a summary to the commissioners and discussed same. In his presentation Mr. Tingle went over the various goals and policies of both the agricultural and open space considerations, as well as other features of this element including rural areas and urban expansion. After some questions by the commissioners, Chairman Soto expressed the appreciation of the Planning Commission to Mr. Tingle for the informative presentation. PLANNING DIRECTOR /PLANNING COMMISSION ITEMS AND COMMENTS Current Planner Scott Spierling requested the Planning Commission to make an interpretation regarding Grace Bible Church, 100 Rodeo Drive. They are requesting approval to add parking spaces at this time because of the unexpected growth, causing cars to park on public streets. Ruben Kvidt, representing applicant, addressed the Commission regarding the necessity of the additional spaces and requesting approval. 43;1 432 Arroyo Grande Planning Commission Page 3 March 16, 1993 Concerns were discussed among the commissioners, such as the traffic problems of speeding and future growth. Dick Franks, Traffic Commissioner for the City of Arroyo Grande, stated his findings by of traffic speeds in that area in the mornings, and offered to do a more comprehensive study on Sunday mornings or whatever times the Planning Commission desired. On a motion by Commissioner Tappan, seconded by Commissioner Deviny, with a 4:1 vote, it was agreed to recommend to the City Council to allow Grace Bible Church to expand their planned parking area at this time per Staff's recommendation. Chairman Soto discussed the Long Range Planning vacancies. Commissioner Deviny said he would fill General Plan/ Development Code and Commissioner Hatchett stated he would fill the Solid Waste and Recycling Element. WRITTEN COMMUNICATIONS - None ADJOURNMENT There being no further business before the Commission, on a motion by Commissioner Reilly, seconded by Commissioner Tappan, and unanimously carried, the meeting was adjourned at 9:35 P.M.
