PC Minutes 1992-10-15ARROYO GRANDE SPECIAL PLANNING COMMISSION OCTOBER 15, 1992 The Arroyo Grande Planning Commission met in special session with Chairman Brandy presiding. Present are Commissioner Souza, Soto, Carr, Moore, and Tappan. Planning Director Doreen Liberto - Blanck, City Attorney Judy Skousen and consultant Sandra Bierdzinski are in attendance. ORAL COMMUNICATIONS - None PUBLIC HEARING - EXPANDED INITIAL STUDY AND MITIGATED NEGATIVE DECLARATION ON THE PROPOSED 10 ACRE RANCHO GRANDE PARK, SOUTH OF JAMES WAY BETWEEN RANCHO PARKWAY AND RODEO DRIVE. THE PROPOSED PARK ALSO HAS STREET FRONTAGE ALONG AVENIDA DE DIAMANTE, APPLIED FOR BY THE CITY OF ARROYO GRANDE Planning Director Doreen Liberto - Blanck reviewed the staff report dated October 15, 1992. She stated that staff recommends that the Planning Commission provide comments and direction to staff regarding the mitigation measures, and continue the item to a future meeting to make a final recommendation. Consultant Sandra Bierdzinski reviewed each mitigation measure for the Rancho Grande Park Original Plan and the Alternative Plan. The Planning Commission made revisions and deletions of mitigations measures on the Original Park Plan and the Alternative Park Plan. After a brief discussion, Chairman Brandy opened the public hearing. John Belsher, representative of Rancho Grande's Homeowner's Association, stated that the Planning Commission does not have a clear plan of the project. John Hare, 613 Avenida De Diamante; and William Foster 102 Via Bandolero, spoke against the project. Fred Flannell, 550 Via Vaquero, handed out a letter endorsing Mr. Hare's comments. Hearing no further comments, Chairman Brandy declared the public hearing closed. On a motion by Commissioner Soto to continue the Rancho Grande's park public hearing to a regular Planning Commission meeting on November 17, 1992, at 7:30, seconded by Commissioner Souza, and unanimously carried. ADJOURNMENT There being no further business before the Commission, on motion by Commissioner Soto to adjourned to a special meeting on October 17, 1992 at the Embassy Suites in San Luis Obispo, seconded by Commissioner Tappan.
