SEPTEMBER 15, 1992
The Arroyo Grande Planning Commission met in regular session with Chairman Brandy
presiding. Present are Commissioners Souza, Soto, Carr, Moore, and Tappan. Planning
Director Doreen Liberto - Blanck, Current Planner Scott Spierling, and City Attorney Judy
Skousen are in attendance. Consultants Sandra Bierdzinski and Marty Inouye were also in
attendance.
ORAL COMMUNICATIONS - Ernest Serina, 435 Le Point Street, spoke on drainage problems
on Le Point Street.
PUBLIC HEARING - VARIANCE CASE NO. 92-165, TENTATIVE PARCEL MAP CASE
NO. 92-502, CONDITIONAL USE PERMIT CASE NO. 92-489, 150 S. HALCYON ROAD,
APPLIED FOR BY PHILIP STRAUSS
Current Planner Scott Spierling reviewed the staff report dated September 15, 1992. The
applicant proposes a variance for the minimum lot width of parcel 3 and width of landscaped
area in front of the proposed dental office; Tentative Parcel Map to re- subdivide two existing
parcels into three parcels of 13,560 sq. ft., 12158 sq. ft, and 7,200 sq. ft; Conditional Use
Permit to convert an existing single family residence to a dental office. The Staff Advisory
Committee recommends that the Planning Commission adopt the resolutions that adopt a negative
declaration, instruct the secretary to file a Notice of Determination and: 1) Approve Variance
Case No. 92 -165; 2) Approve Tentative Parcel Map Case No. 92 -502; 3) Approve Conditional
Use Permit No. 92 -489. Approvals may be made with the findings and subject to the conditions
of approval contained in the staff report.
Chairman Brandy opened the public hearing.
Leonard Lenger, 1203 Carpenter Canyon Road, Arroyo Grande spoke of concerns on Condition
#25.
Hearing no further comments from the audience, Chairman Brandy declared the public hearing
closed. After a brief Discussion the Planning Commission recommended to modify Condition
#25 as to read: "Prior to recordation of the parcel map, the applicant shall pay applicable
drainage fees for the dental office. Prior to issuance of the building permits, the applicant shall
pay applicable drainage fees for the other structures."
The following action was taken with a modification to Condition #25.

PUBLIC HEARING - PLANNED SIGN PROGRAM NO. 92 -105, 1152 -1154 GRAND
AVENUE, APPLIED FOR BY PEDIATRIC ASSOCIATES
Current Planner Scott Spierling reviewed the staff report dated September 15, 1992. He stated
the applicant proposes a planned sign program including monument and building signs for a
professional office complex. The Architectural Advisory Committee and the Staff Advisory
Committee recommends that the Planning Commission adopt a resolution approving Sign Permit
Case No. 92 -105 with the findings and subject to the attached conditions of approval.
Chairman Brandy opened the public hearing.
Pierre Rademaker, applicant's representative, spoke in favor of project and has no problems with
the conditions of approval.

PUBLIC HEARING - EXPANDED INITIAL STUDY AND MITIGATED NEGATIVE
DECLARATION ON THE PROPOSED 10 ACRE RANCHO GRANDE PARK, SOUTH
OF JAMES WAY BETWEEN RANCHO PARKWAY AND RODEO DRIVE. THE
PROPOSED PARK ALSO HAS STREET FRONTAGE ALONG AVENIDA DE
DIAMANTE, APPLIED FOR BY THE CITY OF ARROYO GRANDE
Planning Director Doreen Liberto - Blanck reviewed the history and park description of the initial
study of the staff report dated September 15, 1992. Planning consultant Sandra Bierdzinski
provided an overview of the expanded initial study in which she prepared. Traffic Consultant
Marty Inouye of Omni -Means presented a brief overview of the traffic analysis. The expanded
initial study analyzes the impacts of the original Rancho Grande Park Master Plan and the Parks
and Recreation Commission Alternative Plan: Earth (grading), air quality, noise, light and
glare, land use, transportation /circulation, public services, aesthetics, and recreation. The
expanded initial study indicates that all impacts can be mitigated. To implement the mitigation
measures, the park will have to be modified.
Chairman Brandy opened the public hearing.
John D. Hare, president of Rancho Grande Homeowner's Association, spoke on behalf of the
Homeowner's Association. He read his letter dated September 15, 1992 of the association's
findings and recommendations.
John Belsher, representative, addressed the need for an identifiable grading plan, a project
description; whether there was a need for the amphitheater in a community park; the issues of
noise, traffic, and air quality impacts.
Ken Rude, 134 Avenida De Diamante, reviewed his letter dated September 15, 1992. He stated
that the project does not supply significant detail on the park and that traffic volumes will
increase on Avenida De Diamante. He recommended that full service access be provided only
from James Why. Also, a park will have an impact to the City's law enforcement personnel.
Bill Foster, 102 Via Bandolero, A.G., reviewed his letter recommending the Planning
Commission reject the proposed Negative Declaration for Rancho Grande Park. The master plan
and the alternative plan for the park are not clearly defined in the scope and in the degree of
use.

Maureen Riley, 333 Miller Way, A.G., spoke in favor of the project, and recommended a name
change.
Tracy Thomas, 1152 Outland Court, A.G., spoke in favor of the project. She reviewed her
letter dated February 11, 1992 which included 1100 signatures that were collected from
residence in favor of the Rancho Park Original Master Plan. She urged the Planning
Commission to leave the internal components to this park as were originally approved.
Beatrice Spencer, 416 Collado Corte, A.G., spoke in favor of the park. She stated that
everything planned for this park cannot fit. She stated that a flat piece of land would be better
for this park.
Dan Villegas, 114 Via Bandolero, A.G., reviewed his letter dated September 15, 1992 spoke
against a skinned diamond infield, and that organized sports should not be allowed to monopolize
the playing fields in the City of Arroyo Grande. He asked the Planning Commission to take the
necessary steps to rectify the unclear and unexplicit purpose of Rancho Grande Park.
Furthermore, there should be a clear and explicit statement concerning the planned frequency
for the various activities envisioned for the park. No clear analysis in high noises of the park.
He spoke against the master plan.
Fletcher Carson, 433 Emerald Bay Drive, not for or against project. Park and Facilities need
to be defined. The City needs to define the facilities and what the use is for.
Lynn Johnson, 405 Mesquite Lane, spoke in favor of a park, and recommended changing the
name of the park.
Hearing no further comments from the audience, Chairman Brandy declared the public hearing
closed.
Doreen Liberto - Blanck stated that staff will try to answer all responses by September 29, 1992
and recommend that the Planning Commission consider October 8, 1992 for a special meeting.
Chairman Brandy requested more time to review all the documents that were presented.
Liberto - Blanck stated that staff recommends the Planning Commission continue the public
hearing to September 29, 1992 and then have another special meeting in October. Also, staff
recommends the Planning Commission provide verbal comments at the September 29, 1992
hearing, and continue that public hearing to another meeting in October.
Commissioner Soto requested information on the history of Rancho Grande park before the
Rancho Grande housing development.
Chairman Brandy questioned whether they can just address one plan rather than two.
Doreen Liberto - Blanck stated that the environmental document addresses both plans, and that
staff would recommend that the Planning Commission make a recommendation regarding the
adequacy of the expanded initial study to the City Council.
Commissioner Tappan and Commissioner Moore requested more information on the grading
plan.
Commissioner Carr requested information on the status of the Negative Declaration that was
discussed tonight, and questioned if the Planning Commission was under a time gun on this
project or in a big hurry. He also questioned if there is a Planned Development Ordinance
associated with Rancho Grande, and if there is, what is it or could it be changed as a result of
how the park if,finally approved? He also requested history on the Rancho Grande Park from
the July 1987 version to now. He would like to receive a definitive statement regarding the
number of members in the Rancho Grande Homeowners Association.
Liberto - Blanck requested clarification on the Planned Development Ordinance.

Commissioner Carr clarified his question in asking whether there is a planned development
ordinance for Rancho Grande.
Commissioner Soto requested a clear format when responding to comments, as was prepared
during the development code process.
On a motion by Commissioner Soto to continue the Rancho Grande's Park public hearing to a
Special Planning Commission meeting on September 29, 1992, at 7:00 P.M., seconded by
Commissioner Souza, and unanimously carried.
NON - PUBLIC HEARING ITEMS - LAND USE LAW AND LEGISLATION UPDATE
Continued to a future date.
PLANNING DIRECTOR ITEMS
Planning Director Liberto - Blanck spoke on affordable housing. She stated the Council
authorized staff to send out a Request for Proposal on the housing element, which has been sent
out. No further update on Economic Development. Bike and Pedestrian - Council of
Government staff is recommending that both of the City's projects be approved.
ADJOURNMENT
There being no further business before the Commission, on a motion by Commissioner Carr to
adjourn to a joint meeting with the City Council September 22, 1992, regarding the SRRE,
seconded by Commissioner Tappan, and unanimously carried, the meeting was adjourned at 9:45
P.M.
