PC Minutes 1992-07-0730 ARROYO GRANDE PLANNING COMMISSION July 7, 1992 The Arroyo Grande Planning Commission met in regular session with Chairman Brandy presiding. Present are Commissioner Souza, Soto, Carr, Groves, Moore, and Tappan. Planning Director Doreen Liberto - Blanck and Current Planner Scott Spierling are also in attendance. APPROVAL OF MINUTES Hearing no additions or corrections, minutes of June 2, 1992 were approved on motion by Commissioner Souza, seconded by Commissioner Carr, and unanimously carried. ORAL COMMUNICATIONS - None ELECTION OF OFFICERS Chairman Brandy opened nominations for Planning Commission Chairman. Commissioner Soto nominated Drew Brandy for Chairman. Motion seconded by Commissioner Souza. Hearing no other nominations, Commissioner Soto moved that nominations be closed, seconded by Commissioner Souza, and a unanimously vote was cast for Drew Brandy as Planning Commission Chairman for the fiscal year 1992 -93. Chairman Brandy opened nominations for Vice Chairman. Commissioner Soto nominated Robert Carr for Vice Chairman of the Planning Commission. Motion seconded by Chairman Brandy. Hearing no further nominations, Commissioner Souza moved that nominations be closed, seconded by Chairman Brandy, and a unanimously vote was cast for Robert Carr as Vice Chairman of the Planning Commission for the fiscal year 1992 -93. PUBLIC HEARING - VARIANCE CASE NO. 92 -164, 121 POOLE STREET, APPLIED FOR BY EARL PATTON Due to a possible conflict of interest, Commissioners Souza and Soto stepped down. Current Planner Scott Spierling reviewed the staff report dated July 7, 1992. The applicant proposes a variance to allow a reduction in size of an open parking space adjacent to a wall or fence in the MF zone, from 11 feet to ten feet, two inches (10' -2 "). The Staff Advisory Committee recom- mends that the Planning Commission adopt a resolution approving Variance Case No. 92 -164. Chairman Brandy opened the public hearing. Hearing no comments from the audience, Chairman Brandy declared the public hearing closed. After a brief Discussion the following action was taken. RESOLUTION NO. 92 -1376 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE GRANTING A VARIANCE, CASE NO. 92 -164, APPLIED FOR BY EARL PATTON AT 121 POOLE STREET, VARIANCE TO ALLOW REDUCTION IN SIZE OF AN OPEN PARKING SPACE ADJACENT TO A WALL OR FENCE IN THE MF ZONE On motion by Commissioner Carr, seconded by Commissioner Moore, and by the following roll call vote, to wit: AYES: Commissioners Carr,_Moore, Groves, Tappan, and Chairman Brandy NOES: None ABSENT: None ABSTAIN: Commissioner Soto and Souza the foregoing Resolution was passed and adopted this 7th day of July, 1992. PUBLIC IIEARING - CONDITIONAL USE PERMIT CASE NO. 92 -500, 401 GRAND AVENUE, APPLIED FOR BY VARIETY MOTORS 1 1 Arroyo Grande Planning Commission Page 2 July 7, 1992 Current Planner Scott Spierling reviewed the staff report dated July 7, 1992. He stated the applicant proposes to expand an existing used car sales lot onto the adjacent property previously occupied by the fast food restaurant; remodel the interior of the old restaurant to make it into an office, and leaving the property as it exists; and that the applicant is willing to make improvement required by City Codes. The Staff Advisory Committee recommends that the Planning Commission open the public hearing and accept public testimony; discuss the project and to provide direction to staff and /or applicant; and continue the public hearing to a date uncertain and direct staff to re- advertize the project and the environmental determination. Chairman Brandy opened the public hearing. Wayne Meadows, applicant, spoke in favor of project, and agreed with a 40' apron on the easterly driveway. Hearing no further comments from the audience, Chairman Brandy declared the public hearing closed. The Planning Commission discussed the easterly and westerly driveway pattern, possible U -turn sign and recommended that the applicant return to the Commission with a sign application and variance. After a brief discussion, on motion by Commissioner Groves to continue Conditional Use Permit Case No. 92 -500, seconded by Commissioner Tappan, and unanimously carried. PUBLIC HEARING - CONDITIONAL USE PERMIT CASE NO. 92 -501 AND ASSOCIATED ARCHITECTURAL REVIEW, 840 FARROLL AVENUE, APPLIED FOR BY ROGER FULLER Due to a possible conflict of interest, Commissioner Carr stepped down. Current Planner Spierling reviewed the staff report dated July 7, 1992. The applicant is proposing construction of a 665 square foot second residential unit over an existing garage with a maximum proposed height of 21.5 feet. The Staff Advisory Committee recommends that the Planning Commission adopt a resolution which approves the Conditional Use Permit and associated Architectural Review subject to the findings and conditions of approval; adopt a Negative Declaration; and instruct the secretary to file a Notice of Determination. An Alternative for the Planning Commission could be to direct the applicant to locate the second residential unit elsewhere on the property. Chairman Brandy opened the public hearing. Roger Fuller, applicant; Art Copeland, 856 Farroll Avenue; Mrs. Copeland, and Dixie Royer, 515 Woodland Drive, spoke in favor of the project. Dick and Betty Grantham, 505 Woodland Drive; George Hilton, 536 Woodland Drive; Jerry and Anita Martin, 514 Woodland Drive; Regina Austin, 509 Woodland Drive; Melvin John, 835 Olive Street; Verna Murray, 518 Murray; Patricia Brenner, 509 Woodland Drive, spoke against project. The Planning Commission recommended adding an amendment to the conditions of approval of the resolution, as to read: Prior to issuance of the building permit, the applicant will work with the Parks and Recreation Director in planting trees between the building and the set back in order to minimize the visual impact of the neighbors. Hearing no further comments from the audience, Chairman Brandy declared the public hearing closed. After a brief discussion, the following action was taken. 37t 372 Arroyo Grande Planning Commission Page 3 July 7, 1992 RESOLUTION NO. 92 -1377 THE RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE APPROVING CONDITIONAL USE PERMITT CASE NO. 92-501 AND ASSOCIATED ARCHITECTURAL REVIEW, FOR CONSTRUCTION OF A SECOND RESIDENTIAL UNIT OVER AN EXISTING GARAGE, APPLIED FOR BY ROGER FULLER AT 840 FARROLL AVENUE; ADOPTION OF A NEGATIVE DECLARATION AND INSTRUCTING THAT THE SECRETARY FILE A NOTICE OF DETERMINATION On motion by Commissioner Groves, seconded by Soto, and by the following roll call vote, to wit: AYES: Commissioners Groves, Soto, Souza, Tappan, and Chairman Brandy NOES: None ABSENT: None ABSTAIN: Commissioners Carr and Moore the foregoing Resolution was passed and adopted this 7th day of July, 1992. NON - PUBLIC HEARING - CONDITIONAL USE PERMIT 89 -459 ANNUAL REVIEW, 1220 FARROLL AVENUE, APPLIED FOR BY COASTAL CHRISTIAN SCHOOL Current Planner Spierling reviewed the staff report dated July 7, 1992. Staff recommends that the Planning Commission instruct the applicant to return next June for another annual review. After a brief discussion, on motion by Commissioner Soto to extend Conditional Use Permit to June 1993, seconded by Commissioner Carr and unanimously carried. NON - PUBLIC HEARING - CONDITIONAL USE PERMIT 90 -480 ANNUAL REVIEW, 216 OAK STREET, APPLIED FOR BY MICHAEL AND JOYCE MILLER - MONTESSORI PRESCHOOL Current Planner Spierling reviewed the staff report dated July 7, 1992. Staff recommends that the Planning Commission instruct the applicant to return next June for another annual review. After a brief discussion, on motion by Commissioner Soto to extend Conditional Use Permit to June 1993, seconded by Commissioner Tappan, and unanimously carried. PLANNING DIRECTOR ITEMS Planning Director Liberto - Blanck spoke on the Economic Development Committee meeting of June 29, 1992, and the plan to take the Bike and Pedestrian application Prop 116 to the City Council on July 28, 1992. CANCELLATION OF JULY 21, 1992 PLANNING COMMISSION MEETING On motion by Commissioner Soto to cancel July 21, 1992 Planning Commission meeting, seconded by Commissioner Souza, and unanimously carried. ADJOURNMENT There being no further business before the Commission, the meeting was adjourned at 9:45 P.M. on motion by Commissioner Groves, seconded by Commissioner Tappan, and unanimously carried.
