PC Minutes 1992-05-1936; ARROYO GRANDE PLANNING COMMISSION MAY 19, 1992 The Arroyo Grande Planning Commission met in regular session with Chairman Brandy presiding. Present are Commissioner Boggess, Groves, Soto, and Moore. Commissioner Carr and Souza are absent. Planning Director Doreen Liberto - Blanck and Current Planner Scott Spierling are also in attendance. APPROVAL OF MINUTES Addition to the minutes of April 21, 1992, page 2, Resolution No. 92 -1370, to add Chairman Brandy to the roll call vote, to read: "AYES: Commissioners Carr, Moore, Boggess, Groves, and Chairman Brandy ". Hearing no more additions or corrections, minutes of April 7, 1992, April 21, 1992, and May 5, 1992 were approved on motion by Commissioner Soto, seconded by Commissioner Moore, and unanimously carried. ORAL COMMUNICATIONS - None CONTINUED PUBLIC HEARING - CONDITIONAL USE PERMIT CASE NO. 91 -485, ARCHITECTURAL REVIEW CASE NO. 91-466, APPLIED FOR BY K -MART CORPORATION, 1570 W. BRANCH STREET Current Planner Scott Spierling reviewed the staff report dated May 19, 1992. The applicant proposes a Conditional Use Permit and Architectural Review for an 11,305 net square foot addition to an existing K -Mart Store. He stated that Staff recommends that the Planning Commission continue the public hearing on this project to the regular meeting of June 2, 1992. Chairman Brandy opened the public hearing. John Dorsett, representative, addressed bike lockers and TDM plan. He stated that K -Mart is proposing bike lockers with 20 stations. Hearing no further comments from the audience, Chairman Brandy declared the public hearing closed. After a brief discussion, on motion by Commissioner Soto to continue the public hearing to June 2, 1992, seconded by Commissioner Boggess, and by the following roll call vote, to wit. AYES: Commissioners Moore, Groves, Boggess, Soto, and Chairman Brandy NOES: None ABSENT: Commissioners Carr and Souza PUBLIC HEARING - PLANNED DEVELOPMENT REZONE CASE NO. 91 -223, SPECIFIC DEVELOPMENT PLAN CASE NO. 91 -05, ARCHITECTURAL REVIEW CASE NO. 91 -470, DRAFT ADDENDUM TO THE EIR FOR THE HALCYON HILLS SUBDIVISION, APPLIED FOR BY ARROYO GRANDE PRESBYTERIAN CHURCH, 600 RODEO DRIVE (TRACT 1390, LOT 184) Anna Powell, Crawford Multari & Starr, reviewed the staff report dated May 13, 1992. She stated the applicant proposes to amend Planned Development Ordinance 355 C.S. to allow institutional uses on lot 184 of Tract 1390; development plan for the construction of three (3) church buildings totaling 14,635 square feet on a 309,276 square foot lot. Maximum building height will be 35 feet. Development is to occur in three (3) phases over approximately ten (10) years; Architectural Review for the proposed Arroyo Grande Presbyterian Church buildings; review of draft addendum EIR. Ms. Powell asked the Planning Commission for any suggestion in regards to the west driveway. She stated the Staff Advisory Committee recommend that the Planning Commission accept public testimony on the addendum EIR; provide staff with comments regarding the addendum EIR and the project; continue the project to June 16, 1992. Chairman Brandy opened the public hearing. Curtis Illingworth - 1212 Joyce Ct, San Luis Obispo, spoke in favor of the project. He addressed seating capacity, crash gate, lighting, and growth questions. He stated he would have proposals in regards to the west driveway for the June 16, 1992 meeting. Commissioner Soto spoke in favor of a exit right hand turn only for the west driveway. ARROYO GRANDE PLANNING COMMISSION Page 2 May 19, 1992 The Planning Commission questioned the hours of operation of the church, and if the hours can be put in the conditions of approval. Hearing no further comments from the audience, Chairman Brandy declared the public hearing closed. After a brief discussion, on motion by Commissioner Moore to continue the project to June 16, 1992, seconded by Commissioner Soto, and by the following roll call, to wit: AYES: Commissioners Moore, Groves, Soto, Boggess, and Chairman Brandy NOES: None ABSENT: Commissioners Carr and Souza LONG RANGE PLANNING Doreen Liberto - Blanck informed the Planning Commission that Staff will make a presentation on June 2, 1992, including People's Self Help Housing and the Housing Authority, to discuss some of the programs they are working on. She spoke on bike and pedestrian access, and stated that the City Council notified the Area Council that the City is interested in Proposition 116 funds. ADJOURNMENT There being no further business before the Commission, the meeting was adjourned at 8:22 p.m. on motion by Commissioner Soto, seconded by Commissioner Boggess, and unanimously carried.
