PC Minutes 1992-04-21ARROYO GRANDE PLANNING COMMISSION APRIL 21, 1992 The Arroyo Grande Planning Commission met in regular session with Chairman Brandy presiding. Present are Commissioner Boggess, Souza, Groves, Soto, Carr, and Moore. Planning Director Doreen Liberto - Blanck and Current Planner Scott Spierling are also in attendance. APPROVAL OF MINUTES Correction made on the minutes of January 21, 1992, page 4, third line down, to read: "unusual" instead of "usual ". Hearing no more additions or corrections, minutes of January 21, 1992, February 4, 1992, February 18, 1992, March 3, 1992, March 17, 1992, and March 31, 1992 were approved on motion by Commissioner Souza, seconded by Commissioner Carr, and unanimously carried. ORAL COMMUNICATIONS - None PUBLIC HEARING - VIEWSHED REVIEW CASE NO. 92-36, 649 WOODLAND DRIVE, APPLIED FOR BY MICHAEL AND MURIEL MARSALEK Current Planner Scott Spierling reviewed the staff report dated April 21, 1992. The applicants propose a 785 square foot, second story addition and a 552 square foot ground floor addition to an existing 1241 square foot single story residence. He stated that the Staff Advisory Committee recommend that the Planning Commission open the public hearing, take public testimony, and take action on the project by minute motion. Attached to the staff report are sample findings for approval and denial of the project, and conditions should the Planning Commission wish to approve the project. Chairman Brandy opened the public hearing. Michael and Muriel Marsalek, applicants, spoke in favor of the project and answered questions concerning the addition. Charles Noziska, 653 Woodland Drive, Arroyo Grande, spoke against the project. Hearing no further comments from the audience, Chairman Brandy declared the public hearing closed. The Planning Commission recommended that condition #5 read: "All construction shall occur between the hours of 7:00 a.m and 6:00 p.m., Monday through Friday, and 7:00 a.m. to 12:00 a.m on Saturday "; and under Findings for Approval #2 to read: "The proposed structure is consistent with the established scale and the character of the neighborhood because several other houses on the east side of Woodland Drive are of similar size and height. The proposed structure will not unreasonably or unnecessarily affect views of surrounding properties". On minute motion by Commissioner Carr to approve Viewshed Review Case 92 -36 with modifications to condition #5, and an addition to #2 under findings for approval, seconded by Commissioner Soto, and carried with a 5 to 2 vote. PUBLIC HEARING - CONDITIONAL USE PERMIT CASE NO. 91 -493, 604 BENNETT AVENUE, APPLIED FOR BY CENTRAL COAST REFORMED CHURCH Current Planner Scott Spierling reviewed the staff report dated April 21, 1992. The applicant proposes construction of a new church steeple with a maximum height of 39 feet three (3) inches. He stated that the Staff Advisory Committee recommend that the Planning Commission adopt a resolution adopting a negative declaration, instructing the Clerk to file a Notice of Determination, and approving Conditional Use Permit Case No. 91 -493 with the findings and subject to the conditions of approval. Chairman Brandy opened the public hearing. Mr. Stonehouse, 2207 N. Almond Lane, Santa Maria spoke in favor of the project. 36D ARROYO GRANDE PLANNING COMMISSION April 21, 1992 Hearing no further comments, Chairman Brandy declared the public hearing closed. After a brief discussion the following action was taken. RESOLUTION NO. 92 -1370 A RESOLUTION OF THE PLANNING COMMISSION OF CITY OF ARROYO GRANDE APPROVING CONDITIONAL USE PERMIT CASE NO. 91-493, FOR CONSTRUCTION OF A NEW CHURCH STEEPLE, APPLIED FOR BY CENTRAL COAST CHRISTIAN REFORMED CHURCH AT 604 BENNETT AVENUE. On motion by Commissioner Groves to adopt the resolution, seconded by Commissioner M and by the following roll call vote, to wit: AYES: Commissioners Carr, Moore, Boggess, Groves and Chairman Brandy NOES: None ABSENT: None ABSTAIN: Commissioner Soto and Commissioner Souza Page NON - PUBLIC HEARING ITEM - TIME EXTENSION TENTATIVE TRACT 1401, BETWEEN SOUTH HALCYON ROAD AND SOUTH ALPINE STREET, APPLIED FOR BY JERREN E. JORGENSEN Current Planner Spierling reviewed the staff report dated April 21, 1992. He stated that the Staff Advisory Committee recommend that the Planning Commission approve a one year time extension for Tract 1401 subject to the attached finding and all the original conditions of approval; and the approval of extension may be made by minute motion. After a brief discussion, on minute motion by Commissioner Carr to grant a one year time extension for Tract 1401, seconded by Commissioner Boggess, and unanimously carried. STAFF COMMENT Ken Curtis, Pismo Beach Community Development Director briefed the Planning Commission on the proposed Pismo Beach General Plan and draft Environmental Impact Report (EIR). PLANNING DIRECTOR /PLANNING COMMISSION ITEMS AND COMMENTS On minute motion by Commissioner Carr, authorizing Chairman Brandy to sign the Planning Commission's recommendation to the City Council to apply for Proposition 116 funds for bicycle and pedestrian trails, seconded by Commissioner Souza, and unanimously carried. ADJOURNMENT There being no further business before the Commission, the meeting was adjourned at 10:20 P.M. on motion by Commissioner Soto, seconded by Commissioner Souza, and unanimously carried.
