The Arroyo Grande Planning Commission met in regular session with Vice Chairman Soto
presiding: Present are Commissioners Moore, Gallagher. Brandy and Souza. Absent are
Chairman Carr and Commissioner Boggess. Also in attendance are Planning Director Doreen
Liberto - Blanck, Long Range Planner Sandra Bierdzinski and Current Planner Scott Spierling.
CONTINUED PUBLIC HEARING - ADOPTION OF DRAFT DEVELOPMENT CODE AND
CERTIFICATION OF THE ENVIRONMENTAL IMPACT REPORT (ZONING
ORDINANCE /SUBDIVISION ORDINANCE)
Long Range Planner Sandra Bierdzinski reviewed the staff report dated February 19, 1991. Mrs.
Bierdzinski stated that there are three Resolutions recommended for the adoption of the
Development Code, along with findings to be made in regards to the EIR for the project. In
additicn, staff recommends that the Commission recommend that the City Council process
certair General Plan Amendments in various areas of the City. Mrs. Bierdzinski detailed this
inforrration in the staff report along with responses to letters received from the general public.
Vice Chairman Soto opened the public hearing.
Then being no discussion from the audience, Vice Chairman Soto declared the public hearing
closad.
The Commissioners commended staff for their hard work and the general public for their
corstructive testimony and input during the previous public hearings on the Development Code.
Thy following action was taken:
RESOLUTION NO. 91 -1324
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE RECOMMENDING THAT THE CITY COUNCIL
CERTIFY THAT THE PROGRAM ENVIRONMENTAL IMPACT REPORT
ON THE 1990 GENERAL PLAN UPDATE ADEQUATELY ADDRESSES
THE 1991 DEVELOPMENT CODE AND CERTIFYING THAT THE
PLANNING COMMISSION HAS REVIEWED AND CONSIDERED THE
INFORMATION CONTAINED IN THE PROGRAM ENVIRONMENTAL
IMPACT REPORT.
Ci motion by Commissioner Gallagher, seconded by Commissioner Souza, and by the following

THE 1991 DEVELOPMENT CODE

ADOPT THE 1991 DEVELOPMENT CODE REPLACING TITLE 9 OF THE
MUNICIPAL CODE IN ITS ENTIRETY
On motion by Commissioner Gallagher, seconded by Commissioner Souza, and by the Sollowing
roll call vote, to wit:

On motion by Commissioner Gallagher, seconded by Commissioner Souza, and unanirrn,usly
carried, the Planning Commission recommended processing of three General Plan and Zoiing
Amendments as referenced in the staff report.

DEVELOPMENT PLAN; AND AMENDED TENTATIVE TRACT NO. 1769 LOCATEDAT
1400 FARROLL AVENUE (HERB PHILLIPS)
Current Planner Spierling reviewed staff report dated February 19, 1991.
Commissions Gallagher and Brandy discussed drainage basins and C C & R's.
After further discussion, the following action was taken:

TO ORDINANCE NO. 420 C.S. ON PROPERTY LOCATED AT 1400
FARROLL AVENUE (HERB PHILLIPS)
AYES: Commissioners Moore, Gallagher, Brandy, Souza and Vice Chairman Soto
NOES: None
ABSENT: Commissioner Boggess and Chairman Carr
the foregoing Resolution was adopted this 19th day of February, 1991.
Upon being assured by the Commission Clerk that public hearing for Amended PD Rezone CO
No. 89 -217; Specific Development Plan; and Amended Tentative Tract No. 1769 had been dly
published and property owners notified, Vice Chairman Soto declared the public hearing opn.
Jim McGillis, surveyor for San Luis Engineering, representative for Herb Phillips spoke I,n
drainage, water, fencing and so forth.
There being no further discussion from the audience, Vice Chairman Soto declared the pub
hearing closed.

REQUEST FOR INTERPRETATION, 311 SHORT STREET, EDWIN J. THALMAN
Current Planner Spierling reviewed the staff report dated February 19, 1991 on the proposed
garden room at 311 Short Street. Mr. Spierling advised that the applicant indicated that the
garden room will be used as a greenhouse, not as living space. The applicant also indicates that
no insulation, or equipment for heating or cooling will be installed.
After some discussion, on motion by Commissioner Gallagher, seconded by Commissioner
Brandy and unanimously carried, the garden room was interpreted to be living space.

Planning Director Liberto - Blanck advised the Planning Commissioners that the City Council
allocated funds for the Commissioners to attend the League of California Cities Planning Institute
in Monterey. Mrs. Liberto - Blanck stated that the South County Economic Development
Association invited Vice Chairman John Soto to speak regarding planning in the future. Mrs.
Liberto - Blanck reviewed the list of 15 projects pending, the proposed completion date and what
is involved in each project. Also an update on the Planning Commission Institute was given.
Planning Director Liberto- Blanck announced that the meeting of March 19, 1991 has been
canceled. There will be a special meeting Monday, March 18, 1991 at 6:00 P.M.
ADJOURNMENT
There being no further business before the Commission, on motion by Commissioner Souza,
seconded by Commissioner Brandy and unanimously carried, the meeting was adjourned at
9:10 P.M.
