ARROYO GRANDE PLANNING COMMISSION
July 17, 1990
The Arroyo Grande Planning Commission met in a regular meeting at 7:30 P.M.
in the Arroyo Grande City Council Chambers with Chairman Carr presiding. Present
are Commissioners Gallagher, Brandy, and Moore. Corrrnissioners Soto, Flores, and
Souza are absent. Also in attendance are Planning Director Doreen Liberto- Blanck
and Current Planner Scott Spierling.
ORAL COMMUNICATIONS - None
PUBLIC HEARING - SIGN PERMIT CASE NO. 89 -96 - 618, 620, AND 624 GRAND ANOMIE
(TOY° PLAZA) PLANNED SIGN PROGRAM (JOHN HAYASHI)
Current Planner Spierling reviewed the staff report dated July 17, 3990.
He stated that the Staff Advisory Committee recommends that the Plarping
Commission adopt the attached resolution subject to the findings and condit
of approval listed on the resolution. Other options available to the Planning
Commission included:
1. Approve the application with revisions, by adopting the attthhed
resolution for approval and adding conditions requiring the deired
revisions;
2. Continue the item and request that the applicant make specific revis.ons
to the application; or
3. Adopt the attached resolution for denial after making the approp.ate
finding(s)
Upon being assured by the Commission Clerk that the public hearing for
Permit Case No. 89 -96 had been duly published and property owners noticed,
Chairman Carr declared the hearing open.
Wayne Millheim, CN Signs, representing the applicant, reviewed the chages
that were requested by the Planning Commission. Mr. Millheim questIned
condition #4, inquiring the existing signs shall be removed even if they ave
problems with existing tenants.
Hearing no further comments for or against the proposal, Chairman;arr
declared the hearing closed.
After a brief discussion, the following action was taken:
RESOLUTION NO. 90 -1301
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ARROYO GRANDE APPROVING SIGN PERMIT CASE NO.
89 -96, APPLIED FOR BY JOHN HAYASHI AT 620 GRAND
AVENUE (TOYO PLAZA) FOR A PLANNED SIGN PROGRAM
On motion by Commissioner Moore, seconded by Commissioner Gallagher,
by the following roll call vote, to wit:
AYES: Commissioners Moore, Brandy, Gallagher, and Chairman Carr

PUBLIC HEARING - PARCEL MAP CASE NO 89 -488 - 345 SO. HALCYON ROAD (ARROYO GRAM
HOSPITAL) - MERGE FOUR (4) LOTS INTO TWO (2) LOTS (AMERICAN MEDId,
INTEIIRNATIONAL)
Current Planner Spierling reviewed the staff report dated July 17, 199\
He stated that the Staff Advisory Committee recommends that the Plannirr
Commission either
1. Delete Public Works Department condition #19 and adopt the attache
resolution approving the project with the findings and subject to th
conditions of approval; or
2. Continue the public hearing and instruct the applicant to re -draft thE�
tentative map to show the Woodland Drive connection and the resulting
parcels, and instruct staff to analyze whether the Woodland Drive\
connection would create an environmental impact.

Mr. Spierling reviewed added condition of approval #21, and noted a change
to the fourth sentence to read: "Improvements'shall include a 6 to 12 foot wide
asphalt, bicycle /pedestrian path and a recreational trail constructed of
decomposed granite or a similar material."
Upon being assured by the Commission Clerk that the public hearing for
Parcel Map Case No. 89 -488 had been duly published and property owners notified,
Chairman Carr declared the hearing open.
Jeff White of RRM, representative, spoke against extension of Woodland
Drive, and stated he was in favor of adding condition #21 with a modification.
Mr. White stated the Hospital is not opposed to a 30 foot easement but would
prefer a 20 foot easement in lieu of the 30 foot easement.
Robert Brown, 617 Cerro Vista Circle, spoke in favor of a 30 foot easement.
Hearing no further comments for or against the proposal, Chairman Carr
declared the public hearing closed.
The Planning Commission spoke in favor of deleting condition #19, numbering
the conditions in order, and modifying the fourth sentence in condition #21 (re-
numbered as #20) to read:
"Improvements shall include a 6 to 12 foot wide constructed of solid or
grass crete pavers bicycle /pedestrian path and a recreational trail
constructed of decomposed granite or a similar material."
After a brief discussion the following action was taken:

Current Planner Spierling reviewed the staff report dated July 17, 1990.
The Staff Advisory Committee recommends that the Planning Commission adopt the
resolution approving Parcel Map Case No. 90 -489 that is attached to the staff
report.
Upon being assured by the Commission Clerk that the public hearing for
Parcel Nap Case No. 90 -489 had been duly published and property owners notified,
Chairman Carr declared the public hearing open.
Jim McGillis of San Luis Engineering and Chuck Ellis, 535 Arroyo Avenue,
spoke in favor of the lot line adjustment.
Hearing no further comments for or against the proposal, Chairman Carr
declared the hearing closed.
After further discussion, the following action was taken:

Scott Spierling reviewed the staff report dated July 17, 1990, noting a
modification to condition #9 to read:
"The applicant has the following options for building access to lots 1 and 2, at
the time of construction the owner shall:
Provide two 12 -foot wide paved, individual driveways; or
Provide on 16 -foot wide paved, common driveway with a joint
maintenance agreement."
The Staff Advisory Committee recommends that the Planning Commission adopt
a resolution approving Parcel Map Case No. 90 -491 with the findings and subject
to the conditions of approval.

Scott Spierling reviewed the staff report dated July 17, 1990. The Staff
Advisory Committee recommends the Planning Commission continue this project to
the meeting of September 18, 1990, and instruct the applicant to dimolish the
garage and either file for a variance or revise the access to proposed Parcel A.
Upon being assured by the Commission Clerk that the public c earing for
Parcel Map Case No. 90 -492 had been duly published and property owners notified,
Chairman Carr declared the public hearing open.
Karl Bock Hahn, 109 East Cherry Avenue, voiced his concern
the easement which runs across his property.
F. Wescom, 203 East Cherry Avenue, (property adjacent to 137

Mildred Lovall stated she lives on west side of the easement. She stated her
concerns over the telephone pole location on Cherry Avenue, because it has been
hit several times and is dangerous.
On motion by Commissioner Gallagher, seconded by Commissioner Moore, and
unanimously carried, Parcel Map Case No. 90 -492 was continued to the September
18, 1990, Planning Commission meeting.
ADJOURNMENT
There being no further business before the Commission, the meeting was
adjourned at 10:03 P.M.
