ARROYO GRANDE PLANNING COMMISSION
July 2, 1985 •
The Arroyo Grande Planning Commission met in regular session Chairman Gerrish presiding.
Present are Cocmiissioners Carr, Fischer, Moore, Olsen, Soto and Boggess. Planning Director Eisner is
also in attendance.
MINUTE APPROVAL
There being no additions or corrections, the minutes of the regular meeting of June 18, 1985
were approved by the Chairman as submitted.
ARCHITECTURAL REVIEW CASE NO. 85 -335, WALL SIGN, 101 TRAFFIC WAY, HEACOCH
WELDING NORTH. (ANTHONY HEACOGR).
Planning Director Eisner briefly reviewed the proposed request. After a brief discussion,
Architectural Review Case No. 85 -335 was approved as submitted on motion by Commissioner Carr,
seconded by Commissioner Fischer, and unanimously carried.
PUBLIC HEARING - REVIEW OF USE PERMIT CASE NO. 68 -127, BOB'S AUTO BODY SHOP,
931 -933 GRAND AVENUE.
Planning Director Eisner reviewed the staff report dated July 2, 1985, pointing out the
conditions attached to the original Use Permit, and the violations and complaints received by the Police
Department and Planning Department.
Upon being assured by Planning Director Eisner that public hearing for review of Use Permit
Case No. 68-127 had been duly published and property owners notified, Chairman Gerrish declared the
hearing open.
Robert Crockett, owner of Bob's Auto Body and Paint Shop, was present to answer questions
asked by the Comission relative to work being done outside of the building, storage of vehicles on the
premises, and the specific complaints listed in the two police reports included in the Agenda packets.
Following discussion, the Commission continued the matter for 45 days to allow Mr. Crockett
time to bring the facility into conformance with the conditions of the Use Permit. The Commissioners
included in their discussion their desire to revoke the Use Permit and business license if all conditions
have not been fully met. The matter was continued to the Planning Commission meeting of August 20,
1985.
PUBLIC HEARING - GENERAL PLAN AMENDMENT NO. 85-4, HEAVY COMMERCIAL/LIGHT
INDUSTRIAL 10 LOW DENSITY RESIDENTIAL DESIGNATION, PROPERTY GENERALLY
LOCATED AT JUNIPER AND POPLAR STREET.
Planning Director Eisner advised this item is being continued to the next regular Planning
Cormission meeting.
PUBLIC HEARING - GENERAL PLAN AMENDMENT NO. 85-2, HEAVY COMMERCIAL/LIGHT
INDUSTRIAL 10 CENTRAL BUSINESS DISTRICT; MEDIUM HIGH DENSITY RESIDENTIAL 10
CENTRAL BUSINESS DISTRICT; AND HEAVY COMMERCIAL/LIGHT INDUSTRIAL 10 MEDIUM
HIGH DENSITY RESIDENTIAL, PROPERTY GENERALLY LOCATED ON EAST BRANCH
STREET. (LOOMIS PROPERTY AND OTHERS). (CITY OF ARROYO GRANDE).
Planning Director Eisner advised that General Plan Amendment No. 85-2 is being continued
pending receipt of a soils report.
PUBLIC HEARING - GENERAL PLAN AMENDMENT NO. 85-5, AMENDING TEXT 10 THE
COMMERCIAL LAND USE SECTION, AND ADDING "GENERAL COMMERCIAL" CATEGORY 10
THE LEGEND.
Following a presentation by the Planning Director, General Plan Amendment No. 85 -5,
amending the text and the legend of the General Plan by adding "General Commercial ", was approved on
motion by Commissioner Fischer, seconded by Commissioner Olsen, and unanimously carried. Mr. Eisner
advised this matter would be on the City Council's agenda for their meeting of August 13, 1985.
GENERAL PLAN AMENDMENT NO. 85-6, AMENDING TEXT, MAP AND LEGEND OF THE
GENERAL PLAN 10 COMBINE MEDIUM HIGH DENSITY AND HIGH DENSITY DESIGNATIONS
INTO ONE (1) MEDIUM HIGH DENSITY DESIGNATION NOT 10 EXCEED 14 UNITS PER ACRE.
Following a presentation by Planning Director Eisner, General Plan Amendment No. 85 -6
amending the General Plan to combine the Medium High Density and the High Density designations into
one category titled "Medium High Density" not to exceed 14 units per acre, was approved on motion by
Commissioner Fischer, seconded by Commissioner Carr, and unanimously carried. Mr. Eisner advised
the matter would be forwarded to the City Council for public hearing at their meeting of August 13,
1985.

PUBLIC HEARING - USE PERMIT CASE NO. 85-395, AN 8 LOT OFFICE CONDOMINIUM IN THE
"P-O' PROFESSIONAL COMMERCIAL DISTRICT, 224, 230, 236 SO. HALCYON - ROAD, AND 910
DODSON WAY. (HALCYON OAKS MEDICAL CENTER/DR. 'ROBERT MANNING).
Planning Director Eisner advised this matter is being continued pending completion of
application.

There being no further business before the Commission, the meeting was adjourned by the
Chairman at 9:15 P.M.
