PC Minutes 1982-10-19ARROYO GRANDE PLANNING COMMISSION October 19, 1982 The Arroyo Grande Planning Commission met in regular session with Chairman Gerrish presiding. Present are Commis Loners Carr, Cole, Moore, Moots and Pilkington. Commissioner Benhardt is absent. Planning Director Hays is also in attendance. MINUTE APPROVAL The minutes of the regular meetings of September 21, 1982 and October 5, 1982 were approved as prepared on motion by Commissioner Cole, seconded by Commissioner Moore, and unanimously carried. PUBLIC HEARING - VARIANCE CASE NO. 82 -88, REQUEST TO ERECT A 6 FT. FENCE WITHIN" THE REQUIRED FRONT YARD SETBACK, 166 ALDER STREET. (ALTON H. AND ANITA L. MARTIN). Planning Director Hays advised that the Variance is requested to enable the applicant to construct a 6 ft. fence in the side yard setback area to provide privacy for his back yard area. He further advised he could see no problem with the request and would recommend that the Variance be granted. Upon being assured by Planning Director Hays that Variance Case No. 82 -88 had been duly published and property owners notified, Chairman Gerrish declared the hearing open. Anita Martin,166 Sunset Drive, spoke in favor of the Variance. She indicated that their house use to face Alder Street but they have since re- modeled it and it now faces Sunset Drive. She stated that the area they would like to fence is on the side of their house but practically it is used for the back yard, and they would like the privacy of a 6 ft. fence. Upon hearing no further comments for or against the proposed Variance, Chairman Gerrish declared the hearing closed. After a brief discussion, the Commission indicated their concurrence with the applicant about the desirability of the fence and the following action was taken: RESOLUTION NO. 82 -930 V RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE GRANTING A VARIANCE CASE, NO.' 82 -88. On motion Commissioner Pilkington, seconded by Commissioner Moots, and by the .following roll call vote, to wit: AYES: Commissioners Carr, Cole, Moore, Moots, Pilkington and Chairman Gerrish NOES: None ABSENT: Commissioner Benhardt the foregoing Resolution was adopted this 19th day of October 1982. CONTINUATION OF PUBLIC HEARING - REZONING CASE NO. 82 -165, ZONE CHANGE FROM "RA -B3" RESIDENTIAL AGRICULTURAL DISTRICT TO "P -D" PLANNED DEVELOPMENT DISTRICT, MAY AND PASEO STREETS. (JEFFREY CARRITHERS). Planning Director Hays advised that this item is being continued to the Planning Commission meeting of November 2, 1982. REFERRAL FROM THE CITY COUNCIL - REVIEW OF TALLY HO AREA AND FUTURE DEVELOPMENT. Planning Director Hays reviewed that the City Council has referred this matter to the Commission to consider the effects of future rezonings and lot splits in the Tally Ho area, and the effect on the pedestrian traffic and drainage problems in the area. After a lengthy discussion between the Planning Director and Commission, the following recommendations were made to the City Council regarding the Tally Ho area. L,59 Arroyo Grande Planning Commission, 10 -19 -82 Page 2 ADJOURNMENT There being no further business before the Commission, the meeting was adjourned by the Chairman at 8:30 P.M. ATTEST: 1. That the City coordinate with the County on development of ,property adjacent to the City, especially those areas which contribute additional run -off and traffic to City facilities. A letter by the Mayor to the Board of Supervisors indicating concern was recommended. 2. That the Tally Ho Creek be cleaned and deepened, and provide an on -going maintenance program for the creek. 3. That a meeting with the residents of the Tally Ho area be con- ducted by the City Council and Commission to receive input regarding specific concerns of the residents. 4. That the assessment district as previously proposed by the City be reconsidered and an effort made in trying to interest the property owners to pursue this. 5. The Commission re- affirmed their earlier recommendation of approval of Rezoning Case No. 82 -166 (Amjadi), in that they felt the proposed rezoning and future lot split would not significantly contribute to the problems of Tally Ho Road.
