The Arroyo Grande Planning Commission met in regular session with Chairman
Gerrish presiding. Present are Commissioners Cole, Moots, and P.ilkington.
Commissioner:Sebastian . is absent. One vacancy exists on the
Commission. Planning Director Hays is also in attendance.
MINUTE APPROVAL
The minutes of the regular meeting of May 4, 1982 were approved as prepared
on motion by Commissioner Cole, seconded by Commissioner Moots, and unanimously
carried.
CONSIDERATION OF DEVELOPER'S REQUEST FOR PROJECT PHASING - TRACT NO. 944, 27
CONDOMINIUM UNITS, 1100 BLOCK OF ASH STREET. (JERRY WILLIAMS /REELFS ENTERPRISES).
Planning Director Hays reviewed that at the last meeting he presented a
request by the applicant to allow them to show phasing on their tract map. He
explained that the reason for the request is basically for financial reasons and,
when the request was presented at the last meeting, a few of the Commissioners
expressed some concern regarding the phasing concept and requested additional
information. The applicants have submitted a letter explaining why they are
requesting the phasing concept.to be shown on the tentative map even though the tract
will be built all at one time.
After a brief discussion, on motion by Commissioner Benhardt, seconded by
Commissioner Cole, and unanimously carried, the applicants' request to show
phasing on the tentative map for Tract No. 944 was approved.
PUBLIC HEARING- LOT SPLIT CASE NO. 82 -374 •(Lot Line Adjustment), LOTS 4 AND 5
OF TRACT 604, OAK PARK ACRES, PROPERTY LOCATED SOUTH OF OAK PARK BOULEVARD AND
JAMES WAY. (LEE O. WEBB /JOHN ROSENLOF -JAMES WAY CENTER).
Planning Director Hays pointed out that the reason for the proposed lot
line adjustment is to allow for the development of a 114 unit motel on the site.
At the last meeting, it was determined by the Commission that in order to better
serve the anticipated needs of parking for the motel and restaurant site that
this portion of property be included in the original lot line adjustment, and the
applicants are requesting an amendment to the map so that more property will be
included for the development of the motel and restaurant.
Mr. Hays advised that the Minor Subdivision Committee reviewed the
proposal and recommended approval of the Parcel Map subject to the 10 conditions
listed in their report dated May 26, 1982.
Upon being assured by Planning Director Hays that public hearing for Lot
Split Case No. 82 -374 had been duly published and property owners notified,.
Chairman Gerrish declared the hearing open.
Mr. Lou Caballero, 990 Stevenson Drive, agent for the applicant, advised
that the requested lot split is merely a lot line adjustment to conform to the
approved development plan.
Upon hearing no further comments for or against the proposed lot split,
Chairman Gerrish declared the hearing closed. After a brief discussion, Lot
Split Case No. 82 -374 was approved subject to the recommended conditions on
motion by Commissioner Cole, seconded by Commissioner Benhardt, and unanimously
carried.
PUBLIC HEARING - VARIANCE CASE NO. 82-85, REQUEST FOR REDUCTION IN SIZE
OF REQUIRED PARKING SPACES FOR RESTAURANT AND MOTOR INN OAK PARK BOULEVARD
AND HIGHWAY 101. (LEE O. WEBB).
Planning Director Hays advised that this Variance request has to do with
the site development of the proposed motel and, at their last meeting, the
Commission requested that the applicant submit the request because some of the
proposed parking spaces did not meet size requirements of the Zoning Ordinance.
He stated that the applicant is proposing some 24 spaces of 7 -1/2' x 15' for
compact cars, and 107 spaces of 9' x 20' in size, and the ordinance requires
10' x 20' parking spaces.
Upon being assured by Planning Director Hays that public hearing for
Variance Case No. 82 -85 had been duly published and property owners notified,
Chairman Gerrish declared the hearing open.
Mr. Lee Webb, applicant for the Variance, commented with regard to the
overall picture of the project. He stated that most of the
with have changed their ordinances down to 9' x 20' for parking spaces, and
all of the cities they work with allow compact spaces. Mr. Webb pointed out

their justification for the request is the number of compact cars we now have
is very significant, and they are only requesting 24 compact spaces which will
be disbursed throughout the project and they will be marked. He stated that
all of the additional spaces they have added are 10' x 20' and they have 34
of those. He further stated that with a full size car a 9' x 20' space allows
a minimum of 3 ft. between cars.
There being no further comments for or against the requested Variance,
Chairman Gerrish declared the hearing closed.
Chairman Gerrish commented that if the Commission feels that the Variance
should be granted, then he feels the parking requirements for the different
districts should be looked at because the problem comes up on almost every
commercial development, and maybe the Ordinance requirements are too excessive.
Commissioner Moots suggested that the Planning Director be directed to look at
the Ordinance and recommend proper changes if necessary.
Planning Director Hays stated, in his opinion, the parking plan submitted
by the applicant will work if the compact spaces are marked.
After a brief discussion, the following action was taken:

RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF

On motion by Commissioner Cole, seconded by Commissioner Benhardt, and
by the following roll call vote, to wit:
AYES: Commissioners Benhardt, Cole, Moots, Pilkington and
Chairman Gerrish
NOES: None
ABSENT: Commissioner Sebastian
the foregoing Resolution was adopted this 1st day of June 1982.
Chairman Gerrish requested that Planning Director Hays come back to the
Commission with recommendations regarding standard parking space sizes and
compact parking spaces.
ARCHITECTURAL REVIEW CASE NO. 82 - 257, CASA GRANDE MOTOR INN. (LEE O. WEBB).
Planning.Director Hays advised that the Architectural Review Committee
met last week and recommended approval of the proposed motel as shown on
Exhibit "A ", subject to the 10 conditions listed in Architectural Committee
Action, dated May 26, 1982. After a brief discussion, Architectural Review
Case No. 82 -257 was approved subject the recommended conditions, on motion
by Commissioner Cole, seconded by Commissioner Pilkington, and unanimously
carried.
PUBLIC HEARING - LOT SPLIT CASE NO. 82 -377, OAK PARK BOULEVARD AND NOYES ROAD
INTERSECTION. (ELMER MENARD) .
Planning Director Hays noted that a few months ago the Commission recommended
approval of an amendment to Ordinance 140 C.S, Oak Park Acres, to allow a certain
portion of Lot 13 to be divided into two ownerships. He further noted that the
realignment of Oak Park Boulevard where it intersects with Noyes Road created a
parcel that was physically separated from Oak Park Acres, and the owner is re-
questing that Parcel A be legally split from the open space parcel. The Minor
Subdivision ;.Review Committee met.'on. this request and'are.recommending approval
subject to 3 conditions as listed in their report dated May 26, 1982.
On being assured by Planning Director Hays that public hearing for Lot
Split Case No. 82 -377 had been duly published and property owners notifed,
Chairman Gerrish declared the hearing open.
Jim McGillis, San Luis Engineers, representing the applicant, spoke in
favor of the lot split. and pointed-out to the Commission that the property will
stay in open.:space.
Upon hearing no further comments from the audience, Chairman Gerrish
declared the hearing closed. After a brief discussion, on motion by Commissioner
Benhardt, seconded by Commissioner Cole, and unanimously carried, Lot Split Case
No. 82 -377 was approved subject to the 3 conditions listed in the Minor Sub-
division Committee Action dated May 26, 1982.

ARCHITECTURAL REVIEW CASE NO. 82 -259, CARL'S JR. RESTAURANT, WEST BRANCH STREET
IN OAK PARK ACRES. (CARL KARCHER ENTERPRISES).
Planning Director Hays advised that the applicant is requesting architectural
approval of a restaurant to be located in the K -Mart Development Center in Oak Park
Acres. He pointed out that there are several signs being proposed, all of which
meet the Sign Ordinance with the exception of the pole sign which will require a
Use Permit for the Commission's approval. He stated that the Architectural Review
Committee had met and are recommending approval subject to the 7 conditions listed
on the report dated May 26, 1982.
After a brief discussion, on motion by Commissioner Pilkington, seconded by
Commissioner Benhardt, and unanimously carried, Architectural Review Case No.
82 -259 was approved subject to the 7 conditions listed in Architectural Committee
Action dated May 26, 1982.
REQUEST FOR TIME EXTENSION OF SIX (6) MONTHS, LOT SPLIT CASE NO. 81 -350, 259
TALLY HO ROAD. (JOHN N. & DARLYN THOMPSON).
Planning Director Hays advised that the applicants are requesting a 6 month
time extension for filing their final map. After discussion, on motion by
Commissioner Cole, seconded by Commissioner Benhardt, and unanimously carried,
the requested time extension of six months for Lot Split Case No. 81 -350 was
granted.
REQUEST FOR DETERMMINATION OF USE FOR VIDEO ENTERTAINMENT ACTIVITY IN THE CENTRAL
BUSINESS DISTRICT. (MARTIN POOLE).
Planning Director Hays advised he was approached by Mr. Poole regarding
the use of an area in the Central Business District for use as a video entertain-
ment center and, after reviewing the Ordinance relating to the C -B -D, he could
not find anything specifically relating to that type use. There is a provision
in the ordinance, however, that allows this Commission to determine, upon request,
that a requested use is similar'to other uses in the Central Business District.
He noted that, basically, it is a recreation center that is being proposed in
the basement area of one of the buildings. He stated that most of these situations
where the Commission is asked to make a determination, since there is some question
concerning the acceptability, the applicant could be required to file a Use Permit
application to make sure that everyone in the immediate area is notified and the
proposal can be discussed at a public hearing.
After a brief discussion, Chairman Gerrish stated, in his opinion, it would
be advisable to find out what out what the applicant is proposing to do and, at
the same time, make a determination as to whether or not it is a permissible use.
Commissioner_ Moots requested that the applicant submit his request through the
Use Permit procedure, and the Commission was agreeable with this recommendation.
REQUEST FOR DETERMINATION OF USE FOR SELF SERVICE MINI - STORAGE FACILITY IN THE
HIGHWAY SERVICE DISTRICT. (RONALD E. HARRIS).
Planning Director Hays advised that the applicant is requesting that the
Planning Commission make a finding that a self service mini - storage facility is
a permitted use in the Highway Service District. He pointed out that this request
is similar to the previous request for a determination, and suggested that perhaps
the Commission policy should be that when there is a question relative to a
permitted use within a district, that the applicant submit a Use Permit application
along with his request for determination of a permitted use. Chairman Gerrish
stated, in his opinion, the requested use does not belong in the Highway Service
District. He recommended, and the Commission concurred, that the applicant submit
a Use Permit along with his request for determination.
REQUEST FOR::DETERMINATION OF USE FOR A VETERINARY CLINIC, 121 NEVADA STREET, IN THE
CENTRAL BUSINESS DISTRICT. (HARLEY A. BOOS, JR., DVM).
Planning Director Hays pointed out that this request for a determination is
similar to the two requests previously discussed, and recommended that the appli-
cant file a Use Permit application along with the request for determination as in
the previous cases. The Commission concurred with the recommendation.
REQUEST FOR DETERMINATION OF USE FOR OPEN STORAGE SPACES FOR MOBILEHOMES, R'V'S,
BOATS, TRACTOR TRAILERS AND POSSIBLY AUTOMOBILES IN THE NEIGHBORHOOD COMMERCIAL
DISTRICT, S.E. CORNER OF VALLEY ROAD AND SUNRISE DRIVE. (I -I. E. ELLIOTT, INC.).
The Planning Director recommended, and the Planning Commission concurred,
that the applicant be requested to file a Use Permit application along with his
request for determination of use.

COMMUNICATIONS.
Planning Director Hays advised that Mr. John Wiebe of Hill Top Developers
has requested a one year extension of time for Tract 652, a 24 unit condominium
project on El Camino Real. After a brief discussion. a one year time extension
was granted as requested on motion by Commissioner Cole, seconded by Commissioner
Beriha.rdt, andiAunanimously carried.
Mr. Hays stated he also has a letter. from Mr. J. M.
Engineering, requesting a one year time extension on the
project at 239 and 247 So. Elm Street for the applicants,
Ranelletti. After discussion, the one year extension was
Commissioner Cole, seconded by Commissioner Benhardt, and
Commissioner Cole inquired as to the status of the Housing Element and
other General Plan Element updates. Planning Director Hays stated he is waiting
for direction from the City Council regarding update of the various elements.
After a brief discussion, on motion by Commissioner Cole, seconded by Commissioner
Benhardt, and unanimously carried, that a recommendation be made to the City
Council that the present planning staff be augmented to accomplish the General
Plan Element updates instead of hiring outside consultants.
