ARROYO GRANDE PLANNING COMMISSION
December 1, 1981
The Arroyo Grande Planning Commission met in regular session with
Chairman Gerrish presiding. Present are Commissioners Benhardt, Cole,
Moots, Pilkington and Sebastian. Commissioner Saruwatari is absent.
Planning Director Hays is also in attendance.
MINUTE APPROVAL
Upon hearing no additions or corrections, the minutes of the regular
meeting of November 17, 1981 were approved as prepared on motion by
Commissioner Benhardt, seconded by Commissioner Cole, and unanimously
carried.
CONTINUATION - RECONSIDER CONDITIONS OF APPROVAL AS DIRECTED BY THE CITY
COUNCIL ON TENTATIVE SUBDIVISION MAP, TRACT NO. 982, 143 TALLY HO ROAD.
(L. C. LA VINE).
Planning Director Hays noted that at the October 20th meeting the
Planning Commission approved the Tentative Subdivision Map for Tract No.
982 with certain conditions. The Director of Public Works had recom-
mended certain additional conditions to mitigate potential traffic and
drainage problems, and the Commission decided to eliminate these con-
ditions. He stated that when the matter was before the City Council,
they were advised of an Ordinance which requires a drainage study and
appropriate improvements to be constructed for this particular area and,
since these conditions were deleted from the Commission's approval, the
matter was referred back to the Commission to add those conditions.
He further noted that at the Commission's last meeting, they had
requested to review a copy of the document 'which requires the City
Engineer to make the necessary drainage studies and improvements if
necessary. He pointed out that Resolution No. 1122, which was included
in the Commission's agenda packet, gives the authority to the City Engineer
to require those conditions.
Commissioner Sebastian: stated he could not support the requirement
of the additional conditions because Mr. LaVine is only asking to create
one additional building site and, in his opinion, one more residence is
not going to make that much of an impact. He further stated that the .
improvements should have been required with the LaBarranca Tract.
Chairman Gerrish pointed out that the only thing the City is requesting
right now is for a design study and after that has been done, he may not
have to construct anything.
After further discussion, on motion by Commissioner Cole, seconded
by Commissioner Benhardt, and carried with one "no" vote, the following
requirements were added to the conditions of approval of Tract No. 982:
1. That prior to recordation of the map, a drainage study be
done to analyze the sizes of the existing facilities to
which the tract will drain, and that conditions be attached
to the map if drainage constrictions exist anywhere between
the tract and Tally Ho Creek; and
2. That appropriate improvements required to pass the 100 year
flood to the point of discharge into Tally Ho Creek be
conditions to the approval of the tract map.
PUBLIC HEARING - USE PERMIT CASE NO. 81 -329, SERVICE STATION MAINTENANCE
AND PARTS SALES AND SHOWROOM, 106 N. HALCYON ROAD, "H -S" HIGHWAY SERVICE
DISTRICT. (LONNIE L. HARRIS).
Planning Director Hays advised that the applicant has submitted a
Use Permit application for a service"station equipment maintenance and
sales room at 106 N. Halcyon Road. He pointed out that the Commission
recently approved a Use Permit for a pet shop at this location, however,
the applicant failed to purchase the property. Subsequently, the
adjoining property owner has negotiated to purchase the property and
will make the paved parking lot next to this building available for
parking for all tenants of the buildings. Mr. Hays stated that the
proposed use should be well suited for this location since it will not
generate a considerable amount of traffic.
Upon being assured by Planning Director Hays that the public hearing
for Use Permit Case No. 81 -239 had been duly published, posted and property
owners notified, Chairman Gerrish declared the hearing open.

Lonnie L. Harris, 629 Cerro Vista Circle, applicant for. the Use Pcrmi,
spoke in favor of the permit being granted. He stated he has a City Bus_ine
License and is working out of his home right now, and the main reason he would
like to have his business here is to have a showroom where customers can come
in and look at what they are buying. He further stated that the walk -in
business is really not too much, and that there would be no cluttering in the
back and any storage can be done in the buildings.
Mrs. Marjorie Cass, 271 Jaycee Drive in San Luis Obispo, stated she is
the owner of 102 to 104 No. Halcyon Road, and she is also purchasing 106 No.
Halcyon Road. She stated, in her opinion, having the property all under one
ownership will be much better, and parking will be available in both places.
She further stated that the electric company that occupies one of the build-
ings is a storage operation only and their parking needs are zero.
There being no further comments for or against the proposed Use Permit,
Chairman Gerrish declared the hearing closed.
Planning Director Hays pointed out that there is adequate parking to
meet the ordinance requirements.
After a brief discussion, the following action was taken:

RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ARROYO GRANDE GRANTING A USE PERMIT, CASE NO.
81 -329.
On motion by Commissioner Sebastian, seconded by Commissioner Moots,
and by the following roll call vote, to wit:
AYES: Commissioners Benhardt, Cole, Moots, Pilkington,
Sebastian and Chairman Gerrish
NOES: None
ABSENT: Commissioner Saruwatari
the foregoing Resolution was adopted this 1st day of December 1981.
COMMUNICATIONS
Chairman Gerrish stated there was some discussion at the last meeting
as to whether or not the Commission would have a meeting on December 15th.
He further stated that he has been informed by the Planning Director that
there will be a meeting because the Baden property rezoning has to come
back to the Commission again. Chairman Gerrish and Commissioner Sebastian
both indicated they would not be able to attend the December 15th meeting.
ADJOURNMENT
There being no further business before the Commission, the meeting
was adjourned by the Chairman at 8:00 P.M.
