The Arroyo Grande Planning Commission met in regular session with Vice Chair-
person Cole presiding. Present are Commissioners Herres, H'ttehen, Moats, Ries and
Vandeveer. Chairman Gerrish is absent. Also in attendance are Planning Director
Castro, City Administrator Butch, City Engineer Karp and Planner Sullivan.
MINUTE APPROVAL
Upon hearing no additions or corrections, the minutes
of December 6, 1977 were approved by Vice Chairperson Cole

Planning Director Castro reviewed that following the December 6th Planning
Commission meeting, it was suggested that this matter be continued pending a meeting
between the City and County staff to resolve their differences, He advised that the
City staff met with'the County on Monday, December 12th to discuss the street improve-
ments on Frontage Road and the condition that Halcyon Drive be upgraded to a collector
system. He further advised that at that meeting the City recommended: (1) on Halcyon
Road, the City requested a full 64 ft. right of way dedication with 24 ft. improvement
north of the school entrance, and we would require additional improvements as property
on both sides are developed; (2) theiCity is.requiring a 32 ft. improvement and an 8
ft. sidewalk on Halcyon between the entrance of the school and on Branch Street, and
on Branch Street west of the project site, the City required two full lanes, curb,
gutter and sidewalk; (3) within the project Site on Branch Street was subject to the
City's Frontage Road improvements, including turning pocket on Halcyon and on the main
entrance to the project, and :the City was to provide full improvements on Branch Street;
and (4) County to engineer street to'City standards and provide minimum improvements
during the fiscal year. 1978 -79,
Mr, Castro advised that there seemed to be in the disc.ksion with the County-, there
were some concerns by the County as to the improvements of Branch and that he
had requested Colonel Sorenson take the matter back to the County and to advise what
their position would be and, as of this date, he has not received any communication
from the County. He further advised that he had received a call from Jim Webber today
that the County still stands behind the recommendations made in regard to the street
improvements..
Mr. Webber, County Planning Department, referred to a map showing the general
phasing of the project, and advised that Phase'::, would include the Citizens' Center
and library, some internal circulation and a County Maintenance Yard. Phase 2 as to
begin in July of next year would include the further extension of Branch Street.
He further advised that they expect that the architectural plans for these buildings
and the engineering of the project for Phase I will probably not be completed until
June at the earliest, Mr. Webber stated that the County adopted their Master Plan for
these facilities after public hearings, after meeting with the City Council, and after
conferring for sometime with the City's Planning Department and with Mr. Gallop. At
the time the County was undertaking this project, the plan was developed, basically,
in accordance with the agreements reached concerning the improvements on the streets,
etc., and when this plan did go before the Board of Supervisors, the County staff felt
that the plan met all of the City requirements, With regard to Halcyon Road, Mr.
Webber advised that the nature of the street was to serve some residential development,
but that it was not to be a major collector street.
Planning Director Castro advised that the basic difference in the right of way is
4 ft.; the County is proposing 60 ft., and the City's proposal is 64 ft, for Halcyon
Road. He further advised that there is 150 acres, more or less, north of this property
which could accommodate 300 units plus, and the staff feels that James Way Extension
is not adequate to carry all of the traffic that will be generated,. He advised that
the EIR report indicates Halcyon Drive will be extended on and will basically act as
a collector street, and so will James Way.
Commissioner Hitchen stated he doesn't see Hal. Drive as a collector street,
in that if we develop a collector street, we - are going to generate a lot of traffic -.
there. Planning Director Castro advised the other alternative is to dump everything
on to James Way, which will still be creating a. problem, and the city is suggesting
that this problem be alleviated by developing Halcyon Drive as a Collector street.
City Engineer Karp pointed out that. until. James Way is developed, there is no other
access to that property other than Halcyon Road.

Supervisor Mankins stated that the discuss. &e.n. the County had with the City was

and, in his opinion, it should be kept a small street as it would be for any other.

Vice hairperson Cole inquired if this wasn't eventually going to take in a lot
of people using those facilities, and felt it would be cheaper t4:: set up a road with
some foresight than to struggle like we do new In some areas. She further stated it
was her understanding that they were trying to move that traffic away from the under-
pass. Mr. Webber advised there is a collector wh.i. h is shown from the underpass, and
pointed out the problem= between the two alternate routes,

to dump out on Printz Road. Planning Director Castro ad the proposal on the
General Plan does suggest that. Halcyon Drive be extended on to Prinz Road, but it
is conceptual at this point°
Carolyn Moffett, Noyes Road, spoke regarding Halcyon on to Printz ;load, stating
she understood that this road was not to be plugged through, and Mr. Spierling in-
formed her that that was contradictory to the Regional .Plan., City Engineer Karp
advised that the Regional Plan does show it going on to Printz Road.,
Mr.. Bill McCann, 428 Tanner Lane, stated he was concerned regarding the School
District offices going in on this particular site., He advised that an the map there
is a drawn -in area referring to tenant. offices. He felt this is also the area origi-
nally planned for the Luca Mar School District, Mt.. M.•Cann further stated that two
of our Council members who are teachers abstained from voting on this issue, and it
was brought to .li.ght at that time there are problems' in regards to them voting on the
project, and yet we haven't seen anywhere where Lucia Mar has come up publicly and
said they are not going to be involved in thi.s project. He felt they shouted have
come out before now and said whether or not they were involved, Vice Chairperson
Cole stated she wondered why they' }Levee to make e negative remark when they have
never made a positive remark.
Planning Director Castro suggested that those . people who are concerned address
their questions to the School Board because . thatt where the answer : :tea: :iy lies if

stated that he does not see where that issue pertains to the rezoning process. Mr.
McCann stated that the County can_..lease to whce°„er they want to, and whoever they lease
_to ,in the futu.reewill be somewhat controlled by whether we grant a rezoning on this
, and he.,.felt the City :should have a little bit of control over what might go
in - there the future. He stated that as soon as the :rezoning is granted, then the
County is free to lease land to anyone they choose to. He is asking the Commission to
say.. - - ahead with your project, but we are not going to rezone the property.
Ella Honeycutt, 560 Oak Hill Road, stated she believes marry .important issues are
-coming up where there will be conflicts, and one point should be brought out that if
-, the -School District does come in, then it is a ref.lect.ion en the Planning Commission,
and- the ,credibility of the Planning Commission is threatened when any member has a
conflict, She stated the School. District should be more worried about classrooms
than• w.i-th new administration :facilities.. She suggested putting an addendum with a
"7-D" override that the School District would have to come back to the City when they
have..their plans,
Doris - Olson,- .Santa Maria Times, inquired if anyone had checked the .legalities
in -the,. event it is approved and it develops that there is some conflict of interest
on the Council or on the Commission, would there be any possibility that there could
be court action. Planning Director Castro advised that, to his knowledge, he has not
:,been advised that the School District is interested in this property, and he did not
see the relationship of the City rezoning the property to the School District Board's
,decision ,as- where they want to locate,
_Supervisor Mankins referred to the Plan that has been adopted by the Board of
Supervisors there has been no contact in over a year by the School District.
..,He pointed out that in Phase 3 there is the plan that shows tenant offices, and the
.-_designation of•the School District was removed over a year ago. He advised that the
City was interested in having a say in this plan and, therefore, it was the County's
understanding, through staff discussion, that the Planned Development zoning would be
,the proper designation, . which would give the City the opportunity to be more involved.
With. regard , to the tenant offices, Mr. 'Maankins stated he has no :idea what the School
L District' s ntentions: are, The County set aside space for agencies that might be
interested, but the School District hasn't talked to the County with regard to this.

Mr. Wayne Allen stated that Mr. , Spierl i nag and Mx Millis have both asked not to
.be involved from this standpoint, and he would like to request that this .ommissi.on
reconsider Mr. Hitchen voting on-this particular .issue because, in his opinion, he
;, also has a conflict of interest as part of the school administration. He further
stated. that he-has direct information stating that the School District has plans at
- the ,present- time, and one, of the plans they have is that they would build an admini-
,,strationbuilding.
Commissioner. Hitchen. stated if it would please everyone, he would resign from
.,the Commission right now. Commissioner Hitchen submitted his resignation to Vice
Chairperson Cole. She commented she felt that Commissioner Hitchen has given the
Commission a great deal of support and that the Commission needed people like him.
COMMISSIONER HITCHEN LEFT THE MEETING AND IS NOW ABSENT.
•..Marie Cattoir, Orchid Lane, stated she felt that the rezoning should not be
allowed.. The school situation is getting quite involved and, in her opinion, if
the administration is possibly allowed to go in there - they will do it and, in the
event school bonds come,up again, they will not get the public, support needed.

.Mrs.. El1a..Ho.neycutt, 560 Oak Hill Road, stated she didn't think the rezoning
should be granted, Mr. Bill McCann stated he would like to express his concern
,regarding Mr.. Hitchen resigning from the Commission tonight, and that in no way
,washe asking -.for his resignation from the Planning Commission, but that he was
. expressing his concerns about a possible conflict of interest that Mr. Hitchen
might have in this matter. Mr. Wayne Allen stated he concurred with everything that
Mr,. McCann had to say, and he hoped that Mr. Hitchen would reconsider and that he felt
-very badly that this has happened.
There being no further discussion for or against the proposed rezoning, Vice
:Chairperson Cole declared the hearing closed.

Planner Sullivan described the proposed sign, stating it has an overall height of

PUBLIC HEARING - EIR FOR RANCHO GRANDE PROPERTIES
Upon being assured by Planning Director Castro that public hearing for Environ-
mental Impact Report for Rancho Grande Properties had been properly published, Vice
Chairperson Cole declared the hearing open.
Vice Chairperson Cole asked Planning Director Castro to give the introduction to
the project, and advised the audience and Commission that tonight the staff and de-
velopers will give a presentation of the project, and the public hearing will be con-
tinued for public input. Planning Director Castro suggested that because of the ex-
tensive presentation and complexities of this project, perhaps the Commission would
want to review this project on a weekly basis and continue this public hearing to
December 28, 1977. After a brief discussion, the Commission felt that many people
might be out of town due to the holidays and, therefore, the public hearing should be
continued to the regular Planning Commission meeting of January 3 1977.

that•what; the staff has' done: -is. taken the report and have looked at the. concerns, -and
_then :readdressed them- ::to the, actual plan itself.

On the-comment-made regarding•the eroded gulley on Parcels 5 and 7, Mr. Castro

r that the ,gulley,,itself has very jagged effect on the exterior and probably will be
._•,re, graded, to_ a to' - make it useable for the people that live there, and also to
make_ -it safer for -the - children that live there.

interested -.in, open space for public use; it will all be retained in the Homeowners'
Association. -"twill- be continued- on to the Oak Park Development so there. will be a

,On;Geology,:•Mr. Castro advised that as a standard practice, we will be applying
.:the Unform Code.to.ahe construction sites. On Page 69 the report - indicates
1- imited- ; construction on: alluvium areas and we are, in fact, not proposing any building
sites;. ; there.
OnSoils, -,the ,impact mitigation'for soils again makes reference to Parcels 5 and
7 bea.ng filled, ,,,and - staff has already commented on ' that concern. On Landscaping, they
;,do make suggestions :that- ,.the,grading be treated with landscaping materials, which is
•being..proposed the -plan. Withregard to water transported sediments from the
valluvium carried to.Pismo °Lake, this will be controlled through.the.siltation
; basin as suggested on . the plan.
- On -the removal of :Vegetation, Planning Director Castro advised that very little
�of -_take place except maybe Chaparral. He advised that, on the advice of
. : Fire Chief,,staff is recommending that Chaparral within 50 ft. from the building
„sitesbe- removed. as.a fire hazard.
:Paul_Karp, City Engineer, commented on Impacts and Mitigation for Hydrology which
: ..has_.been- divided_into.two parts; surface water and ground water. Mr. Karp advised
, ,that- the_ :first requires mitigation is the road crossing on cr.aeks. He
stated -that quite a.few.of them that would have had to have been constructed have been
,_eliminated.on ; this by relocating roads. He further stated that a lot of the
.,grading. would : have been necessary had this road gone up through this oak area
has..been.,elimnated. - Hopefully, we can combine the drainage channels and .bring
them underprobably --two crossings in this area on the map, one crossing for.these
r houses, sand then into a retent.i.on pond. The other major concern was ' this , area on the
,-map. - . The. -ElR. asked that -this be left into open space, Mr. Karp advised that most of

this drainage will be recepted by these private roads, and no driveways will be running
across the channels themselves. With regard to impervious surfaces near the creeks, he
noted that the creeks are all pretty much open space, so we have allowed for the recharge
of the basin.
Mr. Karp stated the report speaks to the use of retention ponds on site. He
advised that more will be known as far as which way the drainage goes when we have the
final engineering drawings in. Primarily we will use the existing drainage channels,
using the policy of not increasing the run -off from the project.
With regard to the effects on ground water, Mr,. Karp advised that the developer
plans to sewer this area so there will not be any septic tanks in the project.
With regards to surface quality of water, Mr. Karp advised that the report is
addressing the construction operations, minimizing creek crossings, minimizing grad-
ing, which basically we are talking about minimal grading; we are looking towards a
lot -type grading. The report also speaks to scheduling construction to avoid the
rainy season. He stated he felt if we provide the correct type of controls on the
grading operations and other operations, we could grade almost any time of the year,
however, that would have to be handled on an individual basis.
Regarding the Vegetation section, Planning Director Castro advised that the concerns
regarding the Torrey Pines has been considered by the developer and the staff, and those
will be protected at the northerly end of the property and are a part of the open space
area. He further advised that another major concern was tree cutting of Oak trees, and
the C. C. & R.'s addresses itself to the maintenance as well as to the preservation of
those in certain areas. Since staff has not had a chance to review the C. C. & R.'s,
Mr. Castro advised he wouldn't comment further on that, but would be submitting a report
to the Commission,;
On Wildlife, Planning Director Castro advised he didn't feel there was any real
significant effect. He advised that some vegetation will be lost but, by the same
token, when new vegetation is added to the site, it will bring about new wildlife of
some sort.
, On Air Quality, Mr. Castro advised that he had met with Bob Carr of the Air
Pollution Control Board and they discussed the reports from the State Clearing House.
He stated they were puzzled as to how the State Clearing House came out with the factor
that they used, and that he has contacted them for that information and will submit it
to the Commission in the next couple of weeks. As far as the cummulative effect that
the State makes reference to, Mr. Castro stated he didn't believe there could be any
solution at this point in time, due to the fact that not even the Air Pollution Control
Board has any studies to that effect. He further stated that in talking to Bob Carr,
he had advised that there is a grant application being submitted to the Federal Govern-
ment to receive monies to make that study. He pointed out that perhaps a small com-
mercial development providing convenience for traffic within the site will eliminate
some of the use of automobiles. Mr. Castro advised that.the developer is proposing a
solar heating concept, and that hopefully, the transit program bus service may be a
reality in the City and could be expanded in that area transporting people from one
place to the other, thus also eliminating use of the automobile.
With regard to Archaeology, Mr. Castro advised the comment offered regarding the
relocation of the school, as stated in the report, we have concurred previously with
the suggestion of the consultant to relocate the school site to the southern portion
of Parcel 12.
On the Open Space, Mr. Castro commented that staff is in the process of review-
ing the C, C. & R's, and will be addressing the requirements that the developer has
set forth.
Mr. Castro advised that on the Density considerations, the density plan has been
revised to some degree. The total number of units is 1,070 as opposed to 990. The
revision came about by his suggestion to the developer's architect whereby he indi-
cated he would rather see the plan modified and, if in effect, the plan could accom-
modate without destroying the conceptual idea in mind that it was his feeling it
would have merits, and the density whether you are talking 10 units or 100 units, is
rather insignificant. The overall density is still pretty low; the General Plan
suggests 6.5, and the density average on a typical project will yield 2.3 units per
acre.

City Engineer Karp advised that, under Transportation, the staff had asked Dr.
Jones to review all of the changes requested in the development plan as it stands
right now; he has reviewed it and finds it pretty much acceptable. Dr. Jones pre-
pared the original report for the EIR, Mr. Karp advised that the area will probably
tie in to our SCAT South County Area Transit) when it becomes operable.
With regard to Public Services and Utilities, Mr. Karp advised that much of the
area is going to have to be phased, and is proposed to be phased according to how we
can serve it with water. He pointed out that basically the initial phasing will be
development of those roads and those tracts which are below the 200 ft. elevation.
The second phase will include a reservoir which will give us some storage to increase
the rest of the parcels and will give us storage for fire flows throughout the entire
development of the area. He pointed out that sewage will basically be coming into the
pressure main and pumped out into a gravity system, and that the mains have been sized
in accordance with the development. Also, the other utility companies have expressed
that they will serve the area.

With regard to the Social and Economic Conditions, Planning Director Castro
advised that one of the concerns would be meeting the housing needs, and the project
may develop 6 or 7 markets, so staff feels the project has addressed itself to the
housing needs.
Planning Director Castro referred to the Cummulati.ve Cost /Revenue Analysis pre-
pared by the Planning Department Staff pertaining to Oak Park Acres, Rancho Grande,
Grande Highlands and Halcyon Hills. He advised that staff felt since we are going
to be confronted with this many projects, we should know ahead of time what the
effect of those developments will be. He pointed out that the phasing of the report
is assumed; it is not intended to be exact because there is no possible way we could
have developed exact numbers, After a outline of the report, Mr. Castro ad-
vised he felt the report addresses itself to the impact -on the social and economic
conditions. He further advised the Commission that. staff is very pleased with the
project and it is their feeling that staff has addressed themselves to the concerns
of the report and have tried to produce a better project other than what was prev-
iously submitted.
VICE CHAIRPERSON COLE DECLARED A FIVE MINUTE RECESS AT THIS TIME, AFTER WHICH ALL
COMMISSIONERS ASSUMED THEIR CHAIRS AND THE MEETING WAS RESUMED.
Planning Director Castro introduced Mr. Rudolph Ortega, Architect for the
developer, for his presentation on the plans. After a partial presentation by Mr.
Ortega, it was suggested by the Commission that the remainder of the presentation
be held over and continued to the regular Planning Commission meeting of January 3,
1978.
ORAL COMMUNICATIONS
Ella Honeycutt requested that Mr. Castro get in writing an opinion from the
City Attorney regarding a possible conflict in Commissioner Cole's participation
in the Rancho Grande Project in view of Mr. Al Browne's participation in her
campaign when running for City Council. Planning Director Castro stated it was
his understanding that Mr. Browne no longer has any interest in the Rancho Grande
property.

There being no further business before the Commission, on motion by Commissioner
Moots, seconded by Commissioner Ries, and unanimously carried, the meeting was ad-
journed at 11:10 P.M.
