HomeMy WebLinkAboutPC Minutes 1977-11-151 i 1 Arroyo Grande Planning Commission November 15, 1977 The Arroyo Grande Planning Commission met in regular session with Chairman Gerrish presiding. Present are Commissioners Cole, Harris, Hitchen, Moots, Ries and Vandeveer, Planning Director Castro is also in attendance. MINUTE APPROVAL Upon hearing no additions or corrections, the minutes of the regular meeting III of November 1, 1977 were approved by the Chairman as submitted. REQUEST FOR NEGATIVE DECLARATION - AMENDMENT TO THE LAND USE MAP OF THE GENERAL PLAN. Chairman Gerrish pointed out that the Request for Negative Declaration applies to the amendment approved by the Planning Commission at their last regular meeting. After a brief discussion, the following action was taken: On motion by Commissioner Cole, seconded by Commissioner Vandeveer, and by the following roll call vote, to wit: 'YES NOES An SENT: None None the foregoing Resolution was adapted this 15th day of November 1977. III REQUEST FOR NEGATIVE DECLARATION - REZONING CASE NO. 77 -111, "RA-B3" TO "R -1" DISTRICT,_ 163 :0. ALPINE ST. (CITY OF ARROYO'GRANDE) Chairman Gerrish advised that this Request for Negative Declaration applies to a rezoning initiated by the Commission and approved at their meeting of October 18, 1977. After a brief discussion, the following action was taken: bn motion 'by 'Commissioner 'Vandeveer,, seconded by Commissioner Moots, and by the following roll call vote, to wit; AYES: Commissioners Cole, Harris, Hitchen, Moots, Ries, Vandeveer and Chairman Gerrish NOES: None ABSENT: None RESOLUTION NO 77 -574 EIR RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE ACCEPTING NEGATIVE ENVIRONMENTAL IMPACT DECLARATION. Commissioners Cole, Harris, Hitchen, Moots, Ries, Vandeveer and Chairman Gerrish RESOLUTION NO 77 -575 EIR RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO . GRANDE ACCEPTING NEGATIVE ENVIRONMENTAL IMPACT DECLARATION, the foregoing Resolution was adopted this 15th day of November 1977. REVIEW COMMITTEE ACTIONS -• ARCHITECTURAL REVIEW CASE NOS. 77 -155 AND 77 -150 Planning Directro Castro requested that these two Architectural Review cases be continued at the next Planning Commission meeting in view of the fact that the proper information has not yet been submitted, The Commission agreed to continue these matters as requested by the Planning Director, REVIEW COMMITTEE ACTION - ARCHITECTURAL REVIEW CASE NO. 77 -148, 1051 GRAND AVENUE, OFFICE ADDITION (LANDINI). Planning Director Castro briefly reviewed Architectural Review Case No. 77 -148, an office addition proposed by Mr. Frank Landini. He advised that the Commission had reviewed the case approximately two months ago and had questioned whether or not there would be adequate parking for the proposed addition. Mr. Castro advised that he had been informed by Mr. Landini that there is a joint agreement between himself and Scolari's Market which was, in essence, an approval of each party being able to utilize the parking facilities. Mr. Castro further pointed out that there 9 2 ,t 4 2 2 Arroyo Grande Planning Comm i.s.1on, 11-)5-77 Page 2 are 65 parking stalls = existing on Mr. Landini's property, and the project requires 62 parking stalls. He stated he has suggested to Mr. Landini, and he appeared to be in agreement, to add what additional parking he could in the available space:. Mr. Castro advised that the building area, setbacks, etc, conform to the Zoning Ordinance, and that the Architectural Review Committee reviewed the matter again at their last meeting of November 9, 1977 and they recommended the approval of the proposal, After a brief discussion by the Commission, Architectural Review Committee action, dated September 14, 1977 was approved as submitted. PUBLIC HEARING - REZONING CASE NO, 77 -113, PROPERTY EASTERLY OF PROPOSED RANCHO GRANDE DEVELOPMENT, "A" AGRICULTURAL DISTRICT TO "RA-B1" RESIDENTIAL AGRICULTURAL DISTRICT (JONES). e. Planning Director Castro pointed out that in the "Assessment of Negative Declaration" on the project prepared by staff, the areas of concern with regard to ;..otential impact were: (1) Grading, drainage, and resulting siltation; (2) sc..h o :. system; (3) traffic, circulation, and (4) cumulative impacts of this and other major dwelopments. Mr. Bill Langworthy, Printz Road, San Luis Obispo C A., ::y advised that this is a piece of land that was originally proposed as 'La;.cyon Hills" and when that matter was before the Corrunission, the Request for ;:gative Declaration was denied, and in his opinion an Environmental Impact z ,. should be required on this project. =..-e being no further discussion,. Chairman Gerrish. advised that the hearing would be continued and that the Notice of Public Hearing would. again be posted, - ;t e't,.ed and property owners notified at the time the hearing is continued. On motion by Commissioner Vandeveer, seconded by Caamissioner Cole, and by the following roll call vote, to wit: NOES: None ABSENT: None the foregoing Resolution was adopted this 15th day of November 1977. ADJOURNMENT There being no further business before the Commission, the meeting was adjourned at 7:50 P.M. by the Chairman.
