August 2, 1977
The Arroyo Grande Planning Commission met in regular session with Chairman
Gerrish presiding. Present are Commissioners Cole, Harris, Moots, Ries and
Vandeveer. Commissioner Hitchen is absent. Also in attendance were Planner
Tom Sullivan and Mayor De Leon.
MINUTE APPROVAL
After hearing no additions or corrections, the minutes of the regular meet-
ing of July 19, 1977 were approved by the Chairman as prepared.
REVIEW COMMITTEE ACTION - LOT SPLIT CASE NO. 77 -271, 211 SPRUCE ST. (CONKLIN)-
Planner Sullivan reviewed that Lot Split Case No. 77 -271 had been denied by
the Lot Split Committee for the reason that the lot proposed to be created did
not meet the "R -G" zoning regulations, in that the frontage dimension was less
than the required frontage, and there didn't seem to be any workable alternative
to split this lot. Committee Action of July 27, 1977 was approved as submitted. -

REVIEW COMMITTEE ACTION - LOT SPLIT CASE NO. 77 -272, 311 FAIR OAKS AVE. (HOOK).
Planner Sullivan reviewed the Lot Split Committee Action, dated July 27,
1977, explaining the reason for the shared driveway is that there is an existing
drive adjacent to this property line, and the Public Works Department recommended
the shared driveway. He further stated that a shared driveway has to be a mini -
mun of 20 ft., however, this driveway will be larger than that. Mr. Sullivan also
advised that the proposed division of property meets the minimum lot requirements.
After discussion, the Planning Commission approved the Committee action of July
27, 1977 as submitted.
Chairman Gerrish commented with regard to Item #5, "Undergrounding of all
utilities for existing structures as part of any building permit issued ", stating
that this is an item that comes up in the Committee fairly often and, in his
opinion, it would be a good idea for the Commission as a whole to give the
Committee some guidance in that area. He stated that in certain instances the
Committee has required undergrounding to the existing structure, and on other
lot splits they have not. After Commission discussion, it was agreed to leave
this condition of requiring undergrounding of utilities for existing structures
on an individual basis at the present time.
REQUEST FOR NEGATIVE DECLARATION - LOT SPLIT CASE NO. 77 -272, 311 FAIR OAKS AVE,(HOOK).
After a brief discussion regarding the Request for Negative Declaration, the
following action was taken:

OF ARROYO GRANDE ACCEPTING NEGATIVE ENVIRONMENTAL
IMPACT DECLARATION.
On motion by Commissioner Cole, seconded by Commissioner Vandeveer, and by
the following roll call vote, to wit:

Chairman Gerrish

REVIEW COMMITTEE ACTION - LOT SPLIT CASE NO. 77 -273 163 SO. ELM STREET (JOHNSON)
Planner Sullivan reviewed that the request is to split two existing lots
into four lots, and each of the lots are over 17,000 square feet. Mr. Sullivan
read the requirements of the Lot Split Committee, dated July 27, 1977 and, after
discussion, said Committee Action was approved as submitted.

PUBLIC HEARING - REZONING CASE NO, 77 -105 FROM "R -1" SINGLE FAMILY RESIDENTIAL
DISTRICT TO "H -S" HIGHWAY SERVICE DISTRICT, CORNWALL AND OAK STREETS (ANDERSON
MUNNS /FINK)°
Upon being assured by Planner Sullivan that public hearing for Rezoning
Case Noe 77 -105 had been duly published, posted and property owners notified,
Chairman Gerrish declared the hearing open.
Planner Sullivan pointed out that the proposed rezoning is for four lots
on the corner of Cornwall and Oak Streets, and that the other three- fourths
of that block is already zoned "H -S" Highway Service District. Mr. Sullivan
further advised the proposed zone is consistent with the intent of the General
Plan text and will bring the Zoning Map into conformance with the General Plan
Land Use Map in that area.
The petitioners for the zone change stated that everything else in the
block'is zoned "H -S" District, and the three families got together and thought
it would be best if they had the same zoning. Ms. Muriel Collie, 414 Grand
Avenue, stated she was in favor of the proposed zone change.
There being no further discussion for or against the proposed zone change,
Chairman Gerrish declared the hearing closed, and the following action was taken:

RESOLUTION NO. 77 -540 EIR
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY

IMPACT DECLARATION.
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ARROYO GRANDE RECOMMENDING APPROVAL OF AN
AMENDMENT TO THE MUNICIPAL CODE OF THE CITY OF
ARROYO GRANDE AS PROVIDED BY CHAPTER 4 ZONING,
ARTICLE 32, OF SAID C®DE.

REFERRAL FROM THE CITY COUNCIL - AMENDMENTS TO THE SUBDIVISION ORDINANCE.
Planner Sullivan stated that the City Council, prior to the second read-
ing of the amendments to the Subdivision Ordinance, have determined that there
are substantial changes to the recommended amendments originally reviewed by
the Commission and, therefore, they would like the Commission to review the
changes and submit any comments.
After discussion, Planner Sullivan was requested by the Chairman to advise
the City Council that the Planning Commission has reviewed and approved the
amendments to the Subdivision Ordinance.
ANNEXATION OF COUNTY ISLAND
Planner Sullivan pointed out the proposed annexation area on the map, stating
that the City Council, at its regular meeting of July 26, 1977, discussed initiat-
ing the annexation of the Frontage Road area and /or Brisco Hill into the City of
Arroyo Grande, and that the City Council has established the policy whereby no
new water services•,will be permitted in this area unless annexed into the City of
Arroyo Grande. In answer to Doris Olson's question as to the number of acres in-
volved, Planner Sullivan stated it was estimated to be between 40 to 80 acres.
Mr. Al Jackson, 208 Fair View Drive, inquired if the County would take care of
the road before it is annexed to the City. Chairman Gerrish advised if the City
annexes this area, we will have to take care of the road. Mr. Sullivan added
that the County doesn't have any feelings one way or another about this, and the
City will pick up the ,tab for maintaining existing improvements.
Mayor de Leon advised that the City is losing money, in that building permits
are issued in this area by the County, and if it had been annexed a long time ago,
the City would be getting the permit fees and then service this area In answer
to Commissioner Cole's question as to whether all of the Councilmen felt this
annexation was a good move, Mayor de Leon advised all Councilmen were in favor
of this annexation.
Planner Sullivan advised with regard to compatible zoning in the County and
our existing zoning, the City's General Plan and Zoning would have to be reviewed.
However, he has reviewed the General Plan Land Use Element's Section on "Annex-
ation Policy" and, in his opinion, this proposed annexation is in conformance with
the General Plan.
After further discussion, the following action was taken:

CITY ATTORNEY'S REPORT RE: BADEN LOT SPLIT CASE NO. 77 -267, 1385 BRIGHTON AVE.
Chairman Gerrish advised that the Commission has read the City Attorney's
report and recommendations to the City Council with regard to the Baden Lot Split,
and that the City Council has already taken action on the matter, and that no
further action is required by the Planning Commission.
ORAL COMMUNICATIONS
Mrs. Elizabeth Jackson, 208 Fair View Drive commented that when a certain cut
is done into a grade, a retaining wall is required, but there is a very loose
period in there. She advised she has noticed several places in town where there
have been drastic cuts made right next to the property,.and people are going right
ahead with the building.. She further stated that in some cases the ground is
crumbling and, in her opinion, the Architectural Review Committee should get to-
gether and straighten this out. She stated a good example of this is on Brighton
between Corona del Terra and Ruth Ann Way.
REQUEST TO BE OUT OF TOWN
Chairman Gerrish advised he will be out of town for the next Planning Commission
meeting of August 16th.

There being no further business before the Commission, Chairman Gerrish de-
clared the meeting adjourned at 8:27 P.M.
