The Arroyo Grande Planning Commission met in regular session with
Chairman Pope presiding,. Present were Commissioners Cole, Gerrish, Hitchen,
Mathews, and Ries Commiss..onr:r Moots was absent. Also present were Mayor
de Gallagh and Millis, City Administrator Butch, and Planning
Director Gallop:.

stated he had received a request for an extension of time on this lot split
which was due to expire on Marsh 22, 1977. The property is cn portion of
Ash Street not yet dedicated, and there are extensive off- street improvement

PUBLTC HEARING -° REZONING CASE NO. 77 =98 IDENELS0N, GARDEN, AND WHITELEY,

Director Gallop displayed a m.p of the proposed rezoning. He stated
that about a month ago there had been a request for a triplex in this "R -2"
Zone. The people iz1 that area had since circulated a petiticn for rezoning
to "R-1 ".. There had been over 60% of the property owners who had signed
the petition, representing 70% of the valuation. He noted there were two
government owned parcels in the area, neither of whir.h would affected by
the zone change. He noted there had been another permit issued for a duplex
in this area this week. The zone change will not affe.: :.t splitting any of the
existing logs in the area so long as the new logs meet "PA." requirements
Until such time as the rezoning becomes effer.tive, anyone may put an "R -2"
use on these properties.
After being assured by Planning Director Gallop that public hearing

REQUEST FROM ROSS AND LEVIN /HELD OVER)
'John Ross, of Ross and Ledin, architects for :the proposed Catholic
Church expansion, seated they were in the pro. ..ess of completing preliminary
plans for the expansion, and in planning for the parking lot, - they found
that under the curret Code in Arroyo Grande, there are two basises in
c`•.€t.erminin.g the number of oars, seats or area. The area method required
one space for every 15 square foct of space the seat method required
one parking space for every 3,5 fixed seats. For the 575-577. seats they
planned, this would mean 370 spaces by the footage method and 164 by the
seat method. He said they were hoping the City would review the
requirements in this regard.. He said that there were approximately 390--
400 people in the•church new at the peak service at 1000 a,m., Sunday
mornings. By counting the existing span e.s provided and the on- street
parking, they had :about 150 spaces, Th5t enabled them to develop a
ratio of 2.66 people per car zpplie.d to the seating, they
would need 220 cars. This was mcre than the seat method, but less than
the footage method,, The church also has about: 600 ft. of frontage., which
provides about 18 spaces,. He felt i would uct be .nre5aor,ab1e to use•these

spacesonce a week. In ail, they were proposing to add about 225 cars on
the lot and about 18 on the street for 240 -245 spaces or a 2.4 ratio,
This wc;.ilcilk r ouble the requirement in some parts of the State. He felt
they shouldn't have to plan for the peak attendance. He felt that it
would not be unreasonable to look at the whole parking ordinance, as a
variance might set a precedence,.
Director Gallop added that this ordinance has been on the books since
1969. He felt the Commission had two options; uphold the existing ordin.r•c.ce
or ask the staff to make a study and come back with a report at the next
meeting or shortly thereafter. He reviewed the parking nrdinance for the
Commission,. In the past, they have required parking based on the maximum
use of the building. The maximum number of spaces required by the two
methods would be the mir+imum requirement.
Ella. Honeyc:u 560 Oak Hill Road, suggested the Churr h consider
leasing the High' School:. parking lot and s • the agri ult•ara( land, as the
Police Department is using the Methodi.s,: C nfeh.parkin.g let. Chairman Pope
said this would be feasible. Commissioner Hitchen asked about the parking
provided on- street. Director Gallop replied that they had never granted
credit for parking on the street. He said there was no basis for a variance
in this case.
Michael O'Sullivan, Pastor of the Church, asked if they would have
an opportunity to talk to the staff before they make a recommendation;
Chairman Pope replied that they could,
After further discussion, on motion by Commissioner Ries, seconded
by Commissioner Moots, and unanimously carried, the Commission referred the
matter to staff for their study and recommendation:
PUBLIC HEARING - USE PERMIT CASE NO, 77 -257 GRAND AVENUE TO ALLOW FOR AN
ATHLETIC CLUB AND STORAGE (MANNING-MARTIN COM.�ANf
Director Gallop stated this is a use permit for an athletic club to be
constructed on the south portion of the property behind the Fidelity Savings
building, The main access would be off of Grand Avenue. He said that the
property is more than adequate to take care of the proposed use, noting that
since this is not a specified use in the "H -S" District, a use permit is re-
quired. He recommended that if the permit is granted, any conditions be with-
held, subject to architectural approval.
After being assured by the Planning Director that public hearing for
the proposed use permit had been duly advertised, posted, and property owners
notified, the Chairman opened the public hearing.
Bob Manning, one of the petitioners, clarified what they meant by an
athletic club. He said they hoped to construct a maximum of six handball -
racquetball courts with showers and lounge facilities. The storage would be
temporary use by the glass company.
Mrs. Keesaman, .150 South Halcyon, said she felt this proposed use
would downgrade the residential lots surrounding it, even though it is zoned
"H -S ". She also felt the drainage and ingress and egress would be prcb' ems:.
She felt there would be a traffic problem caused on Grand Avenue,
Chairman Pope asked where the access would be. Dr. Manning said that
the property owner also owned the property in front and there was legal access
to Grand Avenue. There was also a right-of-way through a parcel of property
to Halcyon Road.
Mr. Ward, Route 1, Box 464 W, owner of the furniture store property
said he also owned this land and leased it to Mr. Ryzner. The lease stated
that this area was for parking for the furniture store and Mr, Ryzner's shop.
There was also ingress and egress provided in the lease. Director Gallop
noted Mr. Ryzner was(buiiding the club, and Dr. Manning and Mr. Martin would
lease it. Mr, Ward said his chief concern was the ramifications. He asked
for some kind of idea as to how many people to expect,

Greg Martin, 1555 Brighton, one of the petitioners, said they figured on a
maximum use of approximately 25 people at one time. He felt this would be in
the evenings when the rest of the businesses were closed. During the day there
would also be a high usage at

Planning Director Gallop added the City could not issue a building p
out legal access.
Commissioner Hitchen asked if there would be any night.lights. Greg
Martin said the courts would be totally indoors.. The only lighting outside
would be for visibility in entering the building.

Doris Olsen, representing the Santa Maria Times, asked

several years ago to put an ambulance company on this property
said the problem with that was that the ambulance company wanted to be able to
go both east and west onto Grand Avenue, and there is a divider strip in Grand
Avenue.
Commissioner Gerrish asked how the City would police the club ft.theythis
limited it to handball and racquetball courts: Chairman Pope replied
would be up to the City Administrator.

"0" Open Space, "S -F" Secondary Flood Plain, and '!P -F" Primary Flood Plain
Districts, which had been prepared by Hahn & Wise, the. Ecosultantsmffor thes

up conditions for the "0" District. It is primarily a method of maintaining
areas within the City primarily in open space and limited to very, very re-
stricted uses. This is somewhat different from the Agricultural Preserve Pro -
gram, in that a person with an "0" override on his property could receive some
tax relief consideration, but the City does not receive any remuneration as it
does under the Williamson Act. He anticipated this would be used primarily in
new subdivisions where the City demands open space. After being assured that
public hearing for the proposed amendments had been duly published, the Chairman
opened the public hearing.
Chairman Pope asked for public input on the proposed "0 ", "S -F ", and "P -F"
Districts; there was none on the "0" and "S -F" Districts: With regard to the
"P -F" District, Ella Honeycutt, 560 Oak Hill Road, said that the ordinance does
not address itself to the flood inundation from Lopez Dam.. She said there was a
plain and a flood inundation area. Director Gallop said that if they considered
putting the potential inundation area in, it would cover a large portion of the
City and put severe conditions on that area He said he understood the definition
of flood plain to be: (1) flooded by normal 100 year storm or (2) primary or
secondary flood potential. He said they would have to use the study by the
Corps of Engineers when it is completed. He felt that if they were going to
go further, they would need to address the map; he did not feel they could
address certain areas of the ordinance per se:..
There being no further discussion, Chairman Pope closed the public hearing
on these items.
Chairman Pope asked for any public comments on the proposed amendments to
the Subdivision and Zoning Ordinances.; there was none; He then closed the public
hearing.
Commissioner Gerrish noted there had been some typographical errors in the
drafts, as well as some minor changes made in the study sessions, and asked that
they be changed in the final copy.

CONSIDERATION OF BUILDING FEES ORDINANCE
Director Gallop stated that what had been prepared was very similar to that
of the City of Pismo Beach in establishing park fees in connection with the
construction of new buildings in subdivisions or in areas where the subdivider
has not paid park fees or contributed land for park purposes., He reviewed the
proposed ordinance, noting that there is no public hearing required on changes
to the Subdivision Ordinance. If the Commission approves of the proposed
ordinance, it should be forwarded to the City Council., Commissioner Gerrish
expressed concern over the lack of a public hearing. Director Gallop replied
that this was up to the City Council; this matter was for consideration and
recognition only by the Planning Commission, On motion by Commissioner Moots,
seconded by Commissioner Cole, and carried, the Commission recommended to the
City Council the adoption of the proposed building ordinance; Commissioner
Gerrish was opposed..

SUBDIVISION REVIEW BOARD RECOMMENDATIONS - TENTATIVE TRACT MAP NO, 636, FARROLL
ROAD (PHILLIPS)
Director Gallop displayed a map of the proposed tract, noting that a
Negative Declaration had been accepted on this development on February 1, 1977.
He said the only real concern the Review Board had was a potential that some
day the adjoinii property owned by Church would wish to expand. Therefor,
they were recommending a one foot denial strip on the westerly boundary
of this development so that there is some control if the Church does decide
to expand. He reviewed the other conditions of the Review Board, noting that
drainage is not a particular problem..
Chairman Pope asked for public input; there was none.
After a brief discussion, the following action was taken:

RE VEST FOR NEGATIVE DECLARATION - GRADING PLAN FOR PROPOSED SHOPPING CENTER AT
NORTHEAST CORNER OF BRANCH AND WESLEY (CARING, TAYLOR & ASSOCIATES)
Director Gallop noted that the parcel of property is part of the
old Catholic Church property. He said the grading plan had been approved
by the City Engineer's Department. All normal conditions of Chapter 70 of`
the Building Code would apply to dust control, drainage conditions, etc,
It had also been reviewed by the Division of Highways, and received its approval..
Bob Garing, one of the developers, reviewed the grading plan for the
proposed development. They planned on using a series of retaining walls on
the property.. The grading would be confined to the front portion only.
Chairman Pope asked for public input; there was none..
Commissioner Cole stated she would abstain in this matter, as she lived
across the street from the proposed development. Commissioner Gerrish stated
that in an earlier grading plan for this property there had been some talk of
saving some trees on the property; he asked if thia plan did. Director Gallop
replied that the developers planned to protect the trees and move them if
possible as noted in the Negative Statement. He noted that the grading can be
completed before architectural plans are submitted to the Commission:.

G FAULTS WITH RELATIONSHIP TO LOPEZ DAM
Chairman Pope said that he understood there had been a report prepared by
Garing, Taylor & Associates at one time which determined an earthquake fault. under
Lopez Dam or the possibility of one. He asked Mr. Garing if this Was correct
Mr. Garing said he did not believe the report said there was a fault under the
Dam; it mentioned otter fault: in the area, such as the West Huasna. Fault, the
San Andreas, etc, If there was a tremendous upheavel, there might be some
effect on Lopez.. They didn't say Lopez Dam would go; simply that it would
be affected, Ella Honeycutt,560 Oak Hill Road, said she had never stated there
was a fault under Lopez Dam; she had always referred to the West Huasna Fault.
She said there was a copy of this report in the City offices, and that it
says the Dam could go, Mr. Garing said he felt there m•y be some misconceptions
about faults. There are many faults in this area,. Heperson.al y didn't see
any problem with them, alit ough there is always the worry,.
REVIEW COMMITTEE ACTIONS
ArchiteturalReview Case No. 77-133 Sunrise. Terrace Sopping Center,.
Vally Road (Elliott) v. Director Gallop said that this proposed building is
to a "C-N" District on a piece of flat land in front of Sunrise Terrace
adjacent to Valley Road,. At the present time, there is one structure proposed:.
This is a permissive use in this district_ 1 reviewed the conditions,.
Chairman Pope asked for any public input; there was none. After a briett
discussion Chairman Pape ordered the report filed,
Architectural Review Case No. 77-14. Loomix Branch Street, Ten Year
Development Plan Director Gallop noted that this is a portion of a ten year
development plan. It is an addition to an existing building 'on the poperty
which was formerly the insurance building. In considering the property, the
little white house to the west and this bui.ld4 g are rousidered opetuuit.,
As additional units are put: in, the parking will. have to be adjusted';.
He reviewed the conditions and the Chairman asked for public input;
there was none. The Chairman ordered the report filed
ORAL COMMUNICATIONS
Ella Honeycutt, 560 Oak Hill Road, asked that it be noted for the
public record that the report. on earthquake faults is in the City Engineer's
Office, This was prepared by a Ventura firm, which was not interested other
than in giving facts, She said ghat with this report in the files, the City
could be liable if there is an earthquake and the dam goes.. She said she
had never said the fault was under the dam; she had always said it was the
West Huasna Fault. Chairman. Pope said he had misunderstood her and this was
why he had asked about the report.
With regard to the rezoning granted earlier from "R - -2" to "R-1"
Commissioner Hitchen asked what the area had been zoned b= _arore is became "R -2 ",
City Administrator Butch said that it had been "R--2" since about 1949.
Director Gallop noted that the Commission had received copies of the.,
new Safety and Noise Elements and the amendments to the Land Use Element
which were adopted last year.. They were in the process now of binding the
Housing, Public Services and Faciiiti.i.e.s; and the Public. Buildings Elements.
There were still the Parks and Recreation and the Scenic Highways Elements
to be reviewed:
Chairman PopeC tsed the Commissioners to tike the time and review the
properties involved on each agenda beforehand and get the general lay of the
land to rake a decision which is in the best interest of the City.
