HomeMy WebLinkAboutPC Minutes 1976-07-0628 Arroyo Grande Planning Commission July 6th, 1976 The Arroyo Grande Planning Commission met in regular session with Vice Chairman Moots presiding. Present were Commissioners Cole, Gerrish, Mathews, Pope, and Ries. There is one vacancy existing on the Commission. Also present was Planning Director Gallop. APPROVAL OF MINUTES Director Gallop noted that he had received a letter from City Attorney Shipsey stating that the Public Hearing on Use Permit Case No. 76 -244, which had been questioned at the last regular meeting, was valid. After hearing no additions or corrections, the minutes of the regular meeting of June 15, 1976 were approved by the Vice Chairman as prepared. ELECTION OF OFFICERS Vice Chairman Moots opened nominations for Chairman of the Planning Commission for 1976 -77. Commissioner Mathews nominated Commissioner Pope as Chairman; the nomination was seconded by Commissioner Cole. On motion by Commissioner Ries, seconded by Commissioner Cole, and unanimously carried, the nominations were closed and Commissioner Pope assumed the Chair. Chairman Pope opened nominations for Vice Chairman of the Planning Commission for 1976 -77. Commissioner Ries nominated Commissioner Moots to continue as Vice Chairman. Commissioner Moots withdrew as he had held the position for two years. Commissioner Mathews nominated Commissioner Gerrish as Vice Chairman; the nomination was seconded by Commissioner Moots. On motion by Commissioner Ries, seconded by Commissioner Cole, and unanimously carried, the nominations were closed and Commissioner Gerrish was elected as Vice Chairman for 1976 -77 On motion by Commissioner Mathews, seconded by Commissioner Moots, and unanimously carried, Carol Bento was reappointed as Planning Commission Secretary for 1976 -77. REVIEW COMMITTEE ACTIONS: ARCHITECTURAL REVIEWS Architectural Review Case No. 76 -120 (Filer) - Director Gallop noted that the Tentative Subdivision Map for this condominium had been approved ac the last Commission me ting, but that Architectural Review had been held in abeyance Until complete elevations were available. He reviewed all of the Committee's recommendations for the Commission. Elizabeth Jackson, 208 Fair- view, asked. if there had been adequate parking set aside for guests. Chairman Pope stated that the Commission had approved two (2) parking spaces for each unit, as was requiree, in the Zoning Ordinance. Architectural Review Case No. 76 -122 (Brauninger) - Director Gallop briefly reviewed all of the conditions recommended by the Review Committee. Architectural Review Case No. 76 -123 (Prather) - The Planning Director reviewed the Review Committee's recommendations. Commissioner Moots asked about the possible driveway modification noted on the recommendations.. .Director Gallop stated that this had been a question at the time the Committee had con- sidered the matter; however, since that time the Public Works Department had decided that the separation was adequate. There being no additions or corrections, Chairman Pope ordered the re- ports filed. SOILS REPORT Director Gallop stated that this Soils Report and Map had been prepared to give the City Council and Planning Commission some idea of what is involved when they discuss Class T. and Class II soils, The map showed all Class I and II soils, except those comm:_tted for development, such as Strother Park. The Report showed ownerships of the Class I and II soils, and indicated that there are nine (9) owners in the City who have 10+ acres of Class I and /or Class II soils. Three owners had petitioned for, and were granted, Ag Preserve status; however, none had entered into a contract yet. Commissioner Mathews asked how much of the Class I, II, and III soils are in rt„ Sewer District. Director Gallop replied that probably all of it was Arroyo Grande Planning Commission, 7 -6 -76 " Page 2 in the District, with the exception of the Dixson property and possibly the Saruwatari. He- stated he would check into this and let the Commission know. Commissioner Mathews stated he'felt that some people buy land for investment and that it was wrong to just arbitrarily change the zoning on property. Ella Honeycutt, 560 Oak Hill Road, stated that the map was not complete unless it showed the soil classification on all land, developed or undeveloped. She then read an exerpt from a paper entitled "Part III: Validity of Down - zoning". The article stated that persons who buy land as an investment must face the consequences if their investment is bad. "Therefore, there is every reason'to conclude, and rightfully, that if your investment advice or luck was not too good you must suffer the consequences of a depreciation in the value of the land as the result of the reasonable exercise of the police power." The report also furnished the names of various court cases to support this view. The report is on file- in•:the Planning Department. Mr. and Mrs. Jackson, 208 Fairview, questioned the source of the soils map. Director Gallop stated he had received the information from the U. S. Soils Conservation Office in San Luis Obispo. This information was available to the public. GROVER CITY LAND USE PLAN AMENDMENTS Tom Sullivan, Acting Planning Aide, presented the proposed Grover City Land' Use Plan amendments as they affect the mutual boundary line between Grover City and Arroyo Grande. These changes included changing the corner of El Camino Real and Oak Park Boulevard to Highway Service (formerly Visitor Accommodation); changing a portion of the low density area southeasterly of the intersection of Newport Avenue and. Oak :r Park Boul and to medium density; changing a portion of the property easterly of Oak Park Boulevard and Long Branch Avenue from High Density to Industrial; allowing for a park north of Mentone Avenue, between Thirteenth Street and Oak Park Boulevard; and chang- ing the property at the southeast.corner of Atlantic City Avenue and Oak Park Boulevard from Low Density to Medium Density, He added -that a ten -unit subdivision had'already been approved on,the last property. Chairman Pope asked if Mr. Sullivan thought the changes were com- patible with Arroyo Grande's Land Use Plan. Mr. Sullivan stated they were. The only possible problem would be'if the high density area easterly of Long Branch Avenue developed, since it was adjacent to Arroyo Grand I , planned industrial area and there might be problems of vandalism. Commissioner Mathews stated that both Grover City and Arroyo...Grande needed light industrial areas. He added that some people he. had talked with questioned whether or not these should be on Grand Avenue; perhaps they 'should be closer to the freeway. Tom Sullivan stated that Grover City had added an additional classi- fication of Medium -High, which allowed 9 -12 units per gross acre. Director Gallop added that Grover City had made some text changes; however, these were mostly just for clarification purposes. ADJOURNMENT There being no further business, on motion by Commissioner Moots, seconded by Commissioner Ries, and unanimously carried, the Commission ad- journed at 8:17 P.M.
