HomeMy WebLinkAboutPC Minutes 1976-02-03200 Ar.r.c:yo Grande Planning Commission February 3, 1976 The Arroyo Grande Planning Commission met in regular session with Vice Chairman Moots presiding, Present were Commissioners Cole, Gerrish, Mathews, and Sandoval. Absent were Commissioner Ries and Chairman Calhoon.. Also present were Planning Director Gallop and City Administrator Butch, MINMTE, ,APEROVA.L The minutes were approved by Vice Chairman Moots as prepared, after hearing no additions or corrections.. ,wRTTTEN„CORRFS,PONn:NCF Director Gallop noted that. the Commission had received copies of the latest Population Report, He stated that it was primarily a review of the City's growth through 1975, He added that there was another report in prepara- tion which would deal with the specifics of land development and which should be completed in about a month, which would be a companion to the Population Report: FROM ''C N" NETG1 BURkrOOD COMMFRC IAL_ TU, j' , Z Mv1.^, :P'LE_EA ? ggt_I IAN,TTAL ;MR DISTRIC_T_,(.LUVETT tIOC)D,,__E COMMISSIONER MATHEWS WAS EXCUSED DUE TO A POSSIBLE CONFLICT OF INTEREST AND IS NOW ABSENT. Director Gallop referred to a map of the property, noting that the property is under two ownerships; the easterly portion belonging to Mr.. Baden, the westerly to Lovett -Wood Development, Inc. He added that the easterly portion belonging to Mr. Baden is split into two zones, the largest one being "R -3 ",. He stated that the "R -3" zoning would be honored on the entire property if it were developed; Mr.. Haden was requesting the zone change to eliminate division of the property.. Director Gallop also noted that he had received a petition, containing 71 signatures, which objected to the proposed xczoning because of the poesi,i impact on the Lucia Mar School System, the increased traffic and because the surrounding area is mostly "R - 1" and this rezoning was not in conformance with that Upon being assured by Director Gallop that public hearing for the pro- posed zone change had been duly published, posted, and property owners notified, Vice Chairman Moots: declared` the'public hearing opened, Sigfried Baden, owner of the easterly portion of the property, reviewed the features of his property for the Commission, noting that the is a 16 f1, lane running up from Grand Avenue which provic.as access to the property., An easement:: gave him the right to use the lane, He noted that the "C property could not be developed because the City would not allow an easement approach to a business in a commercial zone,. He added that there is no sewer line along any aide of his property, and about 80% of that property can not be served by a gravity flow sower He felt that installing individual pumping plants, a central pumping plant., or eD :tttng an easement, to Grand or Courtland was a costly drawback to any developrne: t t: property,. He felt that a third drawback was the cost of paving one - half of Brighton Avenue, If the property were zoned "R -3 ", then the costs could be spread over a larger amount of units. He added that if his property were to be developed, then Brighton Avenue would have to be opened, and if the citizens wanted to have this happen, the zone change was the first step. He stated he wished to see the Lovett -Wood rezoning granted in hopes that they would arrange a sewer line so that the City would allow a sewer line on his property so that he could connect, and would allow him to make the most probable development of his property.. Addison Wood, part of the westerly portion of the property... said that the property sits 10 ft. lower than Brighton Avenue and that the4 did not want to go any further back with commercial development; he spoke in favor of the requested zone change, Lloyd Beecher, 338 Courtland,, spoke against the requested zone `change for several reasons. He felt there would be significantly increas traffic and he also did not. believe he should have to rescue Mr.. Baden tarn his problems He suggested th.3t. Mr Baden, Mr Wood, any'. M:.. 'Lovett develop i:h >Ar total property as "C»N' Arroyo Grande Planning Commission, 2-3-76 Page 2 Elizabeth Jackson, 208 Fairview, asked the Commission: what is the present ,number ;of apartments in the City ;.in land presently zoned "R -3" and "R-b" for apartments, how much of that '1'and is now undeveloped; how many apartmen`ts iild . presently undeveloped land produce; how many single family residences now and potentially, and how many apartments now, and potentially are there, She also felt thatt the proposed rezoning was not in conformance to the present use of land in the area. She asked if there were any ro:quired parks around this property Director Gallop replied that. the City did not own any land in that area. Madelyn Steele, 1598 Hillcrest, questioned the Land Use Map with reference to the northeasterly portion of the property owned ,Mr, Baden., The property is presently zoned "R -3 "; the Land Use Map shows light density, which "R-3" is not. Director Gallop explained that the property had been zoned "R -3" for several years, subject to development; if the property is ever developed as "R -3 ", the Map would have to be changed, Allen Jackson, 208 Fairview, asked the date of the Land Use Map, Director Gallop replied that it was last amended in 19';', Mrs, Kathleen Stinchcomb, 308 Courtland, asked how many units are allowed in "R -3" and "R °2" zoning„ The Planning Director replied that there was one unit for every 1500 sq, ft, of gross area in- "R °3", providing the development and coverage requirements could be -met; "R -2" meant duplexes„ Lou Davis, 1431 Newport, asked the height limit in an "R -3" zone; Vice Chairman Moots replied that it is 30 ft, Mr. Davis also inquired as to the effect this zone change would have on the paving of Courtland, The Planning Director replied that Courtland, from the present paving south to Grand Avenue, would not be paved unless the property were developed, Mr, Davis asked that the Commission maintain the established use of the property; i,e,, "R -1" or "R -2" at the most, Joyce Senior, 1304 Brighton, stated she was opposed to the requested zone change; she felt the extra traffic was not needed, Afton Hogan, 350 Courtland, also was opposed to the rezoning; he felt multiple-apartments would bring in a lot of undesirable people., Mrs,, Higdon, 183 Fairview, felt that the area should be commercial or single family residences.. Jane Wiley, Route 3, Box 221, San Luis Obispo, representing the owners of the property west of Courtland and opposite the property.in.question, asked about the paving of Courtland from Grand Avenue north, Vice Chairman Moots informed her that the property across from the "C -N" zone would'not have to be improved unless it were developed,: Al Keat, 209 Fairview, felt that apartments would be undesirable, Karl Hogan, Poplar Street, stated he believed that Courtland creates a problem as it now exists., Commissioner Sandoval asked that the Commission hold off disci,ssion until the next regular meeting as there were t7wo members missing from this meeting.. He felt that their input would be important. Director Gallop replied that these two could not participate because they had not heard the public input,. However, the Commission could continue the public hearing, allowing additional public in- put; this would make it permissable for the two absent Commissioners to partici- pate in the final decision, On motion by Commissioner Gerrish, seconded by Com- missioner Sandoval, and unanimously carried, the Commission voted to continue the public hearing at the next regular meeting of February 17, 1976, COMMISSIONER MATHEWS IS NOW PRESENT, CONIINWILAND USE ELEMENT OF THE GENERAL, PLAN FOR THE CITY OF ARROYO GRANDE Director Gallop noted that the Commission had received .a petition and some suggestions from the public regarding they Land, Use Plan.. Five letters regarding changes to the Land Use Plan had been distributed to the Commission with the-agenda materials, as well as.a:staff report on the matter. 201 202 Arroyo Grande Planning Commission, 2 -3 -76 Page 3 Fred Wolfe, 540 Gaynfair Terrace, referred'to the suggestions for changes to the Land Use Plan, .regarding the schools, which he had presented to the Corn mission. He explained each of the changes,.and why he proposed them., He felt that his changes would project a better local picture of the schools,: He also stated that he felt that the area at Oak Park Boulevard and Highway 101, which shows light density, is not in conformance with the Zoning Map for that area, which indicates "C -N" zoning. Bill Langwor.thy Print.z Road, said he believed that development will be forced into the hills, rather than the prime agricultural lands. He felt that thy: hills were -an area of great sensitivity; and suggested that the Commission appoint: an ad hoc committee composed of Commission members, staff, land owners, and possibly interested citizens to consider what use this land can be put, consistent with things like the Open Space ; E1 ment, Central Business District vitality, Circulation Element., and with the kind of living that exists in Arroyo Grande. Bill McCann 428 Tanner Lane, referred to the Land Use Plan with regard to agricultural lands, He felt: that the Commission should consider amending the Plan to help prot:.ct the prime agricultural lands on the valley floor: the area east and adjoining Greenwood. Manor, the area across the Creek and - northwesterly of Greenwood Manor, the strawberry fields south of Grand Avenue, and other small pockets of land off of Cherry and the freeway, and e.outh of Branch Street and west of the freeway., Joe Moore, 200 Nelson, asked that the Commission consider changing the Land Use Element regarding the area south of the Creek which is currently "C -B -D ". He felt it should be "R -3" CA some type of residential.. He did believe "C -.B-D" would be good in the future, but not right now; he suggested some way rc fo md, that this could be put off for about 25 years, Madel;;n Steele, 1598 Hillcrest, questioned the conformity of the zoning for the intersection of El Camino Real and Oak. P, ;k. Boulevard, Director Gallop replied that there,; is a small section of "H -S" at the intersection that has been there for a long time, and is considered part of the total "P -D" zoning for the area; It could be pinpointed if the Commission wished; however, he felt nothing would be gained by this until such time as something was done about the corridor. area Peggy Langworth.y, Printz Road, asked how the Land Use Legend is related: to the Land Use, Plan, and if it is legally binding °, The Planning Director ex- plained that the Legend. is a part of the Land Use Map, and the Map is a part of the Land Use Plan, Karl Hogan, Poplar. Street, questioned the figures used by Mr.: Wolfe in compiling his suggested changes to the Plan regarding schools, Mr, Wolfe replied that hiE figures were based on tho most recent sight: analysis and thfa State utilization formula.: Mr. Hogan also felt that.growth control and directed growth would provide the tax base to meet the future civic costs without disruption of the small_ city configuration of Arroyo Grande, Taxation from businesses furnished money for schools without asking anything in return from the sch.00ls,. He felt: that the Land Use Plan should be adopted as it presently stands, with minor modifications, Ella Honeycut:c, 560 Oak Hill Road, said she believed there should be slow, well planned growth so that the servic_s could hold up with the increased population, Shy: suggested that the Commission study a plan such as that used in Ramaho., New York „.which is based on an 18 -year plan,. Development is graduated, and is based on a point basis; the devM.lopers get so many points for schools, etc, There being no further discussion of. the Land Use Element of the General Plan, Vice Chairman Moots declared the hearing closed. He asked that all the suggestions presented be typed up for Commission consideration prior to the next regular meeting Director Gallop stated that they would be available to the public b9 Tuesday afternoon, February 10„ Be added .ghat the Commission had several choices: they could adopt: the General Plan as it now exists and send it to the Council for approval; the Co�.:ncil could then make any changes th.,y wished and send. it back to the Commission. for reconsideration, If the Conpnission wished to make and changes, they could. do so to the map and /or text.; there`: was no limitation to the amoc,nt of changes they wished to make.. These chang7's then Arroyo Grande Planning Commission, 2 -3 -76 would go to the Council for their approval and /or changes. Also, the Commission could reopen the public hearing, with unanimous approval, for any additional input they felt they needed. ADJOURNMENT There being no further business before the Commission, on motion by Commissioner Mathews, seconded by Commissioner Gerrish, and unanimously carried, the Commission adjourned at 8:56 P.M.
