HomeMy WebLinkAboutPC Minutes 1975-10-01rr 1 1 Arroyo Grande Planning Commission October 1, 1975 The Arroyo Grande Planning Commission met in adjourned.. session with Vice Chairman Moots presiding. Present are'Commissioners Cole, Gerrish, Mathews, Ries and Sandoval. Chairman Calhoon is absent. Also present are Planning Director Gallop and City Administrator Butch.' STAFF REVIEW PROCEDURES Administrator Butch briefly reviewed for the Commission's information the usual pr '.edures followed by the City staff in the discussion, prepar- ation, and submittal of the various types of petitions which come before the Planning Commission. • He indicated that, in cases of land development such as a "P -D" or subdivision procedure, 'there might well be a six to eight month period from the.time•the project was first discussed until it came before the Commission, and that normally many changes were made in the proposal to bring it,to a'form that the staff felt would be reasonable and acceptable under the Land'Use Plan and under the City's ability to serve. He also indicated that in the future there would be more effort made to provide information to the Commission, the press, and the public, prior to the actual'public hearing procedure, when time permitted; and that an''' effort would be made to have the information more inclusive.than in the past. There was a general discussion between the Commission, Mr. Butch, and the Planning Director along the lines outlined above, and it was indi- cated that more study sessions would be necessary to accomplish this type of information dissemination. Commissioner Cole inquired as to whether it would be possible to start the regular Commission meetings at 7:00 for a half -hour study session prior to the regular meeting at 7:30. It seemed to be the general opinion of the Commission that they could make this time and that the study period would be appreciated. The Planning Director alerted the Commission that . many times a half -hour would be insufficient to cover pending matters, and that it may be necessary to continue the study time to follow the regular meeting. ADMINISTRATOR BUTCH LEFT THE MEETING. " -P" AGRICULTURAL PRESERVE ZONED DISTRICT PROPOSAL ThePlanriing Director reviewed a packet of materials which consisted of the proposed zone change, "Rules of Procedure ", the application form for Preserve status, the application form check list, and resolution for the use of the City Council. He indicated that all the material, plus a contract form; had been sent to the City Attorney for his review and approval of content and form. The Planning Director noted that the " -P" Combining Zone was a result of several requests by farmers within the City for implementation in the "Wil- liamson Act" ;.and that the proposal followed the lines of the County Ordinance and procedures, and in view of this, the material should be legal and acceptable. He also noted that the "Policy Statement" should be adopted by the Corn- mission and Council by resolution, and that it also provided for the eventual adoption of a "Scenic Easement" and '"Open Space Combining District" without the necessity of amending the policy or writing a new policy. There were several questions from the audience concerning the terminology used, and after these questions were answered, the matter was tabled to the next regular meeting. TALLY HO ESTATES The Planning Director reviewed the referral from the City Council, noting that Council had requested the Commission to consider the possibility of chang- ing the "R- A -B -1" zone, which had been petitioned and recommended by the Plan -- nifg Commi §gign p0 a " R7A _ $ -2" 4QfQ clagsiiiQa.tign 167 168 Arroyo Grande Planning Commission, 10-1 -75 Page 2 He reviewed material which had been prepared by the petitioner with respect to the number of existing parcels on Tally Ho, with reference to their size and property widths. He also reviewed a report prepared by the Director of Public Works pertaining to sewer capacity, how domestic water would have to be served to the area, the capability, of existing road right -of -way to have a stand- ard forty -four (44') foot curb -face to curb -face road without sidewalks; and the drainage of the property was also discussed, with particular ref- erence to property "up stream ", This information will be put into report form for Commission and public use for the next regular Commission meeting on October 7, GENERAL DISCUSSION PENDING DEVELOPMENT PROJECTS MILLER DEVELOPMENT OF THE WEBB-LOOMIS PROPERTY ON THE HILL IMMEDIATELY NORTH OF THE CITY AND ADJACENT TO LE POINT STREET- This property consists of approximately twenty -seven (27) acres= The development will consist of twenty -seven (27) "R- A-B -3" lots, and the petitioner will be requesting utilization of the "Optional Design Standard" in the Zoning and Subdivision Ordinances, whereby the Commission can grant a developer certain design considerations to enhance the use of the property, diminish scarring-cut and fill, control erosion, and so forth, provided the normal permissive density is not exceeded. GREENWOOD - The Director stated that zoning and subdivision have been proposed on this property several times in the past, and on both occasions the petition was lost; however, Greenwood Manor was developed as two sub- divisions through an approved Tentative Subdivision Map, which included all of the Greenwood property, which consists of approximately forty (40) acres: The current zone change deals with ten (10) acres adjacent to and east of Greenwood Subdivision, northerly from Branch Mill Road, If the zone change is successful, then a subdivision map will follow.. In the past, the people who are presently residing in Greenwood have objected to additional sub- division primarily because of the condition of Branch Mill Road and lack of park facilities BROWN - The Planning Director stated that Mr. Brown, whose property is immediately adjacent.to the Oak Park Acres property, has stated his intent to file for "P-D" zoning in the near future, but at this date formal filing had not been accomplished. LEMON - A rezoning from "R- A -B-3" to "R-A -B -1" on a small parcel of property on top of the hill, northerly of Rosewood and westerly of Pearwood,, The petitioner has not indicated any immediate subdivision activity. The owner indicated retirement in two or three years, and at that time he is considering development of the property: This rezoning is in keeping with the Land Use Plan, Three (3) sides of the property are currently zoned "R -1 "; and in all probability in the next few years, access to the subject property would be required to be developed from Stagecoach Road on top of the hill, NOTE: There was a general discussion of building activity and growth during the past year,. The Planning Director exhibited a map, noting the availability of "R-1" building sites and the potential of new "R -1" property was discussed•. The information developed with relationship to the building activities will be put into a report and will be available to the Commission and Council in the near future..
