Arroyo Grande Planning Commission
March 18, 1975
The Arroyo Grande Planning Commission met in regular session with
Chairman Calhoon presiding, Present are Commissioners Cole, Mathews,
Miller, Moots, Ries and Sandoval, Also in attendance are City Administrator
Butch and Planning Director Gallop,
MINUTL APPROVAL
Upon hearing no additions or corrections, the minutes of the regular
meeting of March 4, 1975 were approved by the Chairman as prepared.
RESUEST FOR EXTENSION - LOT SPLIT CASE NO 72 -160 YARD LOOMiS
Plann ng Director Gallop reviews • the lot split which was granted on
July 16, 1973, and also noted that Mr. Loomis and the City Council had ar-
rived at an acceptable agreement on the sewer and water problem. He pointed
out that no more than four houses could be built under the proposed split, and
that any further division of any of the four parcels in the future would re-
quire full subdivision action, and that sewer and water problems would have
to be resolved to meet the number of dwelling units proposed for the area.
After discussion, on motion by Commissioner Mathews, seconded by
Commissioner Cole, and unanimously carried, a one year extension was grant-
ed to Mr. Loomis for the lot split.
LAND USE ELEMENT OF THE GENERAL PLAN
Planning Director Gallop reviewed the action of the City Council of
March 1lth following the required public hearing on the Land Use Element of
the General Plan. He reviewed the concerns of one of the Councilmen on the
area between Grand Avenue and Ash Street on the westerly side of the City
Limits, which is proposed for Light Industrial in the Plan. He explained
the reasons for the proposed useage, indicating the quality of the soil and
the fact that the area surrounding the proposed sites were already develop-
ed or in the developing stages.
He then reviewed the Saruwatari property, southerly of Grand Avenue
and northwesterly of the creek, which was also proposed for Light Industrial
in the Land Use Plan, stating again that this is a long -term proposal indi-
cating anticipated highest and best use of the land. It was noted that by
being low ground, below Commercial frontage on Grand Avenue, and little or
no access until such time Valley Road is extended to Grand Avenue, that this
would also be an anticipated long -term use of the property. It did not
appear to be desirable Residential or Commercial type property and, again,
the highest and best eventual use would be Light Industrial.
Planning Director Gallop explained that the Commission had several
alternatives; (1) To make one or both changes as suggested by the Council
and, if these were made, it would appear to be a substantial change which
conceivably could require another public hearing; or (2) they could indicate
to the City Council that they feel the plan as adopted is an effective
logical planning tool, and re -adopt by minute motion, and refer it back to
the City Council for their consideration and action.
After further discussion, on motion by Commissioner Cole, seconded
by Commissioner Mathews, and unanimously carried, the Commission re-
adopted the Land Use Element of the General Plan and recommended it back
to the City Council for their consideration and action.
ADJOURNMENT'
There being no further business before the Commission, on motion by
Commissioner Mathews, seconded by Commissioner Moots, and unanimously
carried, the meeting was adjourned at 8:00 P.M.
