Arroyo Grande Planning Commission
March 4, 1975
The Arroyo Grande Planning Commission met in regular session with
Chairman Calhoon presiding. Present are Commissioners Cole, Mathews,
Miller, Ries and Sandoval. Commissioner Moots is absent. Also in atten-
dance are City Councilman Spierling and Planning Director Gallop.
MINUTE APPROVAL
Upon hearing no additions or corrections, the minutes of the regular
meeting of February 18, 1975 were approved by the Chairman as prepared.
COMMISSIONER MOOTS ENTERED THE MEETING
EXPLANATION AND DISCUSSION OF PROPOSED GROVER CITY ZONING ADJACENT TO THE
WESTERN ARROYO GRANDE CITY LIMITS.
Planning Director Gallop reviewed the proposed Grover City Zoning Ordi-
nance and map, with particular reference to the common city limits line between
Grover City and Arroyo Grande. He pointed out that there was one area easterly
of Oak Park Boulevard, generally northerly of Brighton and southerly of Atlantic
City Avenue which, in the original plan, had been proposed R-3. He stated it
was his understanding that it was currently zoned R -2, and that at the last
study meeting of the Grover City Planning Commission, prior to the required
public hearing, the properties facing Courtland were changed to R -1, and the
properties westerly and facing on Oak Park Boulevard were changed to R-2.
Mr. Gallop stated he had discussed the matter with several Grover City
persons and felt that the proposal would probably hold up through the
Planning Commission hearings, but it would be difficult to tell whether the
City Council would support the proposed changes or not. He also stated that
in reviewing the proposed Zoning Ordinance in other zones, it appeared that
all were basically compatible to Arroyo Grande zones where they meet on the
common city limits line.
After discussion, on motion by Commissioner Cole, seconded by
Commissioner Ries, and unanimously carried, the Commission went on record
to the Grover City Planning Commission supporting the rezoning proposal,
including the change in the area previously described, and requested that
the Planning Director forward this information to Grover City.
PUBLIC HEARING m PROPOSED AMENDMENT TO THE USE PERMIT SECTION OF THE "R -G"
GARDEN APARTMENT ZONED DISTRICT OF THE ZONING ORDINANCE.
The Planning Director reviewed the proposal, stating that the amendment
being requested, and which was instituted by the Planning Commission, Resol-
ution No. 75 - 367, dated February 18, 1975, would make all four residential
zones compatible in this Use Permit Condition of allowing parking in con-
junction with commercial and industrial development in the Residential zones.
He also stated that the question before the Commission did not apply to any
particular parcel of property, but did apply in all conditions where an R -G
Zone is "backed up" by a commercial or industrial zone.
Upon being assured by Planning Director Gallop that public hearing
for proposed amendment to the "R-G" Zoned District of the Zoning Ordinance
had been duly published, Chairman Calhoon declared the hearing open.
Dr. Madsen, 364 Alder Street, stated that they were still opposed to
granting the medical clinic traffic access on to Alder Street. The Chairman
assured Dr. Madsen that this particular case was not being considered, and
that if it were re- filed, a public hearing would be held on the matter, and
the neighbors in the area would be notified and have an opportunity to be
heard. Mr. Justin Looysen, 388 Alder Street, inquired as to why the
Commission felt this amendment was necessary. The Chairman informed Mr.
Looysen that the Commission was interested only at this time in making the
Zoning Ordinance in the Residential Districts compatible in all ways that
were applicable. Mr. Frank Heinen, 390 Alder Street, inquired if there
had not been a similar request considered by the Commission on Sunset which
had been denied, and why, if that hearing was legal, was it necessary to
amend the Ordinance. Director Gallop pointed out that in the Sunset case,
the abutting zoning was R-1 which would allow the request to be considered.

There being no further discussion for or against the proposed amendment,
Chairman Calhoon declared the hearing closed.
After Commission discussion, the following action was taken:

On motion by Commissioner Sandoval, seconded by Commissioner Cole, and
by the following roll call vote, to wit:
AYES: Commissioners Cole, Mathews, Miller, Moots, Ries,
Sandoval and Chairman Calhoon
NOES: None
ABSENT: None
The foregoing Resolution was adopted this 4th day of March 1975.
ADJOURNMENT
There being no further business before the Commission, on motion by
Commissioner Moots, seconded by Commissioner Miller, and unanimously
carried, the meeting was adjourned at 7 :55 P.M.
