12© Arroyo Grande Planning Commission February 18, 1975 The Arroyo Grande Planning Commission met in regular session with Chairman Calhoon presiding. Present are Commissioners Mathews, Miller, Moots, Ries and Sandoval. Commissioner Cole is absent. Also in attendance are Councilmen de Leon and Millis, City Administrator Butch, and Planning Director Gallop. MINUTE APPROVAL Upon hearing no corrections or additions, the minutes of the regular meeting of February 4, 1975 were approved by the Chairman as prepared. REVIEW OF COMMITTEE ACTIONS - LOT SPLIT CASE NO. 75'213 1355 GRAND AVENUE E. AND M. L. BERRY) Director Gallop reviewed the action, advising that the petitioners own an acre of property in the P -M District near Juniper Street. T'ne front of the property on Grand Avenue is occupied by several commercial businesses, and the property to the rear is quite deep and undeveloped. The property owners immediately to the south have a large holding and they are requesting to buy this property so it could be joined to theirs. Since there are no exterior boundaries to the property, which normally would require off -site improve- ments, the only conditions placed on the Lot Split was that the interior parcel be acquired by the property owner immediately east and adjacent to said Parcel B, or by the property owner adjacent to and immediately south of. Parcel B. There being no action required, Chairman Calhoon ordered the report filed, NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT - TRACT #553 - "TERRA DE ORO" UNIT 3. Director Gallop advised that the tentative map for this tract was approved at the last Planning Commission meeting. He further advised that the Commission has also approved tentative maps and Negative Environmental Impact Statements on Units 1 and 2, and also on Tract #555 which is directly across the street from this property. After consideration, the following action was taken: RESOLUTION NO. 75-366 EIR RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE ACCEPTING NEGATIVE ENVIRONMENTAL IMPACT DECLARATION. On motion by Commissioner Mathews, seconded by Commissioner Sandoval, and by the following roll call vote, to wit: AYES: Commissioners Mathews, Miller, Moots, Ries, Sandoval and Chairman Calhoon NOES': None ABSENT: Commissioner Cole The foregoing Resolution was adopted this 18th day of February 1975. RECOMMENDED AMENDMENT TO THE ZONING ORDINANCE - R -G ZONED DISTRICT Director Gallop pointed out that in all residential zones in the City, R -1, R -2 and R -3, under Use Permit procedures, there is a condition whereby "public or private parking lots for automobiles may be approved when contiguous to any "C ", "P - C ", "H or "M" Districts and when fenced and landscaped to the approval of the Planning Commission ". Due to an oversight, this condition was omitted from the "R -G" District, a resi- dential zone, and he recommended that this matter be corrected by an amend- ment to the Zoning Ordinance. He stated he felt the same condition should be in effect in all residential districts. He recommended that this Commission adopt a resolution instituting that this condition be added to the R -G zoned district in the Zoning Ordinance to rectify this oversight After discussion, the following action was taken: RESOLUTION NO. 75 - 367 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE EXPRESSING INTENTION TO INITIATE A CHANGE TO CORRECT AN OVERSIGHT IN. Director Gallop pointed out that the map included in this plan Is a direct result of what the Soil Conservation Service considers prime agricultural lands. 19 Director Gallop explained the other primary change is the establishment of Open Space protection enabling us to now create an overlay or a super - .. imposed open space district which will limit and, in some cases, forbid any kind of development within certain areas which, in the opinion of the Com- mission, should be kept in open space. The density transfer concept is being recommended, and this has already been adopted and projected in the Planned Development zoning. Director Gallop referred to a letter dated February 10th from Mr. Joe Moore with reference to the Land Use Element, and went, the recommended changes with the Commission. le Upon being assured by Director Gallop that public hearing for the Land Use Element of the General Plan had been duly published, Chairman Calhoon declared the hearing open. Mrs. Stillwell, 734 Myrtle Street, stated they were not acquainted with what the plans are with reference to their property. Director Gallop explained that "there haven't been any changes on that property and the only difference might perhaps be additional controls at a later date insofar as the streambed is concerned. Mr. Moore stated he was satisfied with the explanations Mr. Gallop gave regarding his recommendations, with the exception of.Page 28, Line 9, in that the word "not” should be deleted. Director Gallop further reviewed the text and enumerated the changes in the Land Use Map. He advised that copies of both the Land Use Element and Circulation Element were forwarded to the City of Grover City, Pismo Beach and the County requesting their comments, and no response -was received. 121 122 Arroyo Grande Planning Commission, 2 -18 -75 Page 3 There being no further discussion for or against the proposed Land Use Element of the General Plan, Chairman Calhoon declared the hearing closed, and the following action was taken: RESOLUTION NO. 75 °368 G A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE ADOPTING THE AMENDED LAND USE ELEMENT OF THE GENERAL PLAN. On motion by Commissioner Moots, seconded by Commissioner Miller, and by the following roll call vote, to wit: Commissioners Mathews, Miller, Moots, Ries, Sandoval and Chairman Calhoon AYES: NOES: ABSENT: None Commissioner Cole The foregoing Resolution was adopted this 18th day of February 1975. PUBLIC HEARING - CIRCULATION ELEMENT OF THE GENERAL PLAN Director Gallop explained the intent of the Circulation Element and the various street classifications, and reviewed the circulation map and traffic control map. He pointed out that he would go through and list all of the changes from the original plan and they will be noted on the section set aside for changes, and the street sections will be a part of the Appendix for the Plan. Director Gallop reviewed Mr. Joe Moore's letter of February 10, 1975 on the proposed Circulation Element. Director Gallop advised that two bicycle routes have been approved by the City Council, but that does not constitute a bicycle plan. When the plan is adopted, then it should be written in and made a part of this element. Upon being assured by Director Gallop that public hearing for the Circulation Element of the General Plan had been duly published, Chairman Calhoon declared the hearing open. Mr. Joe Moore stated that the City Council has approved what the Bicycle Committee thought was the final version of the bicycle plan, since they had budgeted for the two routes and, therefore, he suggested in his letter to show it on the plan at this time. Director Gallop advised he didn't think this was the intent, however, reference could be made to the fact that "two routes of the plan had been approved ", but he didn't think the intent should be that two routes make a Bicycle Plan. There being no further discussion for or against the proposed Circulation Element, Chairman Calhoon declared the hearing closed. Director Gallop pointed out that copies of both the Land Use Element and Circulation Element were forwarded to the City of Grover City, Pismo Beach and the County requesting their comments, and no response was received. After further discussion, the following action was taken: RESOLUTION NO. 75 -369 G A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE ADOPTING THE AMENDED CIRCULATION ELEMENT OF THE GENERAL PLAN.
