January 21, 1975
The Arroyo,Grande Planning Commission met in regular session with
Chairman Calhoon presiding. Present are Commissioners. Cole, Mathews, Moots,
Ries, Sandoval and Miller. Also in attendance are City Administrator Butch
and Planning Director Gallop.
MINUTE APPROVAL
Upon hearing no additions or corrections, the minutes of the regular
meeting of December 17, 1974 were approved by the Chairman as prepared.
REVIEW OF COMMITTEE ACTIONS
Director Gallop advised that copies of Committee Reports on Lot Split
and Architectural Reviews were mailed with the agenda material for informational
purposes and, unless the Commission wishes to make any changes or corrections,
no action is required. Upon hearing no changes or corrections, the Chairman de-
clared the following actions approved as prepared:
a. Lot Split Case No. 74-211
b. Lot Split Case No. 74212
c. Arch. Review Case No. 74 -96
d, Arch. Review Case No. 74
e. Arch. Review Case No. 75 -98
NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT - TRACT NO. 541 "CORBETT PARK"
Director Gallop advised that the subdivision consists of eight one acre lots,
and the subdivision was approved sometime ago and is about ready to go to the
City Council for acceptance of the development. He advised the area is low
density agricultural zoning, and does meet the criteria of the Zoning Ordinance
and of the Land Use Plan. After a brief discussion, the following action was
taken:
On motion by Commissioner Ries, seconded by Commissioner Mathews, and on
the following roll call vote, to wit:
AYES: Commissioners Cole, Mathews, Moots, Ries, Sandoval,
Miller and Chairman Calhoon
NOES: None
ABSENT: None
The foregoing Resolution was adopted this 21st day of January 1975.
NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT - TRACT NO. 538 "TERRA DE ORO"
SECOND UNIT.
Director Gallop advised Tract No. 538 is the second unit of Terra de Oro,
which is the subdivision currently being developed in this area, and Units 1
and 2 were approved quite sometime ago, and Unit 3 will come to the Commission
in the near future. He pointed out this is an R -1 subdivision, is properly
zoned, and meets the criteria of the Land Use Plan.
After review, the following action was taken:

on the following roll call vote, to wit:

RESOLUTION NO. 75 -360 EIR

The foregoing Resolution was adopted this 21st day of January 1975.
SUBDIVISION REVIEW BOARD RECOMMENDATIONS TENTATIVE MAP TRACT NO. 554 "RUTH
ANN WAY" SUBDIVISION.
Director Gallop advised that in the Subdivision Review Board Recommendation,
dated January 14th, Item 1 under Planning Department has been resolved, and the
name which was requested and approved by staff would be "Priscillb Lane ".
He explained this subdivision is a different situation than we have had
on subdivisions in the past, in that there are eight owners of land within the
development which will be fronting on Ruth Ann Way, and three additional owners
fronting on Priscilla Lane, and Ruth Ann Way and Priscilla Lane improvements
will all be accomplished through assessment district proceedings rather than
subdivision proceedings. Director Gallop pointed out that with the number of
individuals involved in the development, it would be quite difficult for each
of them to develop their own parcels of land individually, and the Subdivision
Review Board Report covers everything that is involved in it. The normal re-
quirements are carried through the assessment district proceedings.
Chairman Calhoon referred to Item No. 2 under Planning Department, and
pointed out that sometime ago there was a discussion on height limitations on
Corona del Terra, and at that time the subdivision was almost completed before
any consideration of height was mentioned. Director Gallop advised that at
that time, the Commission requested the staff to !'flag" this subdivision, and
noted that we do not yet have the complete grading plans or details and, there-
fore, elevations cannot be determined at this time. The plan is supposed to be
submitted in the next ten days, and will probably be a subject for discussion
and recommendation at the next Planning Commission meeting,
After further discussion, the following action was taken:

PUBLIC HEARING - USE PERMIT CASE NO. 74 -232, PARKING LOT FOR MEDICAL CLINIC,
333 ALDER STREET (REGINALD RICE, M.D.).
Director Gallop explained that the Use Permit pertains primarily to
the use of the easterly 289 ft. of a lot which faces on Alder Street, and
there are two houses existing there now which will not bd disturhed:,':.The'..new.
clinic building is to be built facing on Halcyon Road. In order for the
petitioner to get adequate off - street parking to meet the requirements,
they have provided parking in front for 25 patient cars, and the parking at
the rear would be for doctors and employees. The traffic pattern, because
of the trees on the property, will be one -way. The Architectural Review
Board has approved the development and have indicated they wish a solid
screening fence on both property lines and around these lots on Alder Street
to protect the houses.
Director Gallop advised he had received one call expressing some
concern about the Alder Street side, and this is a matter of creating a
thru traffic pattern. It might be advisable to consider asking that the
property owners chain or put a gate in which can be closed during the hours
when the clinic is closed to eliminate through traffic. He pointed out
that the Ordinance provides for parking to be developed on adjacent proper-
ties as long as it is part of a development within a proper zone, either

private or commercial.
Upon being assured by Director Gallop that public hearing for Use Permit
Case No. 75-232 had been properly posted, advertised and property owners noti-
fied, Chairman Calhoon declared the hearing open.
Dr. Madsen, 364 Alder Street; Mr. Bill Silva, 348 Alder Street; Mr.
Frank Hine, 390 Alder Street; Barbara Elliott, 383 Alder Street; and Justin
Boysen, 388 Alder Street, were present and spoke in opposition to the Use
Permit because of additional traffic being generated on Alder Street.
Mrs. Anna Ralph, 354 So. Halcyon Road, spoke in favor of the Use Permit,
in that having the parking lot on Alder Street would not add to the congestion
of traffic already being generated from the hospital on Halcyon Road.
Director Gallop advised that the normal pattern flow will be on and off
of Halcyon Road, and that the parking in the rear is for employees and over-
flow. He pointed out that the number of parking spaces proposed more than
meets the requirements for the development.
Director Gallop advised he had worked with the designers of the
development and it is very difficult to relocate the building and, in
consideration of the design, this appeared to be the most feasible, less
damaging, and most effective for the structure.
No further discussion for or against the proposed Use Permit,
Chairman Calhoon declared the hearing closed.
Commissioner Ries stated he was not in favor of seeing the traffic
coming out on Alder Street. He pointed out there is a traffic signal at
Fair Oaks and Halcyon, and he couldn't see disturbing the neighborhood.
Chairman Calhoon stated he felt that the employee traffic would not
be excessive except at very limited times, which would possibly be during
the noon hour and late evening, after school is out. Director Gallop stated
that, generally, a clinic is not opened until after 9:00 A.M. and closes at
5:00 or 6:00 P.M. after school is out. He stated it might be conceivable
that, since this is basically employee parking, other restrictions could
be added as to hours of use, etc. He pointed out that there is adequate
vision in both directions from the sidewalk, and a "Stop" sign could be
a requirement of the development if it is approved.
Commissioner Cole moved that the Use Permit be granted with
the requirements that (1) a gate or chain be placed at the driveway during
closed hours to control traffic during hours when the Clinic is closed, and
(2) placement of a "Stop" sign at the Alder Street exit. Motion lost for
lack of a second.
Director Gallop stated an alternate to the plan would be that the
rear parking lot be allowed access on to Halcyon Road.
Mr. Addison Wood, contractor for the development, stated that the
property being considered is zoned for multiple dwellings and, as such,
would accommodate 17 apartment units, which could mean 34 parking spaces.
After further discussion, the following action was taken:

SUBDIVISION REVIEW BOARD RECOMMENDATIONS - TENTATIVE MAP TRACT NO. 555, "OAKCREST"
SUBDIVISION (FORMERLY TRACT 259), NORTHERLY BETWEEN HUASNA ROAD AND STAGECOACH RD.
COMMISSIONER MATHEWS WAS EXCUSED BECAUSE OF A POSSIBLE CONFLICT OF
INTEREST AND IS NOW ABSENT.
Director Gallop advised that the subdivision.is one which was originally
proposed and approved in.1963. The property has been zoned R -1 since that time
and has not been developed because of lack of adequate sewers and water. The
Subdivision Review Board Report dated January 14th and the supplemental sheet
passed out this evening are the recommendations of staff and the Board members.
Because of the lot configuration the staff -is recommending 90' frontage in
order to use the "Rural Road Section" design to provide two adequate travel
lanes, and the 30' setback provides adequate off street parking. The staff
feels this concept will minimize cutting and scarring the hillsides. There
are several engineering considerations on the supplemental sheet and the
staff has requested that this supplemental sheet be recognized. He stated
that these are detailed engineering matters between the City's engineers
and the developer's engineers.
Director Gallop stated there will be a consideration sometime later
that part or all of this property will have to participate in some type of
domestic water supply development because eventually there will have to be
consideration of additional water flow at a higher elevation.
Director Gallop advised the plans indicate a maximum of 70 lots,
however, they could lose five lots by going to 90' frontage. The lots are
roughly in the neighborhood of one -half acre plus. The staff feels that this
is a desirable way of developing this rolling countryside because - itdoes keep
the density down, prevents cutting and scarring of the hillside, and provides
larger lots.
After consideration by the Commission, the following action was taken:

LEAGUE OF CALIFORNIA CITIES, CHANNEL COUNTIES DIVISION MEETING
Administrator Butch advised that the Channel Counties Division winter
meeting will be held in Lompoc on February 14th, and the notices will probably
be distributed at the next Commission meeting.

Commissioner Ries, seconded by Commissioner Sandoval, and unanimously carried,
the meeting adjourned to a study session at 8:30 P.M.
