October 1, 1974
The Arroyo Grande Planning Commission met in regular session with
Chairman Calhoon presiding; Present are Commissioners Cole, Mathews, Miller,
Moots and Ries, Commissioner Sandoval is absent. Planning Director Gallop
is also in attendance,
MINUTE APPROVAL
Upon hearing no additions or corrections, Chairman Calhoon approved
the minutes of the regular meeting of September 17, 1974 as prepared.
TENTATIVE MAP - TRACT #541 "CORBETT PARK. ".
Director Gallop advised that with regard to Tract 541, there have been
a couple of minor changes in the plan and, also staff reconsideration of the
status of the street and, therefore, the staff has asked that this matter be
held over to the next regular meeting. He explained the main reason for this
was the fact that the City has never adopted or approved a private road and,
after staff discussion, it was decided they would prefer this to be a public
road with a lesser improvement standard than would normally be required on a
public street.
COUNCIL REFERRAL'—AGRICULTURAL PRESERVE PROGRAM
Director Gallop advised that several property owners in the City who
have agricultural lands have petitioned the City to consider the Agricultural
Preserve Program under the Williamson Act. He further advised that the City
has been investigating ways that this program can be implemented. He pointed
out that the main idea is to try to get a reduced tax base on agricultural
lands in the hopes that these lands will stay in agricultural use. The staff
is investigating the methods of implementing the Williamson Act within the
City as to whether it is possible to work under the County, or whether the City
will have to administer the program.

STREET ° TEMPORARY PARKING LOT SALE AT 101 B
Director Gallop advised that Village Furniture has petitioned for a
Use Permit to conduct a truck and parking lot sale, and they are requesting
to use a portion of the Office Center parking lot. He advised he had re-
viewed the . matter with the petitioner, Mr. McCoy, and also Mr. Grant, owner
of the property involved.; In view of the construction project on Branch
Street, Director Gallop recommended that if the Commission wishes to grant
the permit, that the sale be restricted to not more than ten parking spaces
and the necessary access to them. He further advised that Mr. Grant indi-
cated that the area in the southwest corner adjacent to the creek would be
the area to be used.
Upon being assured by Director Gallop that public hearing for Use
Permit Case No. 74=230 had been duly posted, published and property owners
notified, Chairman Calhoon declared, the hearing open.
Mr. Ronald D. Grant, 101 West Branch Street, spoke in favor of the
Use Permit being granted, and advised that the parking lot sale will be a
ways and means to stimulate business that has disappeared during the street
reconstruction. He further advised that the people involved in the Office
Center Complex, such as Village Hardware, Village Art, etc,, could also
join in on the parking lot sale if they so wish. Mr. McCoy, the petitioner,,
indicated the sale would be held on October 11th, 12th and 13th.
being no further discussion for or against the proposed Use
Permit, Chairman Calhoon declared the hearing closed,.
After a brief discussion, the following action was taken:

74230.
On motion by Commissioner Moots, seconded by Commissioner Mathews,
and by the following roll call vote, to wit:

The foregoing Resolution was adopted this 1st day of October 1974.
REQUEST BY COMMISSIONER COLE TO BE OUT OF STATE
Commissioner Cole requested the Planning Commission's permission to
be out of the State from October 11th to October 23rd, 1974. On motion by
Commissioner Mathews, seconded by Commissioner Moots, and unanimously carried,
the request was approved by the Commission.
ADJOURNMENT
There being no further business before the Commission, on motion by
Commissioner Mathews, seconded by Commissioner Moots, and unanimously carried,
the meeting was adjourned at 8 :00 P.M.
