Arroyo Grande Planning Commission
August 6, 1974
The Planning Commission met in regular session with Chairman Calhoon
presiding. Present are Commissioners Mathews, Moots, Ries, Sandoval and Cole.
' One vacancy exists on the Commission. Also in attendance are Public Works
Director Anderson and Councilman de Leon.
MINUTE APPROVAL
Upon hearing no additionsor corrections to the minutes of the
regular meeting of July 16, 1974, Chairman Calhoon approved the minutes
as prepared.
REVIEW OF COMMITTEE ACTIONS
_ == Various committee actions were reviewed by the Public Works Director
and Committee Members with the following comments;
Architectural Review Case 74 -93. Mr, Mathews stated that the modular
office structure was discussed by the Committee and, since it is a State
approved structure, there is no choice but to accept It
Architectural Review Case No, 74 -94, Commissioner Ries pointed out
that the existing buildings are quite substandard and the owner is going to
do a lot of work to bring them up to standard. It was his feeling that the
proposed remodeling will be quite an improvement over what i" there now.
Lot Split Case No 74-200, Public Works Director Anderson advised
that in the past Mr. Akers built four houses on his property; he owned all
the parcels and, at that time, it was not a roquirementto record the
parcel map. Mr. Akers now wants to split the lots and have a parcel map
recorded.
Lot Split Case Nos. 74 -201 and 74 -202, Commissioner Ries pointed out
that the Committee reports were self - explanatory.
After discussion of the reports It was agreed that no changes were
required and on motion by Commissioner Moots, seconded by Commissioner Ries,
and unanimously carried, that the reports be accepted as recommended.
PUBLIC HEARING - REZONING CASE NO. 74- 73,'A'AGRICULTURAL DISTRICT TO
R -A -B- RESIDENTIAL AGRICULTURAL DISTRICT - EASTERLY OF CORBETT CANYON ROAD
NORTHERLY OF THE PRESENT CITY LIMITS

Director of Public Works Anderson point. out the proposed rezoning
area on the map. He advised the area is presently In the County of San Luis
Obispo and formal procedures for annexation to the City have been completed
by the City and by LAFCO and, If approved, the rezoning should be conditioned
wherein the one change will be effective after the annexation has been
finalized. He further advised the public hearing Is to prezone approximately
a 30 acre piece on Corbett Canyon Road from'A'Agrlcultural District to
R -A -B -3 Residential Agriculture,
Upon being assured by Public Works Director Anderson that'public hearing
for Rezoning Case No. 74 -73 had been duly published, posted and property
owners notified, Chairman Calhoon declared the hearing open.
Mr. Ronald D. Grant, 101 West Branch St., one of the petitioners,
spoke in favor of the rezoning. He pointed out the area on the map being
considered for rezoning, and the petitioners were recommending that this
area on Corbett Canyon Road be kept In the acreage development rather than
going to smaller lots. He advised the area is in the sewer district and
is serviced by City water. Mr. Grant further advised that the area to the
east and adjacent to the proposed rezoning Is prezoned R -1 Single Family
Residence, Mr. Bob Holmes, Rt. 2, Box 730 -1, one of the owners of the pro-
perty to be rezoned, was present and spoke in favor of the rezoning. Mr.
Tempus, Rt. 2, Box 625, Corbett Canyon, was present and inquired if this
area was in the sewer district and had been assessed. Mr. Grant advised
this area had been assessed.
There being no further discussion for or against the proposed rezoning,
Chairman Calhoon declared the hearing closed and the following action was
taken:

RESOLUTION NO. 4 -338 z
A RESOLUTION OF THE CITY OF ARROYO GRANDE PLANNING
COMMISSION RECOMMENDING APPROVAL OF AN AMENDMENT TO
THE MUNICIPAL CODE OF THE CITY OF ARROYO GRANDE AS
PROVIDED IA CHAPTER 4-ZONING, ARTICLE .21, OF SAID CODE.
On motion by Commissioner Ries, seconded by Commissioner Sandoval,
and by the following roll call vote, to wit:
AYES: Commissioners Mathews, Moots, Ries, Sandoval, Cole
and Chairman Cahoon.
NOES: None
A ,SENT: None
The foregoing Resolution was adopted this 6t; day of August, 1974,
ORAL COMMUNICATIONS
Commissioner Ries noted that the crosswalk at the intersection of
Elm Street and Grand Avenue, from the Standard Station to the Savings
and Loan office, brings the people right into the alignment of traffic
in the right lane conning from South Elm to Grand Ave.
Commissioner Ries further noted there is a small hole in the green
lens of the traffic signal that hangs over the intersection at Grand
and Elm, Public Works Director Anderson advised he would have these
pro,lems checked.
ADJOURNMENT
There being no further business ,_efore the Commission, on motion by
Commissioner Moots, seconded by Commissioner Sandoval, and unanimously
carried, the meeting was- adjourned at 8 :05 P :M.
