HomeMy WebLinkAboutPC Minutes 1974-02-0552 Arroyo Grande Planning Commission February 5, 1974 The Arroyo Grande Planning Commission met in regular session with Chairman Pope presiding, Present are Commissioners Calhoon, Goulart, Moots and Spierlingo Also in attendance is Planning Director Gallop. Two vacancies exist on the Commission. MINUTE APPROVAL On motion by Commissioner Spierling, seconded by Commissioner Calhoon, and unanimously carried, the minutes of the regular meeting of January 15', 1974 were approved as prepared, REQUEST FROM SUNRISE TERRACE MOBDLEHOME PARK FOR RULING ON ITEM #24, RESOLUTION NO, 72 =2 U USE PERMIT CASE. NO, 70 =1... Chairman Pope requested the Planning Director to review the request, Director Gallop stated that it was his understanding that the mobilehome park operators wished to get a permit from the State to install skirts, awnings, cabanas, etc, on. several mobilehome coaches in the park•area prior to the formal opening of the park, which is anticipated in about two weeks. The problem is a matter of interpre- tation of Item 24 of the Use Permit as to whether occupancy of a space is ,in refer- ence to a mobilehome unit or individuals living in a mobilehome unit. Mr. Clyde Kent, ..salesman .- for .Sunrise Mobilehomes., stated that they wished to have these mobilehome units set up complete prior to the opening of the park so that they could demonstrate how the individual sites would be improved, Commissioner Goulart stated that he had had a major hand in formulating the conditions of this Use Permit over a period of seven months, and he felt the intent of the Resolution was that no mobilehome unit could be placed on any pad in the development prior to acceptance by the City and State. He stated that there had been a problem In connection with one of the other parks and it was his feeling that this was not to be repeated. Mr. Mike Anthony, Construction Superintendent for the Sunrise development, stated that the company wanted only three units to be completed with the awnings, cabanas, etc. One unit would be his own, one would be Mr. Kent's (both employees of the park), and the third unit would be a demonstration unit placed near the recreation building. He stated, in answer to a question by Commissioner Goulart, that they anticipated having the park opening in about two weeks, and that the entire 300 spaces would be completed. After further discussion, Commissioner Goulart moved that the Commission allow three mobilehome coaches be "set up" with awnings, skirt- ing, etc., but without any utility hookups, and that there be no occupancy of any of the three units until the park had been officially accepted by the City and State, and that three additional units remain in the lower portion of the park in storage, as they are now located. Motion seconded by Commissioner Spierlingo Chairman Pope called for a roll call vote wherein all five Commis- sion members voted "yes". COUNCILMAN,TALLEY ENTERED THE MEETING DURING THE ABOVE DISCUSSION AND ACTION COASTAL VALLEY PLANNING COUNCIL Director Gallop noted that the Council had its regular meeting on Monday, February 4th, at which time they were informed that the Scenic Highway Corridor Study from Highway 101 to Lopez Lake by the Division of Highways was to be com- pleted by April lst, and that the Planning Council had asked for first review of the matter prior to its being submitted to the City Planning Commission and County Planning staff. Director Gallop also reminded the Commission members of the "Proposition 20 Seminar to be held in Grover City Council Chambers Thursday, February 7th. ARCHITECTURAL COMMITTEE REVIEWS Chairman Pope noted that there were two reports with the Agenda materials covering Architectural Committee action and these reports were furnished to the Commission as information only, There were no questions or remarks, and the matter was filed, ELM STREET E „I„R, The Planning Director noted that a request for a Negative Environmental Impact Report had been omitted from the Agenda, and distributed copies and re- quested Commission consideration, The negative report deals with the Public Works project of sidewalk installation on North Elm Street by the City under an assessment district program. Arroyo Grande Planning Commission, 2-5 =74 Page 2 After a brief explanation, on motion by Commissioner Spierling, seconded by .Commissioner Calhoon, and unanimously carried, the matter was introduced as a non - agenda item and discussed by the Commission, Commissioner Goulart stated that he was reluctant to consider the item since it was not an agenda item and felt that it should have been on the agenda for consideration so that the public would not feel that the Commission was trying to "put something over on them. Chairman Pope pointed out that the Council had held a public hearing on this matter since it was an assessment district project. Commissioner Spieriing Pointed out that this was an enviro- mental matter and not one of construction. On motion by Commissioner Spierling, seconded by Commissioner Goulart, and unanimously carried, that the Negative Environmental Impact Report be accepted. NEW COMMISSION APPOINTMENTS Commissioner Goulart inquired of Councilman Talley when new appointments could be expected, and Councilman Talley noted that the Council had interviewed a number of individuals interested in Commission appointment, but that the appointments had to come from the Mayor and he could not state when they would be made. ADJOURNMENT There being no further business, the meeting was adjourned at 8 :15 P.M. on motion by Commissioner Spierling, seconded by Commissioner Goulart, and unanimously carried.
