Arroyo. Grande Planning Commission
October 2, 1973 --
The Arroyo Grande Planning Commission met in regular session with Chairman
Pope presiding. Present are Commissioners Calhoon, Goulart, Jones, Porter and
Spierling, Commissioner Gullickso.n is absent. Also In attendance are Council-
man deLeon and Planning Director Gallop.
MINUTE APPROVAL
Commissioner Spierling poLtated oft that one of the local reporters did'
not accurately report the procedures of the last meeting, in that he indicated
that 'any person wishing to say bad things about a City employee or developer
should put it in writing," and,.he called attention to Resolution No, 73 -313,
Page 2, Para. 5. e. as follows: "In connection with any hearing, any p rson
who has a complaint about a City employee or member of this Commission be
obligated to put that complaint in writing, with his signature below, and
filed with the Secretary ". Commissioner Spierling stated he would like to be
sure that the foregoing is reiterated and stated again correctly.
Upon hearing no corrections or additions to the minutes of the regular
meeting of October 2, 1973, Chairman Pope declared the minutes approved as
prepared. •
OPEN SPACE AND 'CONSERVATION ELEMENTS OF THE GENERAL PLAN
Director Gallop pointed out' that the final copy of the Open Space and
Conservation Elements of. the General Plan had been filed with the Resources
Agency of California as required, and word has been received from them that the
Elements meet State requirements and have been approved, and, therefore, we
will maintain credit on this particular requirement with the State.
TRANSPORTATION PLAN
Director Gallop advised that on October 3rd, 1973, in the City Council
Chambers in San Luis' Obispo there is to be a meeting on the Transportation
Plan being developed for the County of San Luis Obispo. He announced that
any persons interested are invited to attend and make known any thoughts
they may have in relationship to this planning. He advised that the County
has employed an independent consultant to develop the regional transportation
plan, and that the consultant will also meet'with each of the cities indivi-
dually as well as the County, so everybody will have an opportunity to be
involved, and probably, when the element has been .completed, we will adopt
it by reference. He further advised that he had hoped to have the
Public Services Element ready tonight to give to the Commission for review,
however, there were some last minute revisions and he hopes to have it ready
in about a week.
PUBLIC HEARING - USE PERMIT CASE NO. 73 -215, JIM'S RADIATOR SHOP, 101 TRAFFIC WAY
Upon being assured by Director Gallop that Public Hearing for Use Permit
Case No. 73 -215 had been duly published, posted and property owners notified,
Chairman Pope declared the hearing open.
Director Gallop reviewed that this property has been a problem for quite
sometime particularly the old service station building, which has since been
removed. He stated that the owner, Mrs. Vermillion, was aware of the problems
and had a very difficult time trying to make the old station structure meet
minumum requirements, and that the Ramey's and Mrs. Vermillion are rejuvenating
the entire property; putting in underground utilities to the present building
which is in good structural condition and renovating it, and they are going to
black top the driveway. Director Gallop stated, in his opinion, the Ramey's
are doing a good job and he could see no reason why the Use Permit shouldn't be
granted,
Mr. Ramey, the Petitioner, was present and stated they have rewired the
building and it has been brought up to „Code; they have put in the undergrounding
and it has been approved by P. G. & E.; they are replastering the building and
they have made arrangements to have the black top done, and are taking out the
old gas tanks. They have been watering the bank and it is almost green now.
He further stated that the shop will be strictly a radiator shop and is a one
man business.

Mr. Barry Green was in the audience and stated he has been tearing down
the old building and has seen what they are doing and he feels this will improve
the corner quite a bit.
There being no further discussion for or against the proposed Use Permit,
Chairman Pope declared the hearing closed,
Commissioner Goulart pointed out that one of the problems connected with
the previous business on this property was having cars parked on the property
for extended periods of time, and suggested the Use Permit restrict the stor-
age.of vehicles to those waiting for service. Mr. Ramey commented that max -
imum length of time a car would be waiting there would be over night, and
there would be only two or three cars at any one time.
After discussion, the following action was taken:
RESOLUTION OF TIE PLANNING COMMISSION OF THE CITY
OF ARROYO GRANDE GRANTING A USE PERMIT, CASE NO, 73 -214.
On motion by Commissioner Spierling, seconded by Commissioner Goulart, and
by the following roll call vote, to wit:
ABSENT: Commissioner Gullickson
The foregoing Resolution was adopted this 2nd day of October, 1973,
,ADJOURNMENT
There being no further business before the Commission, Chairman Pope
declared the meeting adjourned at 8:10 P.M.
