The Planning Commission met in regular session with Chairman Moss presiding.
Present are Commissioners Bowles, Nunes, St. Denis, and Schultz. . Commissioners
Porter and Strother are absent. Also in attendance is Planning Director Gallop.
MINUTE APPROVAL
On motion of Commissioner Nunes, seconded by Commissioner Schultz, and unanimously
carried, the minutes of the regular meeting of June 1, 1971 were approved as prepared.
DEVELOPMENT PLAN NO. 5 m REFERRAL FROM THE CITY COUNCIL
Director Gallop pointed out that Development Plan No. 5 covered the extension of
Nelson Street and that only two properties would be affected. He stated that at the time
the Lot Split Committee recommended the Plan, it seemed Poke a good idea, however, the
owners of the property in which the cul-de-sac was proposed remained unconvinced that this
plan would not put a shadow on their property. He further stated that in analyzing the
plan, and because only two properties were involved and the owners had appealed the Plan
to the City Council, he would recommend that Resolution No. 71-196 DP be rescinded, and
that the plan be kept on file subject to potential development of either property for
reference purposes.
After discussion, the following action was taken:
RESOLUTION NO. 71-200 DP
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ARROYO GRANDE RESCINDING DEVELOPMENT PLAN NO. 5,
NELSON STREET EXTENSION, ADOPTED BY RESOLUTION NO. 71 -196 DP.
On motion of Commissioner Nunes, seconded by Commissioner Bowles, and on the
following roll call vote, to wit:
AYES: Commissioners Bowles, Nunes, St. Denis, Schultz and Chairman Moss
NOES: None
ABSENT: Commissioners Porter and Strother
The foregoing Resolution was adopted this. 15th day of June, 1971.
On motion of Commissioner Bowles, seconded by Commissioner St. Denis, and
unanimously carried, that Development Plan No. 5, Nelson Street Extension, be placed
on file for reference purposes subject to potential development of either property.
RENAMING OF 18TH STREET - CENTRAL BOULEVARD -OAK PARK ROAD TO OAK PARK BOULEVARD
Director Gallop advised that the Grover City City Council had held a public
hearing, after which a Resolution was adopted changing the name of 18th Street to
Oak Park Boulevard, The Coastal Valley Planning Council has now referred the street
renaming to Arroyo Grande, Pismo Beach and the County. He further advised that there
are very few addresses on 18th and Central Boulevard in Arroyo Grande. After dis-
cussion, on motion of Commissioner Nunes, seconded by Commissioner Schultz, and unani-
mously carried, that a public hearing to consider renaming Central Boulevard to Oak
Park Boulevard within the City of Arroyo Grande be set for July 6, 1971.
PUBLIC HEARING ° REZONING CASE NO. 71 °47 SO. CALIFORNIA- ARIZONA CONFERENCE CAMP
COMMISSION OF THE METHODIST CHURCH. R °A'B =3 TO P °D DISTRICT.
Director Gallop advised that since it is almost impossible to locate all exist-
ing facilities on a plan, an aerial of the property has been submitted which notes all
existing uses and buildings, as well as proposed uses. The property in question is at
the northerly line of Wesley and is presently zoned R »A -Bm3. The Camp has been de-
veloped for a Methodist Campground and they have been using an area for a number of
years for travel trailers. They now want to improve the facility by putting underground
utilities in and improvement of the area being used, which cannot be done under the
R =A »B =3 District. Director Gallop further advised that on the westerly side of the
property, two areas are projected for a mobilehome park, restricted primarily for
retired ministers and laymen of the Church. He pointed out that in the P °D District
any of these uses are permitted in a combined usage. The property has been quite well
developed and maintained, and when the mobilehome facility is proposed for development,
they should be required to come back before the Commission for approval of that parti-
cular part of the development.

Upon being assured by Director Gallop that the public hearing for Rezoning Case
No. 71 °47, R -A °Bv3 to P'D District, had been duly published and property owners noti-
fied, Chairman Moss declared the hearing open.
Mr, Vernon Houghton, member of the Board of the Camp, and Mr. William Paulson,
Manager of the Campground, were present and spoke in favor of the zone change. Mr,
Houghton stated the mobilehome park is contemplated for the future as the money becomes
available and as the need arises, Director Gallop pointed out that the potential number
of mobilehomes would be dependent upon the acreage that could be developed, and that a
density of 7 mobilehomes to the gross acre is allowed. Mr. Paulson advised that an
estimate of 25 travel trailer spaces are proposed to be developed.
No further discussion for or against the proposed zone change, Chairman Moss
declared the hearing closed.
In answer to Commissioner Nunes° question, Mr. Houghton pointed out that the
travel trailer portion of the development would be part of the planned program activities,
and that the mobilehome park on the other level would be for retirement purposes and not
necessarily for program activities.
Director Gallop pointed out that the mobilehome park on the ridge could be physically
separated from the rest of the camp, and if the Church wanted to use this for retirement
living, it could be completely separate, and the Church is talking about developing a
separate access to the mobilehome area. He stated that the development requirements in
effect at the time they make the request would be imposed, and that the Church would have
to submit a development plan for approval by the Commission prior to submitting to the
State for permits. Director Gallop suggested that the Commission could approve the plans
as presented, including the travel trailer facility and limiting it to so many units, and
recognizing the mobilehome potential only as noted on the photograph but that no detailed
plans were involved, and require approval of detailed plans prior to submitting to the
State.
Commission members questioned the advisability of the mobilehome facility and its
relationship to the intended purpose of the Methodist Campground. However, the proposed
use was approved as a part of the plan, subject to review at such time that the Board
of the Church decides to implement that portion of the development.

RECOMMENDING AN AMENDMENT TO THE MUNICIPAL CODE OF THE CITY
OF ARROYO GRANDE AS PROVIDED BY CHAPTER 4 ZONING, ARTICLE 21
OF SAID CODE,

following roll call vote, to wit:

the foregoing Resolution was adopted this 15th day of June, 1971.
Chairman Moss advised the reason for his "no" vote was because the Notice of
Hearing did not inform the public that a mobilehome park was proposed as part of the
development. Director Gallop advised that when a Notice of Public Hearing on a re-
zoning case is published and distributed, we are not required under legal notice to
enumerate proposed uses, and that the legal requirements of the ordinance have been
met.
CONTINUED STUDY ON ZONING ORDINANCE CHANGES
The Commission continued with the study session on the first group of proposed
amendments to the Zoning Ordinance.

There being no further business before the Commission, Chairman Moss declared
the meeting adjourned at 9.45 P.M.
