The Planning Commission met in regular session with _Chairman
Talley presiding. Present �vere Commissioners Schultz, .Sniith,
Strother and Councilman Tr!ood. Absent were Commissioners Brisco,
Evans, Richardson and Shaffer.
MINUTE APPROVAL .
The minutes of the regular meeting of December 17, 1963 were
approved as prepared.
C�NDITIONAL USE PERMIT - Mid State Bank
- A motion was made by Commissioner Strothez, seconded by -
Commissioner Smith that the Conditional Use Permit request of the
Mid State Bank to permit the installation of an 8' x5' free standing
sign �be set for hearing at 8e 00 P.M. January 21, 1964. All mem-
bers present voted "Aye". � �
DRZVE-IN RESTAURANT - Grand Ave
Plans for a drive in restaurant on Grand Ave._west of and
adjacent to the wilshire Service Station were submitted for
approval by the Planning Commission as rcquired in Section 5.1°
of Ordinance No. 157. A motion was made b� Co�nmissioner S_chultz,
seconded by Commissior�er Smith, that the general appearance of.
the building as submi�:.ted ;aould not be in keeping with the char-
acter of the neighborhood and could be detrimc-ntal to the orderly
and harmonious developm�nt in that area and that the request for
approval of aesthetic value be denied. All members present voted

STUDY COMMITTEE- General i�evelopment Plan
Chairirian Talley appointed Commissioner Schultz to serve on a
Study Committee, and Commissioner Strother to serve as an alter-
nate member, to discuss various phases of the Suggested General -
Development Plan, as requested by the City Council that.a member -
of the Planning Commission serve.
HOME OCCUPATION - Proposed Ordinance
A proposed Ordinance for Home Occupation was submitted to
the Planning Commission by �che Home Occupation Committee and was
taken under discussion. l�ir. J. Wright was advised beauty,shops
had not been listed in the Ordinance as an allo�,rable home.occupa-
tion because of traffic and parking problems, because beauty shops
are not normally accepted in R-1 ar�as and because there would be-
a conflict with businesses in commercial zones, and he was_further
advised there was nothing personal in their decision as they were
trying to be fair to everyone concerned. Mr. Wright was also
advised the decision of the Planning Commission was not final as
the City Council had to act on the Ordinance and that under the
terms as set forth in the proposed Ordinance h� was entitled to
make application for a beauty shop as a home occupation. A motion
was made by Commissioner Smith, seconded by Commissioner Schultz,
that the proposed Home Occupation Ordinance be recommended to the
City Council €or their consideration and acceptance and for the
setting of fees for appeals to the Planning Commission. All
members present voted "Aye".
JUNIOR HIGH SCHOOL SIi'E- Halcyon Road
The Arroyo Grande Union Elementary School District requested
approval of a Junior High School site of 24 acres, more or less,
adjacent to Halcyon Road, Fair Oaks Ave. and Arroyo Grande Creek.
A motion was made by Commissioner Strother, seconded by Commission-
er Smith, that a he�.ring b� set for 8:00 P.M. January 21, 1964,�
subject to a feE-exempt Conditonal Use Permit request being filed
by the School District. �l.11 members present voted "Aye".
ADJOURNMENT
A motion was made by Commissioner Schultz, seconded by Com-
missioner Strother, that the meeting be adjourned at 8:45 P.Ma
Motion carried.
