A RESOLUTION OF T`HE PLANNING COMMISSION OF
THE CITY OF ARROYO GRANDE APPROVING PLANNED
SIGN PROGRAM CASE NO. 95-117, APPLIED FOR BY
DARC ENTERPRISTS, INC., AT 1147 GRAND AVENUE
WHEREAS, the Planning Commission of the City of Arroyo Grande has considered .an
application by DARC Enterprises, Inc., for a Planned Sign Program at 1147 Grand Avenue in
the General Commercial, GC Zone; and
WI the Planning Commission has found that this planned sign program is
consistent with the General Plan and the Environmental Documents associated therewith; and
WIi�REAS, the Planning Commission has reviewed this project in compliance with the
California Environmental Quality Act (CEQA) and has determined that the project is
categorically exempt per CEQA Guidelines Section 15311(a); and
WHEREAS, the Planning Commission finds, after due study, deliberation and public
hearing, the following circumstances exist:
1. The proposed signs are consistent with the goals, objectives, policies and programs of
the Arroyo Grande General Plan and any applicable design guidelines. The goals of the
General Plan are to encourage economic vitality and business activity, protect
investments while preserving the environment and character of the City. Said signs are
important to the success of this businesses and are not out of scale or character with
other signs in this zone and vicinity.
2. The proposed signs conform to applicable development standards and provisions of the
Development Code except as approved by Variance Case No. 95-191 and will not be
detrimental to the public health, safety or welfare.
3. The physical location or placement of the signs are compatible with the surrounding
neighborhood and do not pose a safety risk.
NOW, THEREFORE, BE IT RFSOLVED that the Planning Commission of the City
of Arroyo Grande hereby approves said Planned Sign Program, subject to the following
conditions of approval:
CONDITIONS OF APPROVAL
General Conditions
1. The applicant shall ascertain and comply with all State, County and City requirements
as are applicable to this project.
2. This application shall automatically expire on November 7, 1997 unless a building permit
is issued. Thirty (30) days prior to the expiration of the approval, the applicant may
apply for an extension of one (1) year from the original date of expiration. .
3. Development shall occur in substantial conformance with the plans presented to the
Planning Commission at the meeting of November 7, 1995 and marked "Exhibit A"
except that the main entry sign sfiall be single sided and parallel to the street and except
as modified by the following conditions.
4. The applicant shall agree to defend at his/her sole expense any action brought against the
City, its agents, officers, or employees because of the issuance of said approval, or in
the alternative, to relinquish such approval. The applicant shall reimburse the City, its
agents, officers, or employees, for any court costs and attorney's fee's which the City,

its agents, officers or employees may be required by a court to pay as a result of such
action. The City may, at its sole discretion, participate at its own expense in the defense
of any such action but such participation shall not relieve applicant of his/her obligations
under this condition.
Architectural Advisory Committee Conditions
5. The sign edge detail shall match the stucco size with finished edges on the sign.

The asphalt shingles shall be eliminated on top of the signs.
The concrete sign foundation shall be stuccoed to match the rest of the sign.

Logos may be used on tenant signs.
Stucco is to match the finish, texture and color of the existing building.
The individual tenant signs shall be filled in from the top down and horizontally.
Community Development Department Conditions
12. Development shall conform with Development Code Chapter 9-13 except as modified by
approval of Variance Case No. 95-191.
13. The pedestrian walkway sign shall be relocated, subject to review and approval of the
Community Development Director if the curving Fire Iane is deleted.
Building and Fire Department Conditions
14. The applicant shall apply for n�cessary permits, submit plans, and pay necessary fees
prior to starting construction of the signs.
On motion by Commissioner Beck, seconded by Commissioner Lubin, and by the
following roll call vote, to wit:
AYES: Commissioners Beck, Lubin, Soto, Tappan, and Keen
NOES: Commissioner Deviny
ABSENT: Commissioner Carr
