SUMMARY OF ACTION:
Approval will result in additional signage at the existing gas station.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
None.
RECOMMENDATION:
The Architectural Review Committee (ARC) recommends that the Planning Commission
(PC) approve Planned Sign Program 17-001.
BACKGROUND:
Project Description
An existing ARCO automobile service station located at 100 El Camino Real
(Attachment 1) has applied for a Planned Sign Program in order to install new signage.
The property is zoned Highway Mixed Use and was originally developed in 1993.
AGMC Table 16.60.040-A.B.12 requires approval of a Planned Sign Program for
automotive service station signage. The applicant proposes to install three (3) new wall
signs, re-face the south west wall, and re-face the existing ground price sign and gas
dispensers. The existing site currently has two (2) wall signs advertising AM/PM, one (1)
ground price sign, and one (1) forty five foot (45’) tall pole sign. All existing signs were
legally permitted by Planned Sign Program 92 -107 (Attachment 2). In order to amend
an existing Planned Sign Program for an increase of more than ten percent (10%) of
existing signage, the amendment must also be processed as a Planned Sign Program.
Architectural Review Committee
The project was reviewed by the ARC on October 2, 2017 (Attachment 3). At the
meeting, the ARC was not in support of the project and recommended denial to the
Planning Commission due to excessive lighting and concerns regarding the total

amount of signage being proposed. On October 31, 2017, the applicant resubmitted
plans with an unchanged amount of signage but complete removal of all associated
lighting.
On November 20, 2017, the ARC reviewed the revised project and recommended
approval of PSP 17-001 as submitted due to the aforementioned removal of proposed
sign illumination (Attachment 4).
ANALYSIS OF ISSUES:
The proposed signage is designed as follows:
Southeast & Northwest Fascia Signs
Materials: White ACM siding as a background, with 15” bullnose 3D blue decal
in front. Letters are 20” aluminum channel letters. The ARCO spark
is a polycarbonate face.
Message: ARCO.
Size: 39.42 square feet.
Colors: Background Siding: Arco Pearl
Bullnose Decal: Arco Blue
Lettering: White
Arco Spark: Arco Blue and Arco Red
Location: Along southeast and northwest fasciae of the existing shade
structure.
Illumination: N/A
Northeast Fascia Sign
Materials: White ACM siding as a background, with 15” bullnose 3D blue decal
in front. The ARCO spark is a polycarbonate face.
Message: ARCO spark logo. No lettering.
Size: .55 square feet.
Colors: Background Siding: Arco Pearl
Bullnose Decal: Arco Blue

Location: Along northeast fascia of the existing shade structure.
Illumination: N/A
The existing ground sign and dispensers are not proposed to be modified in terms of
size or illumination. Colors and design are to be brought into consist ency with the
proposed wall signs. No lighting is proposed for the proposed signage.

The proposed signage exceeds the total amount of permitted signage – four (4) wall
signs and one (1) ground sign, and will increase the previously permitted amount of
194.39 square feet by forty six percent (46%).
Under a Planned Sign Program, strict adherence to the AGMC may be waived; the
purpose of a Planned Sign Program is to provide flexibility for uses with unique design
elements and needs such as an automobile service station. Although the proposed
signage does not conform to AGMC standards, the proposed total signage would not be
out of character for an automobile service station located near the Highway 101; nearby
automobile service stations have similar amounts of signage both in terms of total
amount and square footage.
The proposed signage will additionally improve the visual aesthetic of the structure. The
existing shade structure over the fuel dispensers is a large, monotone grey structure.
The automobile service station will attain a more modern appearance, and improve the
existing façade of the shade structure. The removal of all originally proposed lighting will
mitigate the visual impact of the proposed signage.
General Plan
LU8-1 states “permit the continuation of gasoline stations and supporting automotive
service facilities in appropriate locations adjoining freeway access or at strategic major
arterial street intersections provided that their design and operation are compatible with
adjacent uses. Require that expansions or modifications of existing facilities be
designed to convey a high quality architectural and landscape character, consistent with
the overall character of the City.” The proposed improvements , as stated previously, will
be a visual improvement and will convey a much higher quality architectural character in
comparison to the existing site.

ALTERNATIVES:
The following alternatives are presented for PC consideration:
1. Adopt the attached Resolution approving Planned Sign Program 17-001;
2. Modify and adopt the attached Resolution approving Planned Sign
Program 17-001;
3. Do not adopt the attached Resolution, provide specific findings, and direct
staff to return with a Resolution denying Planned Sign Program 17 -001; or
4. Provide direction to staff.
ADVANTAGES:
The proposed signage would improve the visual aesthetic of the existin g grey concrete
shade structure and would permit an amount of signage not unusual in comparison to
other existing automobile service stations nearby.
DISADVANTAGES:
Approval of the proposed project would increase the amount of signage for an
automobile service station beyond the permissible amount identified in the AGMC.
However, Planned Sign Programs allow for this when proposed signage is compatible
and consistent within a development and not detrimental to the public health, safety or
welfare.
ENVIRONMENTAL REVIEW:
The project was reviewed in accordance with the California Environmental Quality Act
(CEQA) and determined to be categorically exempt per Section 15311(a) of the CEQA
Guidelines regarding new construction of an on premise sign.
PUBLIC NOTIFICATION AND COMMENTS:
A notice of public hearing was mailed to all property owners within 300’ of the site, was
published in the Tribune, and was posted at City Hall and on the City’s website on
Friday, December 8, 2017. The Agenda was posted at City Hall and on the City’s
website in accordance with Government Code Section 54954.2. Correspondence was
previously received when the proposed signage was intended to be lit.

A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARROYO GRANDE APPROVING PLANNED
SIGN PROGRAM 17-001; LOCATED AT 100 EL CAMINO
REAL; APPLIED FOR BY TESORO REFINING, LLC
WHEREAS, the applicant has filed a Planned Sign Program application to allow for the
addition of three (3) new fuel canopy wall signs and re-facing of an existing monument
sign and fuel dispensers; and
WHEREAS, the project site is located at 100 El Camino Real and is part of the Highway
Mixed-Use (HMU) zoning district; and
WHEREAS, additional signage for an automobile service station is permitted with the
approval of a Planned Sign Program; and
WHEREAS, approval of the Planned Sign Program will permit the addition of three (3) new
wall signs; and
WHEREAS, the Architectural Review Committee has reviewed the project and has
recommended approval to the Planning Commission; and
WHEREAS, the Planning Commission has reviewed the project in compliance with the
California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the Arroyo
Grande Rules and Procedures for Implementation of CEQA and has determined that the
project is exempt per Section 15311(a) of the CEQA Guidelines regarding new
construction of an on premise sign; and
WHEREAS, the Planning Commission has reviewed the project at a duly noticed public
hearing on December 19, 2017; and
WHEREAS, the Planning Commission finds, after due study, deliberation and public
hearing, that the following circumstances exist and findings can be made:
Planned Sign Program Findings:
1. The proposed sign is consistent with the goals, objectives, policies and programs of
the Arroyo Grande general plan, specific plan, and any applicable design guidelines
or approvals;
The project is consistent goal LU 8-3 due to the signage supporting an automobile
service facility in an appropriate location and being designed to convey a high
quality architectural character.

2. The proposed sign conforms to applicable development standards and provisions
of this title and will not be detrimental to the public health, safety and welfare;
The purpose of the Planned Sign Program is to provide flexibility for uses with
unique design elements and needs. The proposed signage supports an automobile
service facility with unique design elements and will not be detrimental to the public
health, safety and welfare due to conditions placed upon the project.
3. The physical location or placement of the sign is compatible with the surrounding
neighborhood and does not pose a safety risk.
The proposed signage is compatible with the surrounding neighborhood due to
similarity in design and square footage when compared to similar uses. The
signage is to be located on an existing structure and will not pose a safety risk
due to the signage being constructed and installed in conformance with the
California Building Code.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of
Arroyo Grande hereby denies approves Planned Sign Program 17-001 as set forth in
Exhibit “B”, attached hereto and incorporated herein by this reference, with the above
findings and subject to the conditions as set forth in Exhibit “A”, attached hereto and
incorporated herein by this reference.

100 EL CAMINO REAL
This approval authorizes the addition of three (3) new canopy fuel wall signs to an existing
structure and the re-facing of an existing monument sign and existing fuel dispensers.
CONDITIONS OF APPROVAL:
GENERAL CONDITIONS
1. The applicant shall ascertain and comply with all State, County and City
requirements as are applicable to this project.
2. The project shall substantially conform to the plans on file in the Community
Development Department, dated October 31, 2017.
3. The applicant shall agree to indemnify and defend at his/her sole expense any
action brought against the City, its agents, officers, or employees because of the
issuance of said approval, or in the alternative, to relinquish such approval. The
applicant shall reimburse the City, its agents, officers, or employees, for any court
costs and attorney’s fees which the City, its agents, officers, or employees may be
required by a court to pay as a result of such action. The City may, at its sole
discretion, participate at its own expense in the defense of any such action but such
participation shall not relieve the applicant of his/her obligations under this
condition.
4. The permit shall expire on December 19, 2019 unless a building permit is issued for
the project.
BUILDING DIVISION
5. The applicant shall comply with the current California codes including
the specifically adopted City of Arroyo Grande provisions.
6. Prior to any additional work being done onsite, the applicant shall obtain all
necessary permits from the Building and Life Safety Division.
ARCHITECTURAL REVIEW COMMITTEE
7. The applicant shall comply with all landscaping provisions of the Arroyo Grande
Municipal Code, including the prohibition on tree-topping.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE APPROVING PLANNED SIGN PROGRAM 92-107 FOR
SIGNS ASSOCIATED WITH A GAS STATION AND MINI-MART AND
VARIANCE NO. 92-170 TO ALLOW MORE SIGNS AND A TALLER, LARGER
FREESTANDING SIGN THAN OTHERWISE ALLOWED BY THE
DEVELOPMENT CODE FOR PROPERTY LOCATED AT 100 BARNETT
STREET, ARCO PRODUCTS, APPLICANT.
WHEREAS, ARCO Products has applied for a Planned Sign Program for property
located at 100 Barnett in the HC (Highway Commercial) zoning district; and
WHEREAS, ARCO Products has also applied for a Va1iance to allow seven signs when
four are usually allowed; to allow a pole sign that exceeds the 15 foot height limit and exceeds
maximum area of 70 square feet; and to allow aggregate sign area in excessive of the usual amount
for this size site; and
WHEREAS, the Architectural Advisory Committee reviewed saidrequest on November
9, 1992, and recommended that the Planning Commission approve the sign program and valiance
subject to various conditions; and
WHEREAS, the Planning Commission held a duly noticed puhlic healing on Ap1il 6,
1993 continued to May 4, 1993 on this matter; and
WHEREAS, the Planning Commission has reviewed the project pursuant to the
California Environmental Quality Act and has by separate resolution approved a negative
declaration with mitigations for this project; and
WHEREAS, based on the application matelials including the videotape illustrating the
proposed sign at different heights, the various oral and written staff reports, the expanded Initial
Study, testimony at the public meetings and hearings, recommendations from the Architectural
Advisory Committee, and wriuen correspondence finds, after due study, deliberation and public
hearing, the following circumstances exist:
l. That the strict or literal interpretation and enforcement of the regulations would result in
practical or unnecessary hardship not otherwise shared by others within the
su1T0t111ding area for the following reasons:
a. A survey of other uses in the vicinity which are oliented toward the freeway have
signs which also exceed the usual sign standards in ways that are similar to the
valiance requested by this applicant; and
b. The development code requires the building to be oriented with its front toward the
center of the property; therefore, three of the requested signs (the ones in excess of
the usual limit) will not generally be visible from the public right-of-ways but only
to customers on the site; thus, the intent of the limitation on the number of signs is
practically met.
2. That there are exceptional or extraordinary circumstances or conditions applicable to the
property involved or to the intended use of the property that do not apply generally to
other properties classified in the same zone, namely:
a. That while most sites adjacent to the freeway and designated for highway-01iented
uses enjoy visibility from the freeway, this site is difficult to see because of its
sloping topography, surrounding existing trees and the fact that the site is
significantly lower than the freeway grade; and
b. As noted above, the development code requires this kind of use to orient its
entrance toward the interior of the site rather than toward the streets, thus
necessitating additional signage for onsite customers.
3. That the strict or literal interpretation and enforcement of the specified regulation would
deprive the applicant of privileges enjoyed by the owners of other properties classified
in the same zone because other similar uses oriented toward the freeway generally enjoy
signage which exceeds the usual standards.
4. That, therefore, the granting of the variance will not constitute a grant of special
privilege inconsistent with the limitations on the other properties classified in the same
zone.

5. That the granting of the variance as conditioned will not be detrimental to the public
health, safety or welfare or materially injurious t properties or improvemenL<; in the
vicinity.
6. That the granting of a variance, as conditioned, is consistent with objectives and
policies of the General Plan and the intent of the development code which are to
encourage economic vitality and business activity, protect investments while preserving
the environment and character of the City because said signs are important to the
success of this and similar businesses oriented toward a freeway clientele but as
conditioned are not out of scale or character with other signs in this zone and this
vicinity.
7. That the physical location or placement of the signs are compatible with the smTounding
neighborhood and do not pose a safety risk.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of
Arroyo Grande hereby approves Planned Sign Program 92-107 and Variance 92-170, subject to
the conditions of approval listed in Attachment A which is attached hereto and incorporated herein
by this reference.

FOR 100 BARNETT STREET
General Conditions
l. The applicant shall ascertain and comply with all state, county, and city requirements as are
applicable to this project.

This approval shall automatically expire two years from the effective date of this approval
unless a building permit is issued. Thirty (30) days prior to the expiration of the approval
of this entitlement, the applicant may apply for an extension of one (1) year from the
original date of expiration.
The applicant shall agree to defend at his/her sole expense any action brought against the
City, its agents, officers or employees because of the issuance of this approval, or in the
alternative, to relinquish such approval. The applicant shall reimburse the City, its agents,
officers or employees for any court costs and attorney's fees which the City, its agents,
officers or employees may be required by a court to pay as a result of this action. The City
may, at its sole discretion, participate at its own expense in the defense of any such action
but such participation shall not relieve the applicant of his/her obligations under this
condition.
4. Development shall occur in substantial conformance with the plans and exhibits approved
by the Planning Commission at its meeting of May 4, 1993, and on file with the Planning
Department, except as otherwise modified by these conditions of approval.

5. The maximum height of the freestanding (pole) sign shall be 45 feet.
6. The maximum area of the freestanding (pole) sign shall be 270 square feet.
7. The freestanding (pole) sign shall be designed so that the text "AM/PM" is located beneath
the text "ARCO"; said sign text shall also be surrounded with a wood or woodlike
cladding.
8. All wall signs shall be surrounded by a wood or woodlike trim.
9. The wall signs with text "24 Hours" shall be eliminated from both the west and east
elevations.
10. The revised sign program shall be subject to review and approval by the Architectural
Advisory Committee prior to issue of a building permit.

The Committee provided comments in opposition to the project regarding the proposed sign
illumination and proposed location of signage. The Committee discussed possible paths
towards a recommendation for approval, including removal of proposed LED laser line and

signage.
Committee Member Storton made a motion, seconded by Vice Chair Bruce Berlin, to
recommend denial of the project to the Planning Commission.
The motion passed on a 4-0 voice vote. Committee Member Hertel was absent.

Hi Matt,
I am opposed to the signage that is proposed for the Arco station and want to be on record as such.
This signage is 46% larger than you offer other businesses, that is huge.
I personally don't think with todays technology you need big ugly signs all over the place to draw
people in. Most of us use our phones or auto GPS to get places.
Why do we have codes if we are just going to change things time and time again? We need more
consistency with signage not less. I still don't like that Figuero Mtn got away with their big ugly signs.
