2021-05-18_09a Traffic Way Bridge Stakeholder MEMORANDUM TO: PLANNING COMMISSION FROM: ANDREW PEREZ, ASSOCIATE PLANNER SUBJECT: APPOINTMENT TO THE TRAFFIC WAY BRIDGE STAKEHOLDER GROUP DATE: MAY 18, 2021 SUMMARY OF ACTION: Appointment of a representative to serve on the Traffic Way Bridge Stakeholder group. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: There is no cost or staffing impact from this action. RECOMMENDATION: It is recommended that the Planning Commission appoint one Commissioner to serve as a representative on the Traffic Way Bridge Stakeholder group. BACKGROUND: The Traffic Way Bridge was constructed in 1932 making the bridge 89 years old. In general, the design life of a bridge is 100 years. The Traffic Way Bridge is a reinforced concrete structure which is supported by abutments on each end of the bridge as well as concrete piles. In 2016 a Caltrans inspection revealed signs of deck cracking, failed expansion joints, spalling concrete, concrete abrasion, and creek channel erosion. In March 2018, Caltrans determined the bridge to be a high risk and identified the bridge as a replacement project. ANALYSIS OF ISSUES: The Traffic Way Bridge Replacement Project is entering into the design phase and a stakeholder group is being assembled to provide input regarding aesthetics during the design process, and road closures and detours during construction. The nine (9) member group will consist of a representative(s) from: • Planning Commission • Architectural Review Commission • Police Department • Five Cities Fire Authority • South County Chamber of Commerce • Business owners from commercial centers adjacent to the project (4) Staff from the City’s Public Works Department, Engineering, and Planning Divisions will also participate. The primary purpose of the stakeholder group is to advocate for groups that are most likely to be impacted the by the project, and during construction when the bridge will be closed. Input from the emergency responders and adjacent business owners will ensure traffic operations are impacted as minimally as possible. The group will also provide feedback for design PLANNING COMMISSION CONSIDERATION OF APPOINTMENT TO THE TRAFFIC WAY BRIDGE STAKEHOLDER GROUP MAY 18, 2021 PAGE 2 aspects of bridge such as fencing and lighting. The group is anticipated to meet approximately six (6) times over an 18 month period. ALTERNATIVES: 1. Appoint one Commissioner to the Traffic Way Bridge Stakeholder group; or 2. Provide other direction to staff. ADVANTAGES: The appointee to the stakeholder group will have the opportunity to provide input on behalf of the Planning Commission. DISADVANTAGES: No disadvantages have been identified regarding this item. ENVIRONMENTAL REVIEW: No environmental review is required for this item. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted in front of City Hall and on the City’s website in accordance with Government Code Section 54954.2.
