A�RESOLUTION OF THE PLANNING COMNIISSION OF
THE CITY OF ARROYO GRANDE RECOIVIlVIFNDING
ADOPTION OF A MITIGATED NEGATIVE DECLARATION
FOR THE ALTERNATIVE RANCHO GRANDE PARK PLAN
BY THE CITY COUNCIL, AND RECOMMENDING THAT
THE CITY CLERK FILE A NOTICE OF DETERr�II1VATION
WHEREAS, on February 11, 1992, the City Council requested the Planning Commission
to review and make recommendations on an Expanded Initial Study for the Original Park Plan
and the Parks and Recreation Commission Alternative Park Plan; and
WHEREAS, the Planning Commission has conducted four (4) public hearings on the
Expanded Initial Study on the Original Park Plan and the Alternative Park Plan; and
WHEREAS, the Planning Commission has received public testimony regarding the
Expanded Initial Study during public hearings; and
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City
of Anoyo Grande, California as follows:
1. The Planning commission recommends that the City Council adopt the negative
declaration with the mitigation measures outlined in Attachment "A", in compliance with
CEQA;
2. The Planning commission hereby further states that the information contained in the
Expanded Initial Study has been reviewed and considered by the members of the
Planning Commission.
On motion of Commissioner Soto, seconded by Commissioner Souza, and on the
following roll call vote, to wit:

MITIGATION MEASURF.S
GRADING `
a. The project shall be subject to the City's grading ordinance (303 C:S.) and other
regulations and policies regarding grading and erosion.
Timing: Prior and during construction

b. The report entided "Rancho Grande Park Grading Plan Review" shall be reviewed
and approved by the City Engineer. All erosion control measures included in the report as
revised by the City Engineer shall be incorporated into the project.

c. The slope at the corner of Collado Corte and Avenida de Diamante shall be
redesigned to use variable slope ratios and undulation of tops and toes of the slope.

AIR QUALITY
Short-term Construction
a. Water trucks or sprinkler systems shall be used in sufficient quantities to prevent
airborne dust from leaving the site. Frequency of watering will vary with existing weather
conditions, but, at a minimum, should include the wetting of all actively worked areas at least
once in the morning and once in the afternoon. Increased watering frequency would be required
whenever wind speeds exceed 15 mph.
b. All dirt stock-pile areas shall be sprayed daily as needed. At a minimum, stock-
piles should be watered once in the morning and once in the afternoon. In order to prevent
airborne dust from leaving the site, increasetl watering would be required if wind speeds exceed
15 mph.
c. Permanent dust control measures identified in the approved project revegetation
and landscape plans shall be implemented as soon as possible following completion of any soil
disturbing activities.
d. Exposed ground areas that aze planned to be reworked at dates greater than one
month after inidal grading shall be sown with a fast-germinating native grass seed and watered
until vegetation is established.
e. All disturbed soil areas not subject to revegetation shall be stabilized using
approved chemical soil binders, jute netting, or other methods approved in advance by the
APCD.
f. Vehicle speed for all construction vehicles shall not exceed 15 mph on any
unpaved surface at the construction site.
g. A comprehensive construction activity management plan designed to minimize the
amount of large construction equipment operating during any given time period.

h. Construction truck trips shall be scheduled during non-peak hours to reduce peak
hour emissions.

NOISE
a. Construction shall occur only between the hours of 7 a. m. and 5 p. m.

LIGHT/GLARE
a. SecuritX Lights - A lighting plan shall be submitted to the Parks and Recreation
Director and approved by the City Council, subject to a public hearing, prior to construction of
Phase II of the park. The lighting plan shall be compatible with existing and proposed residential
uses, serve to reduce or eliminate glare onto neighboring land uses and direct lighting downward
and not into the sky. The plan shall illustrate the methods to be used to shield and direct light
away from residendal uses. Lighting shall not exceed 0.5 foot candles beyond the property line
and shall not blink, flash, oscillate or be of unusually high intensity of brightness.

uniformity, and efficiency. Athletic lighdng shall not be usetl after 9:00 p.m. Sunday through
Thursday and 10 p.m. Friday and Saturday. Lighting shall not exceed 0.5 foot candles at the

c. Glare - Tennis and basketball courts shall be surfaced with material that reduces
reflection from any lighting. Section 9-10.110 F. of Development Code prohibits direct or
reflected glaze so as to be visible from any property line on which the same is produced.

LAND USE
a. The master plan shall be redesigned to include a 3 foot high wall or berm along
the parking areas facing James Way and Avenida de Diamante.

along the northwest boundary with lot 30 of Tract 1132.

Project Access and Internal Circulation
a. Redesign the plan so that full service access to the park site is provided via only
one driveway onto James Way in approximately the location of the proposed eastern driveway.
The full service driveway should be redesigned to the satisfaction of the Public Works Director
to provide for a 50 foot tangent section back from 7ames Way, then a 50 foot radius curve and
another 50 foot tangent section before parking is provided. A median should also be constructetl
in the driveway throat to separate ingressing and egressing driveway vehicles.

b. A gated emergency vehicle access only driveway should be provided in
approximately the location of the southern driveway shown in the original plan and a cul-de-sac
should be provide at the southern end of the parking lot along Avenida de Diamante to provide
a turn around for park traffic. Bicycle and pedestrian access shall be included along Avenida
de Diamante.

c. All driveways and drive aisles shall be designed to meet Fire Department turning
radius standards. The corner defined by the basketball court should be redesigned for better sight
distance and ease of circulation between parkin� areas. The redesi�n of this area shall include
a safe pedestrian crossing from the parking area to the basketball court.

Water
a. All plumbing fixtures shall be of an ultra-low flush and flow nature including, but
not limited to:

b. Water headng systems shall be designed to conserve water by the installation of
"on demand hot water" type heaters, recirculating hot water systems or other designed water
conserving systems meeting the approval of the Building Official. All hot water pipes shall be
fully insulated. �

c. Systems designed to use greywater for irrigation of landscaping shall be installed.
The design of such systems shall be submitted to the Building Official for approval prior to

d. Rainwater collection systems for the irrigation of on site landscaping shall be

to the homes in the surrounding neighborhoods.

c. The City Architectural Advisory Committee and the Rancho Grande Homeowner's
Architectural Committee shall review elevations and plans for the restroom building, play. area,
amphitheater, maintenance building, and picnic shelters. The Rancho Grande Homeowner's
Architectural Committee shall have no authority other than what already may be present in the
current covenants, conditions, and restrictions.
