PC R 92-1386RESOLUTION NO. 92-1386 A RESOLUTION OF THE PLANNING COMMISSION OF TH� CITY OF ARROYO GRAND� APPROVING SIGN PERMIT CASE NO. 92-105, A PLANNED SIGN PROGRAM FOR A MONUMENT AND BUILll1NG SIGNS FOR A PROFESSIONAL OFFIC� COMPLEX, APPLIED FOR BY PEDIATRIC ASSOCIATES AT 1152-1154 GRAND AVENUE. WHEREAS, the Planning Commission of the City of Arroyo Grande has considered an application by Pediatric Associates for a Sign Permit at 1152 - 1154 Grand Avenue in the General Commercial District; and W�IEREAS, the Planning Commission has found that this planned sign program is consistent with the General Plan and the Environmental Documents associated therewith; and WHEREAS, the Planning Commission has reviewed this project in compliance with the California Environmental Quality Act (CEQA) and has determined that the project is categorically exempt per CEQA Guidelines Section 15311; and WHEREAS, the Planning Commission finds, after due study, deliberation and public hearing, the following circumstances exist: 1. The proposed signs are consistent with the goals, objectives, policies and programs of the Arroyo Grande General Plan. 2. The proposed signs conform to all applicable development standards and the provisions of the Development Code. The proposed signs will not be detrimental to the public health, safety or welfare. 3. The physical location or placement of the signs is compatible with the surrounding neighborhood and does not pose a safety risk. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Arroyo Grande hereby approved said Sign Permit, subject to the following conditions of approval: Gener�l Conditions 1. The applicant shall ascertain and comply with all State, County and City requirements as are applicable to this project. 2. This application shall automatically expire on September 15, 1994 unless a building permit is issued and substantial construction is commenced and diligently pursued toward completion. Thirty (30) days prior to the expiration of the approval, tlle applicant may apply to the Planning Commission for an extension of one (1) year from the original date of expiration. 3. Development shall occur in substantial conformance with the plans presented to the Planning Commission at the meeting of September 15, 1992 and marked "Exhibit A". 4. The applicant shall agree to defend at his/her sole expense any action brought against the City, its agents, officers, or employees because of the issuance of said approval, or in the alternative, to relinquish such approval. The applicant shall reimburse the City, its agents, officers, or employees, for any court costs and attorney's fee's which the City, its agents, officers or employees may be required by a court to pay as a result of such action. The City may, at its sole discretion, participate at its own expense in the defense of any such action but such participation shall not relieve applicant of his/her obligations under this condition. Planning Department Conditions 5. Development shall conform with the GC zoning requirements unless otherwise approved. 6. Sign standards for the second phase building shall be as follows: Resolution No. 1386 Pediatric Associates September 15, 1992 P�ge 2 A. Monument Sign 1) Grapllic to be added to the existing sign face in the location indicated on sheet number 2 of Exhibit A. 2) 3) Maximum area shall not exceed 18"x75" (9.4 Square Feet) Colors, materials and type styles shall match the existing sign. B. Building Wall Signage (Suite Identification, 4 Suites Maximum) 1) A single wall sign shall be mounted to the right of the central entry doors. 2) Construction, colors, materials, mounting and detailing shall be identical to the wall mounted sign "B" on the Phase 1 building. (Shown on sheet number 2 of Exhibit A). 3) Typestyles and colors shall match Phase 1 signs. C. Door Signs 1) White vinyl letters indicating suite number and occupant name to be located on each glass entry door. Maximum area allowed is two square feet. 7. Prior to issuance of building permits for the signs, the applicant shall acquire an easement for the proposed monument sign and surrounding landscaping. The easement must be valid for as long as the sign is in this location. A copy of the recorded easement shall be provided to the Building Department to allow verification of this condition. If an easement can not be obtained, approval of the monument sign is void. 8. Prior to issuance of Building permits, the applicant shall submit two (2) copies of revised sign plans showing a landscaped area of at least 121 square feet around the base of the monument sign. A landscaping and irrigation plan prepared by a licensed landscape arcllitect for the landscape area shall be included in the revised sign plan. Revised sign plans shall be subject to the review and approval of the Parks and Recreation Director and the Planning Director. Proposed landscaping shall complement existing on-site landscaping. Landscaping shall be installed prior to receiving final inspection for the sign. Building Department Conditions 9. Prior to issuance of installation of signs, the applicant shall apply for permits and pay appropriate fees. 10. All structures as regulated by the currently adopted issues of the Uniform Building Code and related codes, are subject to all seismic conditions as they would apply to earthquake zone 4. On motion by Commissioner Souza, seconded by Commissioner Carr, and by the following roll call vote, to wit: AYES: Commissioners Carr, Soto, Moore, Souza, Tappan and Chairman Brandy NOES: None ABSENT: None the foregoing Resolution was adopted this 15th day of September, 1992.
