A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARROYO GRANDE AUTHORIZING THE PURCHASE
OF DECORATIVE CONCRETE BARRIERS AND
PLANTERS FOR THE LONG-TERM PARKLET
PROGRAM
WHEREAS, temporary parklets were allowed in the early stages of the COVID-19
pandemic to support public health and economic recovery of local businesses,
particularly restaurants, by providing outdoor seating; and,
WHEREAS, the community has expressed support, overall, for the continuation of
the parklet program, with concerns generally related to parking, aesthetics, safety,
and economic fairness; and,
WHEREAS, on September 27, 2022, City Council approved an ordinance
establishing a long-term parklet program which set design guidelines and addressed
community concerns; and
WHEREAS, decorative concrete barriers around each parklet, matching each other and
the historic character of the Village, were identified as necessary components of the
parklet program to address both safety and aesthetics; and,
WHEREAS, on July 3, 2023, and July 17, 2023 the City of Arroyo Grande
Architectural Review Committee provided a recommendation regarding the design,
color, and layout of the decorative concrete barriers and planters that was used to
develop a Request for Quote (RFQ) for the purchase of these decorative concrete
barriers and corresponding planters; and
WHEREAS, the RFQ was sent to nine potential vendors on July 7, 2023, with six
quotes received by the deadline of July 13, 2023; and
WHEREAS, the quote from Petersen Manufacturing Company is the only quote that
meets all of the specifications, can be delivered within the desired lead time, and is
within the originally estimated budget of$90,000.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Arroyo Grande hereby:
1, The Council hereby approves and authorizes the Public Works Director to issue
a Purchase Order to Petersen Manufacturing Company for the purchase of
decorative barriers and planters for the long-term parklet program for an
amount not to exceed $73,000.

2. The Public Works Director is hereby authorized to take any and all such actions
and make changes as may be necessary to accomplish the purpose of this
resolution.
3. The City Council finds that this purchase is not a project subject to the California
Environmental Quality Act ("CEQA") because it has no potential to result in either
a direct, or reasonably foreseeable indirect, physical change in the environment.
(State CEQA Guidelines, §§ 15060, subd. (b)(2)-(3), 15378.) (State CEQA
Guidelines, § 15378, subd. (b)(2).) Continuing administrative or maintenance
activities—such as purchases for supplies, personnel-related actions, and general
policy and procedure making—do not qualify as a project under CEQA. (State
CEQA Guidelines, § 15378, subd. (b)(2).) These barriers and planters are not
permanent structures and may be moved or removed at any time.
On motion of Council Member Barneich, seconded by Council Member George, and by the
following roll call vote, to wit:
