A�ESOLUTION OF THS PLANNING COHMISSION OF THE
CITY OF ARROYO GRANDE RECOMMENDING THAT THE CITY
COUNCIL MARE CERTAIN FINDINGS REGARDING THE
ENVIRONMENTAL IMPACTS OF THE PROPOSED GENERAL
PLAN UPDATE OF THE LAND USE, HOUSING, OPEN SPACE
AND CONSERVATION ELEHENT5.
WHEREAS, the City of Arroyo Grande has prepared an Environmental Impact
Report (EIR) for the proposed General Plan Update of the Land Use, Housing, Open
Space and Conservation Elements; and �
WHEREAS, the draft EIR has been prepared and circulated pursuant to the
California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the
City's Rules and Procedures for Implementation of CEQA and the State CEQA
Guidelines; and
WHEREAS, public participati,on in the development of the final EIR included
mailing publi.c hearinq�' notices to all property owners in the City and within 300
feet of -the City limits;
WHEREAS, duly noticed public hearings were held by the Planning
CommissiAn of the City of Arroyo Grande on January 2, January 30, February 6,
February 26, and March 19, 1990, at which all interested persons were given the
opportunity to be heard; and
WHEREAS, the final EIR, relatinq to the General Plan Update of the Land Use,
Housing, Open Space and Conservation Elements and responding to the concerns
raised during the review period and at the public hearing, has been prepared
pursuant to CEQA, the State CEQA Guidelines, and the City's Rules and Procedures;

WHEREAS, the Planning Commission at its meeting of even date herewith
adopted a Resolution recommending certafication that said final EIR was completed
in compliance with CEQA, the State CEQA Guidelines, and the City's Rules and
Procedures; and �
WHEREAS, the Planninq Commissi,on has reviewed and considered the
informataAn contained in the final EIR for the General Plan Update of the Land Use,
Housing, Open Space and Conservati,on Elements.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City
of Arroyo Grande, California as follows:

1. The Planning Commissi�n hereby finds and determines that the
im�'lementation of the proposed General Plan Update of the Land Use,
Housing, Open Space and ConservatiAn Elements may have a signifi,cant
effect on the environment.
2. The Planning Commi.ssion hereby. finds with respect to the adverse
environmental impacts detailed in the EIR:
(a) that, based on the informati,on set forth in the EIR and the
Statement of Significant Environmental Effects and Mitigati.on
Measures, attached to this Resoluti�on as Attachment "A" and
incorporated herein by reference, the Planninq Commission finds
and determinea that changes or alterati,ons have been required
in, or incorporated into, the project which avoid or substantially
lessen the adverse environmental effects identified in the EIR
for: (1) Water; (2) Noise; (3) . Poli.ce/Fire; (4) Air Quality; (5)
Recreat.i.on; (6) Traffic; and (7) Infrastructure.
(b) that��.no addit,i,onal adverse impacts will have a significant effect
or result in a substantial or potent.ially substantial adverse
change in the environment as a result of the proposed General
Plan U p date. ' `

The Planning CommissiAn hereby finds and determines that all
significant environmental effects ident.i.fied in the EIR have been
reduced to an acceptable level in that:
(a) all signifi.cant environmental effects that can feasi.bly be avoided
have been eliminated or substanti.ally lessened as determined
through the findings set forth in paragraph 3(a) of this '
Resolution;
_ 5. _ The Planning Commission hereby recommends that the City Council
authorize and direct that a Notice of Determinati.on with respect to the
EIR pertaining to the approval of the General Plan Update of the Land
Use, Housing, Open Space and Conservat,i.on Elements and all other
actiAns in furtherance thereof be filed.
On motion by Commi.ssioner Soto, seconded by Commissioner Fischer, and by the
following roll call vote, to wit: , �
AYES: Commi.ssipners Flores, Brandy, Soto, Moore, Fischer and Chairman Carr
NOES: None
ABSENT: Commissi,oner Gallagher
