C1TY OF ARROYO GRANDE APPROVING IISE PERMIT CASE
NO 88-440, APPLIED FOR BY UNI'I�D BROT'HERHOOD OF
CARP�NTERS dc JOINERS OF AMERICA LOCAL #1800,
LOCATED AT 227 BRIDGE STR,EET ;
WT�F�tF.AS, the Planning Cormussion of the G�ty of Arroyo Grande has considered an application
for construction of a 11,500 square foot Union Of�ce, Meeting Hall and School, located at 227 Bridge
Street (Lot 1 of �act 1513).
WHEREAS, the Planning Carmussion has Pound that this projeet is consistent with the General
P'lan and the Environmental Documents associated therewith, and a mitigated Negative Declaration has
been declared imder the provisions oP the California Environmental Quality act (C�QA); and
WHEREAS, the Planning Comnussion find�, after due study, deliberation and public hearing, the
following cirewrstances exist:

The proposed use is consistent voith the General Plan's statement and intent.
The proposed use is consistent with the zoning designation.
The site is adequate in shape or size for the proposed use, as it can n�eet all the setbaek ancl
parking requirements.
The site does have adequate access, per the conditions of approval.
The proposed t�se will not have an adverse effect on the use of surroundir�g property
because approprate conditions have been incorporated into the resolution of Approval.
The design and layout of the proposed use is suitable becai�se adequate provisions for
setbacks, access and circulation have been incorporated into tt►e project design.
NOW, T'HEREFORE, BE TI' RFSOLVED that the Planning Carnussion of the G�ty of Arroyo Grande
hereby approves said Use Permit, subject to the following conditions:
PLANNIIIG AND BUILDING DF.PARTMENT
1. Development shall occur in substantial confotmance with the infot�rnation and plans
presented to the Plannin� Cormii.�sion at the meeting of Sept�nber 20, 1988.
2. All existing or proposed roof-mounted equipment shall be screened from view of surrounding
property +�nd public streets. All roof-mounted equipment which generates noise, solid
particles, odors, etc. shall cause the objectionable material to be directed away from
residential properties. All screen designs shall be compatible with the builc�ing and shall be
subject to the review and approval of the Planning Department.
3. All existing and ground-mounted utility and mechAnical equipment shall be screened nnd
sound-buffered as shown on the final landscape plans, subject to the review and Approval of
the Planning Department and Parks And Recre�tibn Departrr�ent.
4. An exterior lighting plan for any new lighting resulting from this proposal shall be
submitted, and shall be subject to the reveiw and approval of the Planning and Building•
Department and shall include the following:

All fixtures shall use a flat, clear-len's, energy-efficient light source.
All project lighting shall be confined to the project site.
5. All signage shall be subject to the requirements of Section 9-4.2407 of the Zoning
Ordint�nce. .
6. Total enrollment for the Cac•penters' training shall not exceed 100 students at any one tirr�e.
The total ntunber of students pecmitted on site shall not exceed the available parking.
Additional parking shall be added as necessary to acconxnodate any incre�se in students
beyond the limitations of the existing parldng. '
e. C�t-off luminaries shall be installed which will provic':e true 90-degree cutoff and
prevent projection of light above the horizontal from the lowest point of the lFUnp or
light-emitting refractor or device. ,
7. After three (3) months of operation, the school's operations shall be reviewed by staff to
determine iY any significant noise impacts exist. Should naise impacts be found to be
significant, a noise study may be required at the cost of the applicant. C�iteria for the
noise study shall be set by the City Planning Depr�rtment.

8. The hours of the propos�ed school's outdoor instructional activities shall be limited from 8
A.M. to 5 P.M.

9. Adequate access for emetgency vehicle access shall be maintained at all tirr�es. The
applicant shall submit a site plan indicating acce.ss routes through the parldng lot for review
and approval by the I'ire Chief prior to occupancy.
10. Any unspecified usage of property's roarr� or areas shall be presented to the Fire Chief for
approval prior to occupancy.
