WIiEREA.S, the Planning Carrrrrission of the GSty of Arroyo Grande has considered an
application by Joie Scolari and E.C. Loonris to exceed the building height restriction for the area
bounded by Mason Street and G�own Terrace, Branch Street and Le Point Street; and
WHEREAS, the Planning Cormrission has found that this project is consistent with the General
Plan and the Environmental Documents associated therewith, and an Environmental Lnpact Report has
been prepared and certified under the provisions of the California Environmental Quality Act
(CEQA); and
WHEREAS, the Planning Carmis5ion hereby finds, after due study, deliberation and public
hearing, the following circurr�stances e�ast:
1• 'I7�e propased use is consistent with the General Plan's statement and intent as outlined in
the Central Business District zone.
2. This site is adequate in shape or size for the proposed use, as it can meet all of the setback
and par{cing requirements.
3. The site does have adequate access, per the conditions of approval.
4. The proposed use will not have an adverse effect on the u5e of surrounding property because
sufficient mitigation measures have been incorporated in the conditions of approval for the
project, and the site is at a lower elevation than surrounding properties and the requested
height increase is not significant.
5. 'I'he design and layout of the proposed �e is suitable because standards of good design have
been incorporated into the project and the project has been reviewed by GYty staff and xhe
Planning C,onmission and found to be acceptable and in confo�nance to standards for
properties in this zone.
NOW, '�?�FORE, BE 1T RFSOLVED that the Planning Conmi��sion of the City of Arroyo
Grande does hereby approve said Conditional Use Permit, subject to the following conditions:
1. Development shall occur in substantial conformance with p�lans approved by the Planning
Carrnission on August 16, 1988, and marked "Exhibit A".
. 2. All roof-mounted equipment shall be screened from view of adjacent prnperty in accordance with
the GYty's Architectural Review Guidelines. All roof-mounted equipment which generates noise,
solid particles, odors, etc., shall cause the objectionable material to be directed away from
� residential properties. All screen designs shall be canpatible with the building and shall be
subject to the review and approval of the Planning Department.
3. All proposed screening/retaining walls shall be constructed of a material comp�atible with the
elevations of the building, subject to the review and approval of the Planning Departrnent in
aceordance with the City's Architectural Review Guidelines.
4. Textured (stamped or scored) concrete paving should be provided inteimittently throughout the
project site, subjeet to the review and approval of the Planning Departrrient in accordance with the
City's Architectural Review Guidelines.
5. An e�cterior lighting plan shall be submitted prior to occupancy, and shall be subject to the review
and apprnval of the Planning DeparUnent and shall include the following:
a. Gt�t-off hurunaires shall be installed which will provide true 90 degree cut-off and prevent
projection of light above the horizontal from the lowest point of the lamp or light emitting
refractor or device.
b. All fixtures shall use a flat, clear lens, energy-ef�cient light source.
c. All project lighting shall be confined to the project site.

6. Signage shall be subject to the requirements of Section 9-4.2407 of the Zoning Ordinance, which
requires a canprehensive sign program to be reviewed by the Planning Commission.
7. A�nal landscape and full-coverage autornatic irrigation system shall be provided for review and
approval and installed prior to building occupancy, subject to the approval of the Planning
Departrnent and Parks and Recreation Departrnent. `I�ee staking, soil preparation and planting
detail shall be shown on final landscape plan. Water conservation design and maintenance and
drought tolerant landscape planting shall be incorporated whenever feasible into the final design
of the landscape and irrigation plans for the site.
8. All ground-mounted utility and mechanical equipment shall be screened and sound buffered as
shown on the final landscape plans, subject to the review and approval of the Planning and Building
Departrnent and Parks and Recreation Departrnent.
9. Existing vegetation in creek to remain as required by the Parks and Recreation Director.
10. The ntunber of trees to be removed during excavation of the site shall be subject to the review and
approval of the Parks and Recreation Director.
11. The applicant shall eliminate Camphor trees (surface roots) from the final landscape plan.
12. The type of vines to be used on trullises shall be subject to the review and approval of the Parks and
Recreation Director.
13. The City owned lawn strip by end of Crown Hill Street shall be maintained by Plaza Owners.
14. Via an agreement with the Parks and Recreation Director, Jacarandas shall be removed from the
inner walkway arees es required by the Parks and Recreation Director.
