A RFSOLUTION OF THE PLANNIIIG OOMMISSION OF THE
CI'I'Y OF AR.ROYO GRANDE APPROVING IISE PERMIT NO.
88-�435, APQLIED FOR BY REVIN KENNEDY AND
RU�LL SHEPQ'EL, AT JAMFS WAY AND OAR PARR

W�IEREAS, the P'lanning (7onlrnssion of the City of Arroyo Grande has considered an
application for construction of a 22,600 sq. ft. health club and office bw7ding at the
intersection of James Way and Oak Park Boulevard in the Oak Park Acres, P-D, P9anned
Development District; and
WHERF.AS, the Planning C.ortmission hes found that this project is consistent with the
General Plan and the Environmental Doc�,unents associated therewith, and a Negative Declaration
hes been deelared under the provisions of the California Environmental �uality Act (CEQA);
and
WHERF.AS, the Planning Conrrrission �nds, after due study, deliberation and public
hearing, the following:

4. The proposed use will not have an adverse effect on the use of surrounding property
because appropriate conditions have been incorpornted into the resolution of
approval.
5. The design and layout of the proposed use is suitable beca�e adequate provisions for
setbacks, access and ciretilation have been incotporated into the project design.
NOW, TAEREFORE, BE 1T RF50LVED that the Planning Carmission of the City of
Arroyo Grai�de hereby approves said Use Permit subject to the following conclitions:
1. All roof-mounted equipment shall be screened from view of surrounding property and public
streets. All roof-mounted equipment which generates noise, solid pacticles, odors, etc.,
shall cause the objectionable material to be directed away from residentixl properti�s. All
screen designs shall be compatible �vith the bwlding and shall be subject to the review and
approval of the Planning Department.
2. All p�oposed screening/retaining walls shall be constructed of a material compat�ble with
the elevations of the building, subject to the review and approval of the Planning
Departrnent.
3. Textured (stamped or scored) concrete paving should be provided internuttently throughout
the project site, subject to the review and approval of the P9nnning Departrnent.
4. An exterior lighting plan shall be submitted, and shall be subject to the review and
approval of the P9anning Department and shall include the following:

The proposed i.se is consistent with the General Plan's statement and intent as
outlined in the P-D, T�lanned Development zone.
The site is adequate in shape or size for the proposed use, as it can meet all the
setback and parking requit�err�ents.
The site does have adequate access, per the conditions of approval.
A. C�t-off ltaninaires shall be installed which will provide true 90 cutoff and prevent
projection of light above the horizontal from the lowest point of the lamp or light
emitting refractor or device.
All fixtures shall use a flmt, clear-lens, energy-ef�cient light source.
All project lighting shall be confined to the project site.
5. All signage shall be subject to the requirernents of Section 9-4.2407 of the Zoning
Ordinance.
6. The applicant shall submit a planned sign program for review by the Planning Comdnission.
7. A final landscape and full coverage autanatic irrigation system shall be provided for review
and approval, artd installed prior to building occupancy, subject to the approval of the
Planning Deparfi�ent and Parks and Rect^eation Deparfi�ent. 'I�^ee staldng, soil preparation
and planting detail shall be shown on final ]andscape plan. Water conservation design and
maintenance and drought tolerant landseape planting shall be incoiporated whenever
feasible into the final design of the landscape and irrigation pli�nns for the site.

8. All ground-mounted ut�lity and mechanical equipment shall be screened and sound buffered
es shown on the �nal ]andscape plans, subject to the review and approval of the Planning
Depat�nent and Parks and Recreation Departrr�ent.
9. Reciprocal psrlang, access, and maintenance agreeir�ents with the adjacent properties w11
be rec�uired prior to the issuance of bwlding petmits. Said agreements must be approved
by the CYty Attorney prior to issuance of the building permits.
10. A construction phasing map, showing the limits of the initial phase of construction, shall be
subrmtted, reviewed and approvecl by the Planning Department prior to isaianee of building
petmits.
11. The following iterr�s need to be provided prior to the issuance of any construction pernvts
as required by the Public Works Director:

Grading and drainage plans; and
Master ut�ity plan with easements and street unprovements.
12. Jute shall be installed on any slopes over 2:1, as required by the Director of Parks and
ftecreation.
13. The applicant shall install fire hydrant(s) with flows and pressures as per Fire Deparfi�ent
requirements.
14. The applicant shall install autanatic fire sprinkler plans as required by the Fire
Departrnent.
15. The applicant shall provide 24' vehicle travel corridors with dead ends providing 35-foot
raclius cul-de-sacs as required by the Fire Depai�trnent.
16. The applicant shall provide fire extinguishers (recessed) for each 75-foot of travel as
required by the Fire Department.
17. The applicant shaIl provide angles of departures to accorrrradate fire apparatus as required
by the Fire Depat�trnent.
18. The applicant shall provide a fire protection plan as required by the Fire Departrr�ent prior
to issvance of biulding penruts.
