5. CONSIDERATION OF THE 2001 GENERAL PLAN UPDATE POLICY
DOCUMENTS AND ELEMENTS AND FINAL ENVIRONMENTAL IMPACT
REPORT (FEIR)
The City Council will continue the Public Hearing from August 16, 2001 with a
review and discussion of the Traffic Analysis; to reyiew comments and
responses, consider the FEIR, and adoption of the 2001 General Plan Update
and related diagrams.
6. ADJOURNMENT to a Regular City Council Meeting of Tuesday, August 28,
2001 at 7:00 p.m. in the Council Chambers, 215 East Branch Street.

SUBJECT: CONSIDERATION OF CIRCULATION ELEMENT AND TRAFFIC
MODEL ANALYSIS
DATE: AUGUST 23, 2001
DISCUSSION: .
The City Council has held two previous formal public hearings on the General
Plan Update, July 31 and August 16, 2001. The meeting of August 23,
2001 is a continued public hearing specifically intended to discuss:
1) The Circulation Element traffic model analysis prepared by Higgins
Associates.
2) Circulation Element objectives,' policies and implementation measures,
prepared by Strong Planning with assistance from Higgins Associates.
3) Circulation Element maps for highways, arterials and collector streets,
special study areas, transit, scenic, truck and bike routes, and other
features.
After a brief presentation by Keith Higgins regarding the traffic model
analysis, the Council will have an opportunity to question the consultant and
staff regarding the above or related issues.
The Council should also re-open the public hearing and allow any public
testimony, questions or concerns of other interested parties.
If time permits, the Council can begin discussion of the Agriculture,
Conservation and Open Space Element, the Fringe and Urban Area Land Use
Element, and other element objectives and policies.

Finally, if the Council determines the need for an additional meeting for
General Plan Update and Final EIR consideration prior to considering
adoption, the public hearing can. be continued to the regular meeting of
August 28, 2001 or to a special meeting.
The Council meeting of September 11, 2001 is tentatively scheduled for
formal consideration of the Final EIR and adoption of the 2001 General Plan
Update.
